Evaluation of Plans

Evaluation
- Evaluation is a systematic process to understand what a program does and how well
the program does it.
- Evaluation results can be used to maintain or improve program quality and to ensure
that future planning can be more evidence-based.
- Systematic determination of worth and significance of something using a criteria
against a set of standards.
- Evaluation provides more in depth assessments of what worked, what did nor work
and why this was the case.
- Evaluation is continuous activity which extends over and beyond the entire period of
plan implementation. It can be done during and after implementation.
- Evaluation looks at the relevance, effectiveness, efficiency and sustainability of an
intervention. It will provide evidence of why targets and outcomes are or are not
being achieved and addresses issues of causality.

Features of a Plan Evaluation Process


1. Relevance – the plan evaluation process applies a criteria valid for the measurement of the
plan’s objectives.
2. Credibility – should be convincing and not charged with biases.
3. Timeliness – should continue throughout the implementation of the plan, and it’s result should
be able when decisions should be taken.
4. Efficiency – should aim to minimize its cost and maximize its output.

 Helps organizations catch problems early
 Helps ensure resources are used efficiently
 Helps organizations learn from their mistakes
 Improves decision-making
 Helps organizations replicate the best projects/programs
 Encourages innovation
 Encourages diversity of thought and opinions

Key Steps in an Evaluation

1. The content
 Was the work accurately and thoroughly done?
 Did the product reveal a deep understanding of the content of the questions asked, and
answers given?
 Were the answers given approximately supported?
 Were the arguments on the answers are given cogent?
 Was the hypothesis plausible and on both point and target?
 Also, was the content appropriate to the task, accurate and supported?

2. Quality
 Were the papers of the work done mechanically of sound?
 Was the speech given well organized?
 Were the charts used clear and easy enough to follow?
 Was the story well-built and flowed smoothly?
 Was the graphics used originally?
 Finally, was the performance or the product of high quality?
3. The process
- refers to the quality and appropriateness of the procedures, methods, and approaches
used during the performance.
