(a) NATURE AND SCOPE OF WORK: Extent of works are described as below –
Job includes “Automation of Fire Hydrant System with installation of Deluge Valves at Storage
Vessles’ area as per OISD 169 addendum 2008 at LPG Bottling Plant, Kimin” as per details
given in tender but not limited to given below:
(a) Supply and Installation of Jockey Pumps and Security Air compressors at the FPH.
(b) Supply and Installation of Deluge Valve at Storage Vessles’ area as per the layout drawing
attached.
(c) Supply and laying of air line from the FPH to the storage vessels’ area.
(d) Supply and installation of quartzoid bulbs encircling the storage vessels as per the OISD 169
addendum 2008.
(e) Automation of three Fire Engines with pressure switches set at different pressures.
(f) Commissioning and testing of the overall system as per the EIC.
(g) Submission of the as built drawing of the Fire hydrant system, instruction manual, maintenance
manual of all the machines.
(h) Handing over the system to IOCL.
The detailed scope of work is described in “SCOPE OF WORK”.
It is desirable for the Tenderers to visit the location and ascertain the site conditions prior to
quoting for the tender.
This is a two bid system. The tender document consists of two parts:
Technical Bid (Part 1) and Price bid (Part 2)
Parties meeting the qualifying parameters as mentioned later only need apply.
SL QUALIFYING PARAMETER
Should have successfully completed similar works during last 5 years ending 31.08.2015

should be either of the following:
Three similar completed works each costing not less than the amount equal to Rs. 8.10
a)
lakhs. OR
Two similar completed works each costing not less than the amount equal to Rs. 10.81
b)
lakhs OR
One similar completed work costing not less than the amount equal to
c)
Rs. 13.51 Lacs
Average Annual Financial Turnover in any of the last three preceding financial year
should be at least Rs. 16.21 lakhs.
2. Note: The annual turnover is taken for last three financial years. If it is mentioned “Nil”
by the tenderer for a particular year, it shall be considered as Zero for computing
average.

a. If tenderer does not fulfill the minimum qualification as described in cl. (b) above.

The tenderer should upload the following documents along with the technical bid as per requirement of
IOCL:
1. About the firm – Details of the firm including address, type of firm, etc. and any other relevant
details.
2. Details of Earnest Money Deposit (EMD) – DD No., Date / Banker’s Cheque No., Date, Banker.
Scan copy of DD to be uploaded in https://iocletenders.gov.in/ along with bid. Bank
Instrument for EMD in original should reach before closing date & time at IOCL office at
Kimin.
3. Undertaking by the tenderer regarding Non-Tampering of documents as enclosed.
4. PAN – Photocopy of PAN Card.
5. PF Registration No. – Photocopy of PF Registration Certificate.
6. Service Tax Registration No. – Photocopy of Service Tax Registration Certificate (if applicable).
7. VAT / Sales Tax Registration No. – Photocopy of VAT / Sales Tax Registration Certificate.
8. Annual Turnover for FY – 2012-13, 2013-14 & 2014-15. Annual Financial Turnover in any of
the last 3 preceding financial years, before 31st March 2015 should be at least Rs. 16.21 lakhs.
9. Audited balance sheet to be provided for last three financial years.
10. Deviation, New Conditions – A confirmation letter from the firm stating that there is no deviation
from the Terms and Conditions mentioned in the tender documents and that the firm has not put
in any new condition and that they agree to the Terms and Conditions in the tender documents in
Toto.
11. Bank Solvency certificate.
12. Declaration of Holiday/Black listing as per proforma
13. Declaration A,B,C & D
14. Price Bid
15. Corrigendum published by IOC, if any
16. Any other document as per tender.

competitive offer in line with the instructions given in the tender document. The tender document is to be
studied thoroughly including logistic of the areas, all tender conditions and duration of contract period,

Firms as per MSME Act, 2006 (Or Erstwhile National Small Industries Corporation (NSIC) registered
parties), Central/State PSUs and JVs of IOC shall be exempted from submission of earnest money
deposit against documentary evidence ( to be uploaded in the e/tender portal https://iocletenders.gov.in/.
No price/ purchase preference shall be admissible to SSI units under the tender invited.
Tenders marked “Techno Commercial Bid without Price “will be opened on due date and time mentioned
at the above mentioned on our E-Tendering portal https://iocletenders.gov.in/. Indian Oil Corporation
reserves the right to accept / reject any or all tenders without assigning any reason whatsoever.

time mentioned above.
Evaluation Criteria:
The Evaluation of L1 will be done on the overall cost quoted as per schedule of rates. In case the total
amount quoted by the two or more parties are same, the tenderer with higher average annual financial
turnover for the last three Financial year shall be awarded the work.
