I. Tourism Profile
Existing tourism attractions, products, and activities
In the Metro Manila region, the City of Navotas is a first-class city. The city is located
in a small area of land on Manila Bay's eastern shore. Navotas is situated south of
Obando, Bulacan, west of Malabon City, and straight north of Manila. he change in the
place made the residents to refer to the place as “butas”, “nayon ng butas” or “nabutas”,
Tagalog words that mean breached or pierced through. In the next years, the place
became known as “Nabotas”, then “Navotas”.
With 70% of its population making their living directly or indirectly from fishing and its
related industries, such as fish trading, fish net mending, and fish production, Navotas,
known as the "Fishing Capital of the Philippines," is thought to be a very significant
fishing community. There are only a small number of inter-island fish producers.
Navotas is located in a region of Metropolitan Manila that is bordered on the western
side by the Manila Bay shoreline, a strategically important coastal front that is
appropriate for all types of watercraft.
Navotas is a component of Metro Manila's unofficial CAMANAVA subregion. Together
with Navotas, this subregion is home to the cities of Caloocan, Malabon, and
Valenzuela. The municipal and federal governments are working to address the
perception that Navotas is vulnerable to floods, particularly during the rainy season and
at high tide. The government is working to address other issues like overpopulation and
pollution. Famous for its fish sauce and shrimp paste is Navotas (patis and bagoong in
Tagalog, respectively).
Navotas is a flat and narrow strip of highly urbanized coastal areas located in the
extreme northwest shore of Metro Manila.. The total land area includes the reclaimed
area currently being utilized by the Philippine Fisheries Development Authority. It is
bordered by: Obando, Bulacan in the north; a system of riverways comprised of the
Binuangan River, Daang Cawayan River, Dampalit River, Batasan River, Navotas
River, Bangkulasi channel, Malabon channel, and the Estero de Maypajo on the east,
the city of Manila to the South Manila Bay to the West

Mode of Transportation
In Navotas, transportation options include taxis, buses, jeepneys, tricycles, bicycle
pedicabs, tricycles, but nowadays some of the Navotanoes use e-bike, e-trike because
of the convenience of this transportation to them.

9. There is a current project that aims to build a dike around the coastline. However,
this could adversely affect the main livelihood of the communities by cutting off
small fishing vessels’ access to the sea.
10. There are also plans for major reclamation activities, initially being dubbed as the
“Navotas City Business Park,” which will cover major parts of the city’s coastline
from Manila to parts of Bulacan.

c) Water
- One of Navotas' main waterways, the Navotas-Malabon River, is thought to have
extremely contaminated water. The annual concentration of biochemical oxygen
demand (BOD) has been approximately ten (10) times higher than the water
quality standard.
e) Drainage
- One of the major problems that the City of Navotas continuously encounters is
flooding. As a solution, the City Government implemented the “Bombastik
Pumping Station” project. The LGU initiated the construction of the river wall to
prevent overflowing of the river, as well as floodgates to control the water flow
through drainage canals. Consequently, the first Bombastik pumping stations
were built and operated. Utilizing a mechanically-operated system that effectively
siphons the floodwater from roads and low-lying areas.
- The Tullahan-Tinajeros River Dredging project is a P1-billion corporate social
responsibility (CSR) initiative of San Miguel Corp. (SMC) that aims to dredge the
entire 27-kilometer stretch of the river system. As of November 14, SMC had
extracted 60,532 metric tons of silt and solid waste from the Tullahan river,
particularly from the section from Barangay Tanong in Malabon City to the mouth
of the river leading to Manila Bay in Navotas City. In two years, SMC is looking to
dredge a total of 1 million cubic meters from the Navotas-Malabon section alone.
The project is seen to boost flood mitigation by increasing the river's capacity to
handle floodwaters. The local government units of Bulacan have asked SMC to
replicate river dredging projects in tributaries belonging to the Marilao-
Meycauayan-Obando River System (MMORS).
- This is part of SMC's commitment to address flooding in the province, where it
plans to build the P740-billion Manila International Airport. SMC has also started
planting 10,000 mangroves in Hagonoy, Bulacan, to help mitigate tidal flooding.
● Main source of livelihood: fishing industry o More than 90% of the population of
Navotas City have livelihoods that are related to the fishing sector. However, the
Navotas Fish Port Complex is controlled by the national government, which
means that only a small part of the income of the port is translated to funds for
the Navotas City government.
● There are 7,538 registered and recorded fisherfolk from the 12 barangays
involved in fisheries production. o This definition is limited to those who possess
registered fishing boats or vessels, and does not include other fisherfolk workers
such as divers, shell gatherers, sea laborers, and those that rent boats. • There
are 948 business establishments that are engaged in commerce and trade. o
These range from sari-sari stores (small scale stores) to service providers to
large shipyards. Establishments related to fishing represent only 8% of this while
the majority is dominated by manufacturing establishments that also include
manufacturing fish-based products which is at 30.92%.
● According to small fisherfolk, income has decreased in the past years due to fish
moving into deeper waters due to continuous coastal degradation and loss of fish
habitat.
● During rainy seasons when fishing is not viable, the fisherfolk population turn to
driving pedicabs and other odd jobs to earn income. Income from these livelihood
activities are less than minimum wage at an average of Php 150.00 per day

Article I
General Provisions
- Section 1 Title. This Act shall be known as the "Charter of the City of Navotas"
- Section 2: The City of Navotas is converted into a highly urbanized city, with
territorial jurisdiction remaining with the local government unit until the final
resolution of any boundary dispute.
- Section 3: Corporate Powers of the City- The City has corporate powers such
as continuous succession, sue and be sued, use a corporate seal, acquire and
convey property, enter into contracts, and exercise other powers, prerogatives
and authority.
- Section 4: General Powers of the City- The City has the power to levy taxes,
take, purchase, receive, hold, lease, convey and dispose of real and personal
property, contract and be contracted with, sue and be sued, prosecute and
defend to final judgment and execution suits.
Article II
City Officials In General
- The Officials of the City of Navotas include a city mayor, a city vice mayor,
sangguniang panlungsod members, a secretary, a city treasurer, a city assessor,
a city engineer, a city health officer, a city civil registrar, a city accountant and an
assistant city accountant, a social welfare and development officer, a budget
officer, a planning and development officer and a city administrator. The city
mayor may appoint a city cooperative officer, a population officer, a veterinarian,
a city agriculturist, a city building official and a city tourism officer. All appointive
city officials of the City shall be appointed by the city mayor with the concurrence
of the majority of all members, subject to civil service law, rules and regulations.
The mayor must act on the appointment within fifteen (15) days from the date of
its submission, otherwise the same shall be deemed confirmed.
Article III
The City Mayor And City Vice Mayor
The City Mayor shall be the chief executive of the City and be elected at large by
qualified voters. He shall hold office for three years and receive a minimum monthly
compensation of Salary Grade 30
1. Exercise powers granted by law to ensure efficient and effective governance and
promotion of general welfare.
2. Enforce laws and ordinances, implement policies, programs, projects, services
and activities.
3. The most important idea is to maximize resources and revenues for agro
industrial development and basic services.
4. -5 Ensure delivery of basic services, construction and repair of roads, bridges,
and technical services, coordination of technical services, and other duties and
functions.
Section 10
- The City Vice Mayor shall be elected in the same manner as the city mayor and
possess the same qualifications. He shall hold office for three years and receive
a minimum monthly compensation of Salary Grade 28. He shall be the presiding
officer of the sangguniang panlungsod and sign all warrants drawn on the city
treasury, appoint all officials and employees, assume the office of the city mayor
for the unexpired term of the latter in the event of permanent vacancy, and
perform other duties and functions.
- Section 16. General Welfare. - Every local government unit shall exercise the
powers expressly granted, those necessarily implied therefrom, as well as
powers necessary, appropriate, or incidental for its efficient and effective
governance, and those which are essential to the promotion of the general
welfare. Within their respective territorial jurisdictions, local government units
shall ensure and support, among other things, the preservation and enrichment
of culture, promote health and safety, enhance the right of the people to a
balanced ecology, encourage and support the development of appropriate and
self-reliant scientific and technological capabilities, improve public morals,
enhance economic prosperity and social justice, promote full employment among
their residents, maintain peace and order, and preserve the comfort and
convenience of their inhabitants.
