1 INTRODUCTION

1.1 Landscape Master Plan Submission

1.1.1 The Landscape Master Plan (LMP) submission forms part of the planning statement in
support of the Section 12A Planning Application for a rezoning request to rezone an area at
Inland Lot 7704 PR (Part), Pokfield Road, Hong Kong (the “Application Site”) from
“Government, Institution or Community” (“G/IC”) zone to “G/IC(2)” on the Draft Kennedy
Town & Mount Davis Outline Zoning Plan (OZP) No. S/H1/21. The proposed “G/IC(2)” zone
comprises Sub-areas (A) to (C). Sub-area (A) will accommodate the proposed 4-storey
academic building (excluding 6 levels of basement storeys). Sub-area (B) includes the
existing Jockey Club Student Village II. Sub-area (C) will accommodate the proposed
academic tower with a maximum building height of 155mPD.

1.1.2 While the S12A Planning Application focuses on the Application Site the Landscape Master
Plan submission describes the landscape proposals for the entire Inland Lot No. 7704 RP.

1.1.3 The landscape layout and greenery calculation tally with the latest Architectural Layout
Plans dated 05 February. The General Building Plan (GBP) was submitted to Buildings
Department (BD) on 30 March 2021 and is targeted to be re-submitted by July 2021.

1.2 Structure of Report

1.2.1 The general site context, existing site conditions and the proposed site development are
described in Section 2 of this report. The landscape proposal including the overall design
parameters of the hard and soft landscape as well the landscape concept are set out in
Section 3.

1.2.2 The LMP figures demonstrate the quality and the character of the future exterior
environment of proposed development, its structure and its relationship to the surrounding
context including Figures 1.1 – 1.8 Landscape Master Plan and Figures 2.1 – 2.5
Landscape Sections.

2 SITE CONTEXT AND DEVELOPMENT PROPOSAL

2.1 Site Context

2.1.1 The Development Site is located at the junction of Pok Fu Lam Road and Pokfield Road
with the total site area of approximately 24,893 m2. The Site is currently occupied by
buildings and facilities of the University of Hong Kong, including the Flora Ho Sports Centre,
Morrison Hall, Suen Chi Sun Hall and Lee Shau Kee Hall of the Jockey Club Student
Village II and University Housing at 13-21 Pokfield Road as well as the recently demolished
Lindsay Ride Sports Centre and Stanley Smith Swimming Pool,.

2.1.2 The Application Site, comprising the Flora Ho Sports Centre, tennis courts, the recently
demolished Lindsey Ride Sports Centre and Stanley Smith Swimming Pool and the Jockey
Club Student Village II to be maintained, has a total site area of approximately 22,170 m2.

2.1.2 With reference to the Land Grant Plan, the Application Site is located within the Pink Area
which also includes the Lindsay Ride Sports Centre and Stanley Smith Swimming Pool;
Pink Stippled Black Area - Morrison Hall, Suen Chi Sun Hall, Lee Shau Kee Hall of the
Jockey Club Student Village II; and, Pink Hatched Brown Area - University Housing at 13-21
Pokfield Road. The Site also includes 12nos. of registered features containing retaining
walls and soil slopes.

2.1.3 The buildings and facilities of the existing development have been cut into the natural
hillside with a podium at approximately +79mPD. Steep man-made slopes extend above

the eastern podium edge adjoining the rising Pok Fu Lam Road with the highest point of
approximately +90mPD located towards the south eastern corner of the Site. At the south
west corner of the Lot gentle to steep man-made slopes extend below the podium to the
lowest point of the site at approximately +38mPD abutting the existing stair access to
Pokfield Road. The Site is bounded by Pokfield Road to the north from approximately
+78mPD at the junction with Pok Fu Lam Road to approximately +63mPD at the entrance
to vehicular access way to the University Pokfield Road Residences which occupy the north
west corner of the Site at approximately +67mPD.

2.1.4 The majority of existing trees are located on the sloping terrain at the south western corner
of the Site with the remaining trees located along the Site perimeter with Pokfiled Road and
Pok Fu Lam Road and the flat areas of the podium.

2.2 Proposed Development

2.2.1 Within the Application Site the Flora Ho Sports Centre and tennis courts shall be
demolished and replaced with an academic building and vehicular entrance at Sub-area (C)
of the proposed “G/IC(2)” zone while the demolished Lindsay Ride Sports Centre and
Stanley Smith Swimming Pool shall be replaced with the new 4 storey academic building
with a 6 storey basement and separate indoor sports centre at Sub-area (A). The existing
Jockey Club Student Village II at Sub-area (B) will be maintained. Within the remainder of
the Lot the Pokfield Road Residences shall be replaced with 2 nos. of new residential
buildings.

2.2.2 The key vehicular access points along Pok Fu Lam provides access to the drop-off for the
Academic Building within the Application Site as well as access via vehicular drum to the
ground floor access road / Emergency Vehicle access. A further vehicular access to the
Academic building basement and LG05 Landscaped Avenue is provided at LG04 along
Pokfield Road. Key pedestrian access points are provided at the north east corner of the
Site at the intersection of Pok Fu Lam and Pokfield Road, at the north west corner of the
Site from Pokfield Road to the Landscaped Avenue adjacent to University Heights
residential towers and the lift access to the LG02 Landscaped Terrace of the Academic
Building. There is also a potential future pedestrian connection to the existing staircase to
Pokfield Road at the south west corner of the Site.

2.3 Summary of Tree Survey and Proposed Treatment

2.4.1 A tree survey undertaken in November 2020, with the location of trees based on the
topographic survey prepared by Alliance Professional Surveyors Co. Ltd. between August
2020 and January 2021, identified a total of 403 existing trees within the entire Inland Lot
No. 7704 RP, which includes a total of 385 trees within the Application Site. A summary of
the proposed treatment for the existing trees within Inland Lot No. 7704 RP and the
Application Site is shown in Table 2-1 below:

2.4.3 The Tree Preservation and Felling and Compensatory Planting Proposal within Inland Lot
No. 7704 RP has been submitted to LandsD for approval.

3 LANDSCAPE PROPOSAL

3.1 Landscape Design Objective

Building on HKU’s aspirations and the overall design visions for the Proposed
Redevelopment, the landscape proposals aim to increase the occupant’s connectedness
with the natural environment (Biophilic design) through the following objectives:

 Integrate the proposed development from a landscape and visual perspective with the
surrounding landscape context;

 Respond to the architectural style of the proposed building with an aesthetically


appropriate landscape treatment;

 Soften the architectural form of the proposed building through the integration of
greening measures such as vertical greening and roof garden;

 Provide visual integration in elevated views of the scheme, and where possible
screening and softening of the built-form in low level views;

 Improve the legibility of the site through the highlighting of the main entrances and the
creation of entrance spaces which establish the character of the development at the
point of entry and the create space for users to meet before proceeding in to the
proposed development;

 Enhance the streetscape in the areas at the periphery of the site;

 Maximise the retention of existing landscape resources particularly the existing trees
on the surrounding slope and maximise greening opportunities in terms of tree
planting, green buffer along site boundary, shaded outdoor spaces, roof gardens and
visual amenity for the students and staff;

 Co-ordinate with the interior design to enhance the spatial and visual connection
between the interior and outdoor space.

 Ensure that the design meets sustainability objectives in terms of adopting Sponge
City concepts and creating a long lasting and robust landscape, and in minimizing as
far as practicable the future maintenance requirements;

 Ensure barrier free access for all the landscaped areas and facilities.

3.2 Landscape Design Proposal

The landscape concept forms a natural extension of the overall project concept,
responding to the building form, functional requirements and surrounding hill side context.

Inspired by the overall concept, the hillside landscape context informs the soft and hard
landscape design typologies. These typologies represent the changes of vegetation and
rock formations found within the hillsides of Hong Kong. As such the design emphasises
and provides a connection with nature and natural processes, and relates to the vertical
axis of landscape spaces throughout the different levels of the building.

The hillside context is expressed through planting succession and meandering leisurely
footpaths that gently guide visitors through a series of usable landscape spaces, just as a
river winds and flows downhill towards the sea. This is symbolic of the journey of learning.

Hard Landscape Typologies: The scale of paving patterns shall express the grain sizes
of course boulders down to fine stone aggregates through a combination of paver sizes,
colours and patterning that corresponds to the overall wayfinding and colour theming. The
subtle variations shall provide interest and a sense of place to the users

Soft Landscape Typologies: The soft landscape responds to the hillside context though a
selection of plants species that are typical of and express thematically the different plant
groups experiences as one journeys through a hillside from the grassy peaks to the fertile
valleys and lowlands.

Landscape design for the different areas and various levels of the proposed development is
described below:

G/F Landscape Areas +79.20mPD

The Ground Floor landscape areas represent the main entrance level of the new Academic
Building. The landscape design focuses on the creation of a sense of arrival and a
seamless pedestrian friendly campus environment within the heart of the development
through the extension of paving patterns and materials which wrap around the buildings
and across the access road / Emergency Vehicle Access routes.

Islands of naturalistic planting and shade trees associated with the skylights provide a
relaxed and comfortable walking experience. A strong visual connection is provided from
the building particularly in key views from lobby spaces. Lawn areas and seating integrated
with the planting islands provide open space and break out opportunities.

The roadside entrance from the footpath near the intersection of Pok Fu Lam Road and
Pokfield Road represents one of the key pedestrian entrances to the development. The
landscape scheme is designed to create a welcoming arrival space at the roadside
entrance softened with tree and shrub planting.

Landscape gardens around the base of the new residential towers provide usable open
space provision for residents while also softening the building edge and providing
separation from the main campus.

LG01 Sunken Courtyard +74.70mPD

Stepping down from the G/F entrance space to the Academic Building the sunken
courtyard at the intersection of Pok Fu Lam Road and Pokfield Road provides a pedestrian
connection to the LG01 entrance to the Academic building, while also providing the
opportunity for a potential connection to the existing underpass system. This space is
defined by a grand staircase incorporating planters and shade trees connecting the
courtyard with the G/F and provides opportunities for informal seating and a setting for
photographs in front of the main entrance to the university. A feature water wall symbolic of

a hillside stream cascading down a steep rock face provides a focal point in views from the
seating steps and surrounding elevated areas.

Existing mature trees will be preserved where possible between the courtyard and Pokfield
Road providing structure and shade to the courtyard, screening of views from adjacent
residential buildings and framing of views of the new Academic Building in views from Pok
Fu Lam Road.

LG02 Landscaped Terrace +70.70 mPD

The sunken courtyard connects via a staircase down to the LG02 Landscaped Terrace
overlooking Pokfield Road.

The terrace comprises shaded seating, paved areas and low shrub planting providing
passive recreational space for students and staff to relax and study. Where the adjoining
academic function spaces open up onto the terrace these spaces can double as exterior
meeting / break out spaces. These communal spaces are important in the fostering of a
creative environment and in allowing intellectual interaction.

A water feature incorporated in to the edge of the staircase along the Landscaped Terrace
seeks to enhance the impression of tumbling hillside steam while further enriching the
vibrancy of the outdoor spaces.

LG05 Landscaped Avenue +57.70mPD

The Landscaped Avenue occupies the corridor between the academic building edge and
the existing University Heights residential towers at the North Western periphery of the
project site.

An emphasis is placed on a strong connection from Pokfield Road to the lift access to the
LG02 Landscaped Terrace of the Academic Building. The arrival space is inclusive and
universally accessible with a combination of landscaped steps and 1:21 ramps creating a
welcoming and space at the roadside entrance that softens the existing slopes. Shade
trees are provided to provide a comfortable entry space while people move through or wait
at the entrance.

The remainder of the corridor shall be predominantly hard paved above the Water Works
Reserve diversion. Screen planting shall be provided along the boundary with University
Heights to provide a green outlook from the building and soften the boundary. Seating
integrated with the planting edge shall provide amenity for users.

LG05 South West Arrival +57.70mPD

The landscape scheme at the South West corner of the project site is designed to minimise
impacts on the existing natural and man-made slopes in order to preserve existing trees,
and to accommodate compensatory tree planting. A barrier free 1:12 footpath with planting
is also provided allowing for a connection to the existing staircase to Pokfield Road beyond
the Lot boundary while also softening the edge of the built form and integrating the footpath
in to the hillside.

Landscape Areas on Roofs

Rooftop landscapes are provided for the L4 Academic Building, new residential towers and
at various levels on the academic building within the Application Site.

The L4 Academic Building roof provides a variety of spaces to cater for the needs of staff
and students. Open “Campus” lawn spaces with seating steps aiming to serve for leisure
seating, events, and celebration promoting opportunities for social gathering and activities.
Low shrub and groundcover planting to the periphery of these spaces encourage outward

views, particularly to the north towards Victoria Harbour. While more enclosed spaces
defined by screen planting to enhance the feeling of enclosure, provide intimate spaces for
students and staff to relax and study.

Extensive green roof planting will be added to the flat roof areas such as the 17/F of the
new academic building within the Application site providing visual amenity to the
surrounding premises when viewing from above. Planting shall comprise hardy and drought
tolerant shrub and groundcover species for ease of long-term maintenance planted in to
conventional planting media. The green roof may also incorporate with hard landscape
elements including paving bands or gravel to enhance visual interest and for maintenance
access purposes.

Terrace gardens are provided to L3, L5, L6 and L7 accessible roof spaces of the academic
building within the Application Site comprising hard and soft landscape treatments and
seating providing an exterior space associated with the adjoining academic use.

Periphery Treatment

Landscape planting is maximised around the periphery of the planting while allowing for the
vehicular and pedestrian access points, servicing, maintenance and egress. Tree and
shrub planting along the southern and western site periphery shall be designed to integrate
the site with the surrounding wooded slopes. Level differences along the project boundary
with Pokfield Road are taken up through stepped terrace planters, which soften hard edges
and level changes and provide a visual amenity.

Vertical Greening

The new academic building and vehicular drum within the Application Site as well as the 2
nos. new residential towers shall incorporate vertical greening systems such as planters
with climbing plants and a metal wire guying system that are integrated with the
architectural façade, to soften the built form.

3.3 Greenery Areas Provision

3.3.1 Greenery Areas of not less than 7,467m (30% of the site area of 24,893m ) are provided
within the various levels of the proposed development as well as the natural and man-made
slopes and streetscape environment surrounding the development. The greening areas are
designed in the form of at-grade planting or in planters and include green features such as
vertical greening and green roof.

3.4 Hard Landscape Materials

3.4.1 The internal access road and pedestrian pavements at the various levels of the
development shall be paved in natural granite of various sizes with contrast in colour and
texture. The colour tone and patterns shall be complementary with the proposed building
form and finishes. Paving used for vehicular traffic shall be of adequate thickness to
withstand the required loading. Feature paving shall be applied at key locations like arrival
court for accent.

3.4.2 Kerbs, planter walls and feature walls, natural granite with different colour and texture shall
be proposed and in line with the overall colour tone of the hardscape.

3.4.3 At-grade surfaces such as the Landscaped Avenue at +57.70mPD adjacent to University
Heights, shall be paved with pervious concrete block paving wherever possible. While
pedestrian footpaths along Pok Fu Lam Road and Pokfield Road shall be reinstated using

concrete block paving laid in accordance with Highways standard details to match existing
paving colours and bond pattern.

3.5 Lighting

3.5.1 The lighting design concept for the landscaped areas will be designed to contribute to the
quality of the development in nocturnal views providing an aesthetically pleasing
environment through the creation of mood and highlighting of landscape elements. All the
accessible points and open space areas will be provided with sufficient illumination to meet
the required lighting standards. Lighting designed for all open space will be carefully
designed to avoid glare and shall be effective in energy saving. A timer switch control
system shall be provided and where possible the lighting will be designed to avoid spillage
and potential glare impacts.

3.5.2 The lighting concept shall include: Amenity lighting to provide spot light or recessed uplight
for feature trees, planting, feature walls, water features and other landscape features; Area
lighting provided by pole top lighting to the vehicular and pedestrian walkways at ground
level, while low level lighting such as wall recessed light, bollard light and planter uplight
shall be proposed at the terrace and roof gardens and sunken plaza to create a more
intimate feel; and Safety lighting to ensure that the minimum lux levels for safety are met.

3.6 Soil Depth and Drainage for Planting

3.6.1 Planting soil depth for all planting areas shall be minimum 300 mm for turf and groundcover
planting, 600mm for shrub and climber planting, and 1,200mm for tree planting excluding
all drainage layers, waterproofing and protective screeding.

3.6.2 All planting areas on slab shall be provided with sub-soil drainage system with drainage
layer of “Miradrain” or equivalent materials.

3.7 Irrigation

3.7.1 The proposed irrigation system will be via water pipe for manual operation. Lockable water
points shall be provided at 40m spacing covering all planting areas.

3.8 Soft Landscape Elements

3.8.1 Soft landscaping will be a selection of plant materials to maximise the greening effect and
enhance character of the different landscape areas.

3.8.2 The planting design aims to create a lush and vivid environment. In addition to the open
campus roof top lawn, planting at the various levels of the development shall include
flowering and coloured foliage species to create a leisurely and cheerful environment as
well as providing seasonal interest. The periphery planting to the natural and man-made
slopes and streetscape environment surrounding the proposed development shall be
integrated with existing planting outside boundary. The tree planting shall be maximized to
locally modify the temperature for students and staff to enjoy the activities within the
university campus. Planting along access road and Emergency Vehicular Access and
pedestrian walkway shall include ornamental species that serve for both aesthetic and
shading purpose.

3.8.3 Subject to the approval of the Tree Preservation and Removal Proposal and proposed
compensatory tree planting, the proposed tree species shall be updated in a future
amendment submission of the compensatory planting proposal.

3.8.4 All species chosen shall be hardy and require low future maintenance and shade tolerant
plants shall be proposed for any covered planting areas. The following species in Table 3-1
will form the basis of the planting design proposals.

3.9 Future Maintenance

Hard Landscape Elements

3.9.1 Maintenance for hard landscape elements shall be carried out by the management office of

I - Routine Maintenance (Daily - Weekly)

a) Rubbish and litter removal;


b) Sweeping and cleaning;
c) Water feature cleaning; and
d) Damage inspection and repair for site furniture and light bulb replacement.

II - Annual/Long Term Maintenance

a) Repainting;
b) Resurfacing of worn pavements;
c) Replacing worn parts site furniture, lighting fixture and other facilities; and
d) Replacement of worn landscape furniture.

Soft Landscape Elements

3.9.2 The Softworks Contractor appointed by the Owner of the Lot will be responsible for a 12-
month establishment period of plants after practical completion of the planting works, which
allows a period of time for the proper establishment of the plants. The planting works
including the establishment works, will be carried out in accordance with Section 25 of the
General Specification for Building Works (2017 edition) by ArchSD.

3.9.3 Upon the end of the 12-months establishment period, the Owner of the Lot will employ
maintenance staff to take care of all landscape areas within the development.

3.9.4 The Property Owners shall appoint a competent person to conduct tree risk assessment to
facilitate proper tree management and maintenance for the amenity tree planting on a
regular basis or whenever found to be necessary. The qualifications for the personnel who
perform the assessment shall make reference to the prevailing tree maintenance and tree
risk assessment works guidelines and/or practice notes at that time.
