1. INTRODUCTION AND BACKGROUND


The construction of road is a huge sector which intends to facilitates the countries’ economies by shortening the
distance between cities. Upgrading the existing road from gravel wearing to asphalt road will improve traveling time
and distance. when the Debre-Markos Debre-Elias road project completed it will provide the fastest transportation
for farmers to cell their agricultural products for the nearest cities it also decreases the maternal mortality rates.

The econometric results indicate that better road access significantly increases a town’s attractiveness for
manufacturing firms. Roads can result in new job opportunities because of new transportation possibilities, improved
market access and the possibility of labor migration. The road project will turn the small town to cosmopolitan town
through many time as it served as an impetus for the influx of both high and middle income people in to the pre-urban
communities, and this changed the urban form of residential development patterns.

The key environmental problems associated to road construction are removal of vegetation cover from road right of
way; borrow areas, quarry sites, camp sites and accelerating soil erosion and soil compaction. Road construction
activities have also significant impacts on archaeologically, culturally, and historically important sites. Water and soil
pollution, especially by construction spoils and other related waste from construction camps and workshops are
becoming serious challenges. Hence, there is a need to integrate environmental concerns more closely in the road
construction works such as the ongoing DebreMarkos-Debrelias road construction.

The mitigation measures taken in the construction of the camp is stated in this site environmental and social
management plan (SESMP) also the rehabilitation/reinstatement measures are stated.

This site specific environmental management plan is prepared for the main camp site for consultant and contractor’s
located at km 47+200, RHS.

2. PROJECT DESCRIPTION

2.1. Location

The DebreMarkos-Debre Elias road project is located in the North west part of the country under the administration
of Amhara Regional States. It traverses the four Woredas and villages/towns of the Amhara Regional Sates. The
Woredas are: Debre-Markos, Balaref, Debre-Elias and Gozamin Woredas of the East Gojam Zone. The road starts
from Debre-Marko sand ends at next to Debre-Elias town. The total length of the road is approximately 81 km.

2.2. Topography

The landscape generally comprises; flat, rolling and mountainous terrain with intermittent rolling terrain throughout
the stretch. The end and the middle section is predominantly transacted by intermittent rolling and flat terrain while
there is an existence of mountainous terrain in the interface of flat and flat topography.

2.3. Climate

The climatic condition of the larger portion of the project area isin the range of cold and hot; WeinaDega (65%) and
kola (45 %) agro climatic zone; according to Ethiopian agro climatic zones the area has predominantly cold and wet
climatic features. The mean temperature is 18oc with minimum temperature 11oc and maximum temperature 25oc. It
is hot on the low land section, which is approximately about (25%) of the project road and relatively cold on the high
land section (75%). The mean annual rainfall of the project area is; 1650 mm with min 1150 mm and max 1850 mm.

3. Objective
The main objective of this Site Specific Environmental Management Plan (SSESMP) is to ensure that the camp areas
at km 47+200, RHS site and associated facilities would be environmentally sustainable and socially acceptable.

4. Methodology
The methodology adopted to acquire necessary baseline data, to identify existing as well as potential environmental
and social issues, and to develop this site specific social and environmental management plan for consultant and
contractor’s camp located at km 47+200, RHS includes the following:

 Review of the national and regional policies, strategy and legislations as well as the World Bank Safeguard
Policies triggered by the road project,
 Review/Consultation of the previous EIA document of other related projects (Contract agreement, ERA’s
specifications etc.)
 Conducting consultation with Contractor’s key staff working around the site namely the project manager and
the material engineer has been done.
 Field investigations along the proposed alternative sites for their appropriateness to establish the camp and
facilities and collection of baseline data and identification of existing and potential environmental and social
issues.

Generally, site specific information for the camp at km 47+200 RHS on environmental component or issue were
collected to enable site specific assessment of potential adverse environmental impacts and development of mitigation
measures.

5. Sit Selection Process


FAL General Contractor is planning to find a camp site for the Design build project of Debre-Markos Debre-Elias.
The camp site shall require a residential area for construction workers, with all facilities including toilet and other
sanitary toilets in the premises. Space for parking of light and heavy machineries and storage for construction
materials, reinforcement bar, area for crusher feeding, concrete pipe concrete batching area are also required to be
used within the camp.

Establishing the camp requires an area equivalent to 8.41 hectare, which is a considerably wider area in the farmland
and dwindling indigenous tree species ecology. Thus, the site where the camp is planned should be sufficient to
accommodate all the indicated facilities. For the camp site, two candidate sites were nominated and compared based
on the criteria set up and the best from them was selected.

5.1. Criteria Used for Selection of Camp Site and Brief Description of Proposed Site

To facilitate the smooth accommodation of the camp and manage the resources properly, the site selection was carried
out considering the following criteria:

 The site where the camp is planned should be sufficient to accommodate all the indicated facilities. Hence
we need to have a space that can accommodate all those components;
 The site to be selected shall preferably not be on fertile farm land, good grazing land or protected areas;
 The selected area should be with relatively less Project Affected People (PAP) such as to extent affecting
whole community grazing land.
 Contractor will be required by contract not to build or set up camps in populated locations.
 To locate the camp around end section shall create good working environment for work and workers around
the same section;
 The selected area should be reasonably far away from environmentally sensitive areas such as; settlement
areas, schools, churches, etc. so that the residual impacts can easily be managed or mitigated.

5.2. Brief Description of the Proposed Site


5.2.1. Site 1, Km 47+200RHS

 The site covers sufficiently wider area to accommodate the required site and the component activities.
 The area is farmland area with less dense shrubbery, herb, and bigger indigenous tree in the interface.
 There is no ideal communal grazing land which affects large number of Project Affected People (PAP).
 The site is close to the road which makes it favorable for safety and security reasons.
 The site has short offset from the main road and does not require longer distance access road.

5.2.2. Site 2, Km 51+00 LHS

 The site is not of considerable size to accommodate the services needed to implement;
 Site 1, Km 47+200RHS communal grazing land with relative occurrence of shrubbery, herb, grass land and
bigger indigenous tree in the interface,
 The number of PAPs due to this site is high as than is expected from site 1, Km 47+200RHS.
 The site is not closest to the center of the project it is not strategic to select it.

5.2.3. Comparison of 2 Camp Sites

Comparison of the two proposed sub camp site with respect to the Socio-environmental factors and its fitness for
purpose is provided in the table below.

From the two alternatives SITE 1 is more preferable than SITE 2 to construct the camp on it.

5.3. Camp Location and Operation Standards


The main camp is located in station 47+200 RHS offset 0.364 km. A total of two camps are envisaged on a preliminary
basis the second camp is advance camp located in Debre-Elias city which is only used for parking some dump tracks.
Camps will include worksite facilities that will house between 350 and 450 workers, with an average permanent
staffing of 200 workers on site, including professional and technical personnel, workers, drivers, and operators
associated to canteen tasks, camp maintenance, and paramedics.

The work shift system will be associated to the type of work or activity performed; thus, in working faces associated
to creature plant there will be two 8-hour work shifts per day, which will be necessary to work continuously 16 hours
a day which is approximately 243 days a year. It should be understood that while one shift is at rest at the camp,
another shift is on duty at the worksite facilities or working faces.

In those working faces associated to the construction of surface works (channels, bridges, among others) only daytime
shifts will be implemented. Personnel engaged in construction works will be transferred via bus from and to the
working faces. Camps will maintain a permanent staffing of 20 people who will provide general maintenance and
security services for the facilities.

Transportation from the camps to the workers’ homes will be scheduled according to the frequency of work shifts.
The staffing level and work flow to be maintained at the camp during the execution of the project is set out and will
vary pursuant to the works carried out as set out. This team will be distributed across the various camp-related
working faces, worksite facilities, in addition to permanent camp staff.

There are 7 blocks in the contractor camp with the facility of washing, toilets and showers from these blocks one
blocks is only for females. The contractor camp will have built with a corrugated iron sheet and covered by wood in
inside for warming purpose. The floor or foundation will be built using cement concrete. The consultant
accommodation house is built by sub contracture it has 11 blocks.

The facilities to be erected in the camps are offices, garages, fuel stations, clinic, pipe production area and so on there
are a plenty of facilities.

 The contractor offices contain transport coordinator, Construction, surveyor, Material engineer and lab
technician, technical/office engineers, project manager, secretary, administrator, finance, casher and coffee
houses all of them have windows to allow the movement of air freely or to decrease suffocations.
 The Garage contains tire store, garage office, tools room, maintenance workshop, electrical shop and welding
shop proper precaution is taken to construct them.
 fuel station and fuel tanker are located in the safest places.
 The clinic contains examining rooms and bed rooms for privacy it also has hand washing and toilet for
receiving samples also shelves will be provided for storing medicines.
 There are 6 septic tanks they are permissible.
 Pipe production area is also with in the boundary of the camp

6. Identification OF Environmental Impacts and Proposed Mitigation Measures


It is customary that the contractors establish construction work force camp at reasonable sections of road project under
construction and may also establish smaller advance camps at other strategic locations. Existing sites may be used, if
they are conveniently located in relation to the contractors' requirements. The current camp site need to be developed
is a construction workforce main camp to accommodate contractor’s workforce, construction machineries, vehicles,
workshop and working area precast development.

Pollution of water resources may also arise at or close to the base camps or work sites as a result of inadequate
provision of sanitary and waste facilities, and accidental or deliberate spillage or leakage of polluting materials from
workshops and Garage.

According to the detail observation made on those areas, the land cover of the requested plot is predominantly farm
land. On the surrounding there are some housing units inhabited by settlers of the local community, however they are
set far apart from the camp site. The site is not in close proximity with river/ wetland. It is located on flat land.

The camp is located @km 47+200 RHs and is characterized as below

 Located in areas reasonably far from settlement


 Located in areas where there is predominantly farm land
 The area is new encroachment site
 No access road is required, very close to the main road

 The occurrences of shrubbery vegetation and big trees


 The site is located on flat land areas, with a little bit sloppy surface there is a farmland which occurrence
behind the compound fences.
 There is farmland drainage (furrow) in proposed camp site which has been used to separate individual plot
land storm drainage for the farm field.

The major impacts that could happen in those areas are

6.1. Impact on Farm Land

There is scares of land in this region but the camp is occupying great amount of land. The construction of camp in
this location will displace many farmers. If the land is polluted by waste materials it is difficult to be fertile again.
Due to the behaviors of drivers it is difficult to aware them to use only access roads provided in the camp, the place
will be compacted. Concrete structures for foundation is used during construction of the camp.

Alleviation Measures

 Paying cash compensation to the affected households which could commensurate the affected portion of land
as per the applicable Government low.
 It is also necessary to reinstate the already used farm areas, irrespective to the period of compensation made.
 Minimize access routes within the camp and limit built area so land is rehabilitated to farm land after
completion.
 Limit camp surface from unnecessary compaction by confining parking areas.
 Reinstate used plot of land portion of land as per the applicable Government low
 Dismantle concrete structures, remove metal scraps, tires and any debris from camp after construction is
completed and scarify the land so that it is suitable for farming.

6.2. Landscape and Ecological Environment

1. Corridor and division effect of the camp land

For all creatures, especially for animals living on the ground, camp development will lead to artificial division of
natural environment and make their living environment islanded. This is not good for protection of creature variety.

2. Impact on vegetation and landscape

In the construction process of campsites all have impact on the growth of vegetation and landscape.

3. Impact on the hydrographic environment

Camp construction process will change the natural state of surface runoff or water flow (roof catchment) and then
cause the impact of rushing, water logging, stagnation, etc.

Alleviation Measures

 As campsites should not be established on grazing land unless initially permitted by consultant engineer and
the contractor should insure the preservation of top soil and reinstate them after the completion of the
construction.
 The environmental protection measures should be fully considered so as to reduce the damage to vegetation.
Make all efforts so as not to cause any unnecessary devastation, scar or appearance damage of natural
environment in adjoining area of the project. Except the road and earthwork construction approved due to
permanent work, it is forbidden to damage any trees, shrub and vegetation. Landscaping work along the road
should be strengthened so as to supplement and improve the landscape, for example, trees and grass should
be planted in case damaged.
 The contractor should provide proper drainage lining water from roof to the existing farm drainage(furrow)
left from the previously existing farm land within the camp
 The contractor should provide proper drainage to avoid stagnation of water, if in case, the excavation is deep
enough to hold water and putting barrier all around the excavation is needed to prevent accidents on animals
and human beings after completion of the works.

6.2. Impacts on Camp and surrounding settlers

Impact on land, the ROW, Water supply and dust and soil pollution

1. The camp construction process has obvious impact on land. The condition of expropriated land will be changed

2. Sanitary waste and high concentration sediment may corrode land. The sanitary waste from living campsite
similar to bitumen stockpiling area may corrode soil.

3. Water for construction (resource conflict between locals and the contractor)

4. Dust pollution (Health risk of the surrounding settlers and the construction work force)

5. Land or Soil pollution (accidental contamination by sewage and sanitary effluents)

Alleviation Measures

 Contractor shall avoid development of the camp beyond the permitted land acquisition limit (8.41ha) to avoid
unnecessary impacts on natural vegetation, nearby farm plots.
 To avoid dust effect on human; we shall aware our drivers to drive slowly especially at the approach of the
camp gate; where camp settlers are available and we undertake regular watering of the surface.
 Contractor shall use own water source or negotiate with the locals to share with them if the required amount
is tolerable. In case of this we shall create smooth relationship with the surrounding community.

 To prevent water course pollution; used oils shall be collected in barrels and can be used for painting
formworks if there is a surplus amount we can sent to a nationally designated organ.

6.3. Impact on shrubbery and waste water

1. Impact on trees and shrubbery

Some trees and shrubbery should be removed for the construction of contractor’s accommodation, and, precast
production and storage areas, etc.

2. Waste water impact on environment

In construction process the impact on environment is mainly from waste water produced by construction work and
sanitary waste. Waste water produced in camp mainly includes sewage, oily sewage produced by construction
machineries, etc.

3. Impact of waste water produced by maintenance and washing of machinery

The camp, especially the contractor’s camp may be very close to workshop and therefore waste water from vehicle
and construction equipment maintenance station usually contains mud, sand and oil substance. If it is directly
discharged into surrounding waters without any treatment it will pollute the environment.

4. Impact of sanitary waste of construction staff

During the construction period of Debre Markos- Debre Elias Design and Build Road project, all construction staff
will live in the camp, due to the number of staffs the construction of many septic tank is needed. if the sanitary waste
of campsites is discharged directly, it will pollute nearby rivers and farmland inevitably.

Alleviation Measures

 Trees around the site shall be preserved and protected to the full extent, in construction operation and
prevented from destroy or damage.

 Water saving should be encouraged. Clean production should be recommended to decrease the quantity of
waste water.

 Waste water produced by maintenance and washing of machinery will be stored in the containers and
separated from the mud, sand and oil substances through filtrations process.

 Sanitary waste of campsites should be discharged into specified sedimentation tank. After sedimentation, the
waste water should dispose of collectively.

 Sewerage and toilet liquid wastes shall be stored in the septic tank to prevents their direct or indirect discharge
to any watercourse or ground water bodies.

 All lubricants oil, grease, fuel, solid and liquid waste shall be collected properly and disposed safely as per
the country’s laws and barrel will be built for temporary storage.

6.4. Environmental impact of solid wastes

1. The solid wastes in household garbage from office, accommodation and mobile campsite are very putrescible and
they will pollute the environment.
2. The maintenance of construction equipment and vehicle produces waste oil jars, disused tire and pipe and other
solid wastes.
3. The cleaning of mixing machine and concrete operation produces dross, concrete block and other waste
engineering material.

The major wastes expected to be generated from the camp, those include

 Containers for various construction materials and plastics


 Waste oil, filters, lubricants, hydraulic fluids, containers of fuel and paint from camp workshops
 Sanitary waste from camps, offices, cafeterias, sewerage and medical waste from clinics
1. Sanitary wastes from camp

Uncontrolled accumulation of garbage is unhealthy, and promotes rodent and insect borne disease. Because most of
the garbage that persons of concern generate is organic, it is frequently not considered a problem: the issue tends to
be neglected, even though the volume and weight of household and cafeteria garbage can be significant, and includes
non-organic materials such as packaging, cans and plastics. metal cans are not biodegradable. At the beginning of an
emergency, hygiene and waste disposal are usually poor, so vermin and other pests, including rodents, proliferate
rapidly.

2. Offices

Accumulating office waste is inevitable. After all, a lot of paperwork, packaging and other materials go in to making
an office busy and profitable. Most common office wastes are paper and printing products, office equipment and
miscellaneous waste

3. Cafeterias

There are three cafeterias in the camp including consultant’s cafeteria which is usually known as mines house there
are a lot of waste during preparing food almost all wastes from the cafeterias are degradable and compostable wastes.

The medical wastes generated by the clinic is a hazard (used syringes and needles, contaminated bandages laboratory
specimens, etc.).

Alleviation Measures

 Routines should be established for the storage, collection and disposal of garbage.
 Solid waste management is a joint responsibility of filed coordination of (camp coordination and camp
management) as well as the safety officer and health sectors.

 The place for disposing these wastes are prepared by digging waste disposal bins. Separating degradable
materials from non-degradable and plastics is expected from the contractor. Degradable household garbage
can be disposed in to excavated places; if some household garbage is not degradable, it should be incinerated
or buried after prior approval of the Engineer.
 The maintenance of equipment’s, machineries, vehicles should be executed in workshop and all wastes should
be gathered together for disposal.
 Waste engineering material which is usable should be reclaimed to reuse, such as steel formwork, wood, etc.
Unusable waste material should be classified and carried to places specified by local Administration.
 Office wastes must be stored in bins and collects by janitors every day.
 access to medical sanitary services should be well controlled, and waste should be treated separately, without
delay.

6.5. Preservation of Historical, Archaeological and Cultural Remains

During the development of camp site any evidence of possible scientific, historical or archaeological interest or value
is found during the execution of the works, the contractor will take the following measures to protect them. We will
review and familiarize with the ESIA report during the design and construction, the country’s relevant Laws on
Archeological and Cultural Resources, and complies with them, particularly Proclamation on Cultural Heritage, No.
209/2000.

If any archaeological, historical, and cultural sites, articles, artifacts, or other archaeological and cultural remains is
found during the development of camp site, we will immediately stop working, close off the site, do protection work,
and report to the Engineer and Employer, and at the same time report to relevant office of local Administration.

The Contractor will identify and allow his Machine Operators to take part in the “Environmental Awareness
Workshop” during the mobilization phase to help Machine Operators identify Archaeological artifacts and other
environmental and social factors encountered during excavation works.

7. REINSTATING
Precaution has been taken in locating campsites, in such a way that it is established in areas where it cannot bring any
significant effect on the natural and social environments. The plan to establish campsites should include adequate
provision of dry and liquid waste management systems.

On completion of construction and maintenance period activities, the Contractor shall reinstate base camp, leaving
them as far as possible in a clean and tidy condition, and suitable for the purposes for which they were used prior to
occupation by the contractor. The sites shall be fully reinstated before abandonment, and all wastes must be removed
etc.

The Engineer shall advise the contractor for the location of any other temporary construction areas, prior to
commencement of any use of such sites.

The contractor shall prepare a plan for the approval of the Engineer and the client, prior to abandonment of base
camps, which indicates what facilities are to remain at the request of the land owner, and what activities are to be
carried out to clean up the site. These activities should include dismantling the unnecessary structures, removal and
disposal of all wastes, demolition and removal of unwanted structures, removal and disposal of any earth which has
been contaminated by the spillage of diesel, bitumen or any other polluting material, and any others necessary to
restore the site, as far as possible, to its initial state.

8. IMPLEMENTATION AND MONITORING OF SEMP

8.1. Organization of environmental protection work

In order to ensure smooth implementation of the specific environmental management plan, the contractor establishes
guidance group and environmental protection and safety work office and provide safety environmental protector,
junior environmental engineer to take charge of making and implementing the environmental management plan.

8.2. Guidance group of environmental protection work and its main duties

 Make and check the environmental protection plan, review and supervise environmental protection work.
 Deploy full-time staff for the project office to take charge of environment protection work and part-time staff
for all construction teams to take charge of this work. These staffs take charge of management of daily affairs
about environment protection and coordination work with relevant departments of local Administration.
 Supervise daily work of environmental protection and safety work office and urge the implementation of
environmental management plan.
 Make smooth communication with local Forestry Department, Health Organization, and Sanitation
Organization and absorb rich experience from them.

8.3. Environmental protection and safety work office and its main duties

 Take charge of detail management of environmental protection works and engineering environment
protection.
 Take charge of carrying out relevant regulations about environmental management made by the Employer
and the Consultant Engineer. Implement all relevant regulations and rules about environmental protection in
this project.
 Arrange environmental inspection in this project. Give notification to modification of environmental hidden
danger and urge the implementation of modification.
 Assist in charge manager to arrange or participate in the investigation and treatment of environmental
incidents.
 Collect all information about engineering environmental protection and make monthly report about
environmental protection work and submit it to consultant engineer.
 Supervise all departments and construction teams to carry out prevention measures and correction for
environmental accidents.
 Arrange all staff and Employers of this project to study relevant laws, rules and regulations about
environmental protection, so as to make all staff and Employers to strengthen the consciousness of
environmental protection and comply with all relevant laws, rules and regulations about environmental
protection.

8.4. Implementation of the SSESMP

The contractor will be responsible for implementing the SEMP for the whole project and ensuring compliance with
the performance requirements in the SEMP. FAL General Contractor PLC will also be responsible for ensuring
appropriate corrective and action must be taken for any failure to meet stated performance requirements.

FAL General Contractor PLC will appoint an intermittent Environmental Officer during construction who is
independent of those who have direct responsibility for the works being performed. This officer will have the
necessary authority and responsibility to ensure compliance with the SEMP and monitoring performance
requirements for each of the pre-construction and construction phases of the Project.

Where contractual agreements are entered for work associated with this project, FAL General Contractor PLC will:

 Include the SEMP/SSEMP during construction for all work to be undertaken by the contractors
 Ensure that all contractors comply with the requirements of the SEMP/SSEMP and nominate Environmental
Site Representatives with the necessary authority.

8.5. Complaints procedure

All complaints about socio-environment of the Project will be directed to and recorded by the Environmental
protection and safety work office. Contact details for the FAL General Contractor PLC environmental and safety
Officer will be provided to all affected landowners and will be available to the public through FAL General Contractor
PLC Phone.

A register will be kept recording details of all complaints received, the action taken in response, where necessary, and
any corrective actions or procedural changes implemented to prevent recurrence. The initiator of the complaint will
be advised of the results of all investigations and actions taken.

The environmental and safety Officer shall review the register daily of any relevant complaints. The Environmental
Officer will then investigate the complaint and recommend any corrective action required.

8.6. Monitoring and Reporting

During the construction phase, the visual amenity of the project will be monitored regularly by the Environmental
Officer. Through the use of a complaints register, evaluate the impacts from the construction of the structures on the
visual amenity of adjacent residents. Visual assessments and enhancement reports will be prepared for sensitive
locations, if any.

In the event of a complaint from a sensitive receptor concerning deterioration of visual amenity, a report will be
prepared detailing the complaint, corrective action and further monitoring required attending to the matter.

Monthly report on the success of environmental enhancement and alleviation measures will be prepared according
the site conditions. The contractor will submit this report to engineer office at the end of every month.

Ecological environment is the basic condition for life and production of human being. On the basis of original
environment works, the contractor will comply with the principle that protection is first of all, prevention is the key
point, and prevention and treatment should be combined, effectively and continuously implement the environmental
protection plan, strengthen the environmental protection work and relevant propaganda and education work, establish
environmental protection regulations and rules in this project, and consolidate environmental supervision and control
in construction work. The contractor will insist on the work principle of saving cost, decreasing consummation,
protecting environment and preventing pollution, make efforts to create safe, smooth, clean and nice traffic
environment, and realize the harmony and unification of the, society and environment.
