Attachment 3: EHSS Competency Training Matrix System

PURPOSE

To establish a system to assure that employees have the required knowledge and skills to perform their
job safely and in line with the SHE requirements. The process will ensure that no employee will be able to
perform a job independently unless he is qualified to do so via well-defined matrix qualification
requirement.

SCOPE

The system divides Sadaf employees into two levels:

1. Level One (L1): Frontline Employees and Frontline Leaders who are identified as people who
are having direct impact on the process. L1 are generally all positions below Senior
Managers. In addition, Operations Managers leading the shift teams, and Maintenance
Managers for central and zone shops

2. Level Two (L2): Staff who lead and/or regulate allocate resources to achieve EHSS goals and
policies. L2 are the Executive Management Team and all Senior Managers. In addition,
CA/EDC Production Manager, and technical Managers.

The scope of this system has two axes:

1. People: it involves Sadaf L1& L2 employees as defined above.

2. Competency: it involved the SHE critical competencies that relate to L1 & L2 employees.
These competencies were mapped against L1 & L2 positions.

PROCEDURE:

1. All employees shall be classified into Level One (L1) or Level Two (L2) as per the definition. The
L1 and L2 have been identified based on the risk level. L1 and L2 shall be sub-divided into job
groups.

EHSS Competency Matrix:

2. The EHSS Competency Matrix shall identify and map all applicable SHEM competencies to L1 and
L2. The Skill Level for of each mapped job shall be in place to ensure all SHE related jobs are
done safely and in line with the SHEM requirements.

3. The EHSS competency were carefully chosen to match the L1 position SHE requirements, some
of which may not involve the whole element or sub-element as only the part that is SHE critical
was chosen.

4. For L2, SHEM elements shall be classified into three competencies:

5. Three proficiency levels: Aware, Knowledge and Skill for which a behavioral definition of each

6. The EHSS matrix shall be a controlled document, SHEM 04.00 Element Administrator shall be the
holder of this document.

7. Each EA shall identify the training needs per each level of skill specified in EHSS competency
level related to his element.

Assessments:

8. The assessment method shall be defined for ensuring employees are competent shall be

Training:

12. EA shall prepare all materials required and the assessment materials along with the type of

matrix.

13. Each EA shall ensure that the EHSS Competency and definitions covers all the required topics
needed. For example: roles and responsibilities related to SHEM, incident classification and

reporting, MSDS, emergency response, etc. The evaluation of applicable training shall cover all
SHEM elements and sub-elements.

14. Training shall be conducted to employees within specified period of time decided on a business
need and availability.

15. Training shall follow the assessment; the mechanism of the assessment shall be decided by the
skill level Link .

16. If successful (with line management approval), employee shall be able to work independently.
However, once a gap is found and identified, line management shall review and approve a plan
to close the gap.

Record:

17. Department TS shall ensure all L1 record employees record are kept up to date and refresher are
on time. Automation shall be used to assure the process.

18. Training and Development shall keep the record for all L2 self-assessment along with the
mitigation plan aiming at following up the process of mitigation.

19. Any update of this document shall be the subject of approval by the SHEM-04.00 Element
Administrator EA.

20. Department manager shall ensure the implementation of training procedure in his designated
Area.

21. Refresher shall be done every three years to ensure that the employee is able function safely
and follow up any update in all competencies.
