1.0 PURPOSE:
This system provides guidelines for contractor qualification to ensure that Sadaf’s Contractor employee
has the necessary EHSS, job knowledge and skills (competence) to perform the assigned tasks pertains
his function.
2.0 SCOPE:
This procedure applies to all short and long term contractor employees who work at Sadaf facilities with
exception to contractors providing incidental service such as janitorial work, catering service, laundry,
delivery and supply service that are not required to be present in operating area.
3.0 PROCEDURE:
3.1. Once a purchase order (PO) is awarded, the contractor will start sending contractor
employees.
3.2. The End user department shall manage the logistics for the qualification process.
3.2.1. For long term contractor employees it is the Contract and Service section
3.3.1. End user shall communicate to EHSS department in order to arrange contractor
EHSS orientation and EHSS written test.
3.3.2. After the completion of EHSS Orientation and EHSS written test, EHSS
department shall send the EHSS written test reslut to the End User department.
3.4.1. C&S section shall develop, maintain and communicate a list of subject matter
experts (SME) to all End user Managers (Attachment #4). The list shall be
updated at least biannually.
3.4.2. End User shall arrange the interview and/or trade test for contractor employee by
coordinating with the identified Subject Matter Expert in accordnace with
qualification method (Attachment #4).
3.4.3. A contractor employees, as manpower supply and service contractor, who passed
the interview in SABIC or any SABIC Affiliate can be permitted to work in the
same profession/trade in SADAF without repeating the interview and/or test for
the same trade/ prfession. In such a cases, end user shall proceed with the
contractor authorization after completing the EHSS orientation and test by
completing the Contractor Authorization Card Form without trade interviewand.
3.4.4. SME shall conduct an interview and/or trade test upon recieved request. In order
to qualify the contractor employee during the qualification process, SME shall
ensure all the requirments of Qualification Matrix (Appendix 1 section A&B ) are
met.
3.4.4.2. Trade test shall include a minimum of four key questions covering
key EHSS risks related to the employee trade bature of work.
Contractor emplyee should answer all key questions correctly in
order to pass even if he scored 80%.
3.4.4.4. In case a contractor employee failed in the trade test for the second
time, then he shall not be tested again within next three months.
3.4.5. After the interview process, SME shall sign the Athorization form (Attachment
#1) and Employee Qualification passport’s Interview result page (Appendix 2).
3.4.6. The end user manager shall verify all relevant datas mentioned in the Contractor
Authorization Card Approval Form such as but not limited to
3.4.7. If confirmed, end user manager can sign contractor Authorization approval form
(Attachment 1). The end user department shall send the following documents to
C&S section once the contractor employee passed his applicable Qualification
process (EHSS test, Trade test/Interview/Practical test)
3.4.8. There are two types of Authorization cards shall be use by contractor employee
during excution of work, however, Contractor employee shall hold only one
Authorization card at a time.
3.5.1. After verifying that all the requirements are met, C&S Section shall print and sign
the “Initial Contractor Authorization Card” which is issued at the time of entery of
new contractor employee who suceeded his all relevant qualification
requirements.
3.5.2. C&S shall reflect the Trade in which the contractor employee is going to perform
the work during the job excution in the field.
3.5.3. C&S Manager or his delegate (Senior Analyst) shall stamp the contractor
employee passport and sign the Initial Authorization card.
3.5.4. After the completion of Authorization card & passport stamping process, C&S
section shall sign the contractor employee ID application form and keep the
original approved authorization form.
3.6.1. After the succesful completion of SHEM EHSS Training, EHSS Department shall
issue and sign “EHSS Work Authorization Card” for all long term contractors.
3.6.2. C&S section shall communicate to EHSS department to develop a training plan
and also conduct EHSS Training to long term contractor employees as per SHEM
Training matrix (Appendix 1 section C)
3.6.3. Contractor EHSS Training plan shall be communicate by EHSS dpeartment to all
End User managers and C&S section manager.
3.6.4. End user managers shall ensure, all long term contractor employee attend their
EHSS SHEM training as per EHSS department’s shared plan.
3.6.5. All Long term contractor is responsible to attend and comply to the EHSS SHEM
training plan to thier employees.
3.6.6. End user shall validate the contractor employees Training & qualification system
and documentation to ensure they are competent to carry out the assigned work
based on Contractor Qualification & Training Matrix (Appendix 1).
3.6.7. EHSS Department trainer shall sign and stamp the contractor employee
Qualification passport after the successfull completion of contractor employee’s
identified training as per contractor Training matrix (Appendix 1 section C).
3.6.8. In the mean time, EHSS Department issue the EHSS Work Authorization card
(Attachment 3) by replacing contract employee’s initial work authorization card
(Attachment 2). EHSS Work Authorization card shall be signed and approved by
End User & EHSS department.
3.6.9. The validity of EHSS orientation & EHSS Work Authorization card is only one
year.
3.7.1. C&S shall ensure SHEM training is conducted for all long term contractor
employees.
3.7.2. The contractor management shall be responsible to track the vaidity of EHSS
SHEM matrix.
3.7.3. EHSS department shall ensure timely EHSS Orientation Refreshment training is
provided for all identified contract employees.
3.7.4. The long term contractor employee shall be complete of their identified EHSS
training whithin the specified period mentioned in EHSS Training Matrix
(Appendix 1 Section C)
3.8.2. Contractor shall ensure the short and long term contractor employee shall meet
prior qualification & training requirments, key area of experiences and applicable
third party certification as per Appendix 01 Section A&B.
3.8.3. Contractor shall ensure that all employess carries his qualification passport at all
times while working inside SADAF facilities.
3.8.5. EHSS test & Trade Test results shall be treated as record as per SHEM-04 section
10.
3.8.6. Trade test questionnaire shall be maintained by C&S section and updated by the
SME every five (5) years. Trade test questionnaire shall be maintained by C&S
section and updated by the EHSS every five (5) years.
3.8.7. Contractor & End user manager is responsible to start renewal of the contractor
employee ID process one month ahead of the ID expiration date.
3.9.1. C&S shall conduct monthly call-file checking all Contractor Qualiffication Data
Base and list down all long term contractor employees whom their qualification
will experie within the coming thirty days.
3.9.2. Contracts & Services section shall conduct semi-annual audit to ensure the
compliance of this system implementation for all long & short term contractors.
3.9.3. C&S shall report monthly the status of contractor qualification and refresher for
long term contractors.
