ANC REDISTRICTING REGULATIONS

ANC Redistricting Procedures govern the process of adjusting the boundaries of Advisory
Neighborhood Commission ("ANC") areas to meet the statutory requirements of the D.C.
Code, based on the 2010 Census
A.Each single-member district (SMD) shall have a population of approximately 2,000 people, and shall be
as nearly equal as possible. Statute allows for an overall deviation range of up to 10% from the smallest to
the largest single member district.
B.Boundaries
i. An ANC area may be located within two election wards if the location results from the
limitations of census geography or if the location promotes a rational public policy, including
but not limited to, respect for the natural geography of the District of Columbia, neighborhood
cohesiveness, or the development of compact and contiguous areas.
ii. The boundaries shall conform to the greatest extent possible with the 2010 census block
boundaries established by the Bureau of the Census.

If a census block must be split due to an unreasonably large population deviation,


technical support must be sought from the Office of Planning.

The Office of Planning will develop split block census population estimates based on
D.C. housing unit data. Official Office of Planning data thus provided will be
considered official 2010 census data for any block splitting purposes of ANC and SMD
redistricting.
C.Statute allows for a relative deviation of plus or minus five percent (100 persons) from the ideal single
member district population. Based on these provisions, the single member district boundaries should be:
i. Ideal SMD size: 2,000
ii. Allowable 5% deviation: 100

Maximum SMD size: 2,100 (Ideal + 5%)

Minimum SMD size: 1,900 (Ideal - 5%)

Timetable for ANC Redistricting


1. August 1, 2011 progress report to Subcommittee on Redistricting from each task force due.
2. September 1, 2011 progress report to Subcommittee on Redistricting from each task force due.
3. Within 90 days after the Ward Redistricting Amendment Act of 2011 is signed by the Mayor each ward task force submits
report to the Council. DC Council is on recess until mid September 2011. Anticipate ANC reports due late October or early
November.

1. Keep in mind Eden Place will add population to the SMD in next 10 years
D. Several SMDs in 7E need to gain significant population
