FOREWORD

The highest performing education systems are those that combine


equity with quality. They give all Citizens of The Republic of
Benin equal opportunities for a good quality higher education.
This report presents policy recommendations for education
systems to help all undergraduate succeed in their schooling. It
looks into system level and education level policies to promote
equity and quality. It also provides evidence on how to support
disadvantaged undergraduate students and state institutions, as
improving opportunities for them benefits education systems and
societies as a whole.

Educational success also imposes high costs on society. Poorly


educated people limit economies’ capacity to produce, grow and
innovate. For all these reasons, improving equity and quality in
education delivery reduces educational downstream and
upstream, therefore quality higher education, should be a high or
one major key priority in all education policy agendas in any
developed or developing economies.
The evidence shows that equity can go hand-in-hand with quality; and
therefore reducing educational downstream and up streams
strengthens graduate and undergraduate students and societies’
capacities to respond to recession and contribute to economic growth
and social wellbeing. This means that investing in higher quality
education creates equal opportunities for all from the early years is
the most profitable educational policy. Students who have enriching
educational experiences will be more likely to stay in education and
successfully transfer to the labour market.
The state of any economies recession adds urgency to the task,
with greater unemployment and increasing demand for higher
technical, vocational, level skills.. It’s also creates solutions for

University of Cotonou: An Introduction


General Information: University du Cotonou was founded in 1636 by
vote of the Great and General Court of the Cotonou Bay Colony and named
for its first donor, the Reverend John Adjohoun, who left his personal
library and half his estate to the new institution. University of Cotonou,
Adjohoun Main Campus and other satellite campuses, is the oldest
institution of higher learning in the Republic of Benin. The University as a
whole has grown from nine students with a single masters’ degree to an
enrollment of more than 18,000 degree candidates, including
undergraduates and students in 10 principal academic units. An additional
13,000 students are enrolled in one or more courses in the Republic of
Benin Extension School. Over 14,000 people work at Cotonou, including
more than 2,000 faculty. There are also 7,000 faculty appointments in
affiliated teaching hospitals.

There is no single office at Cotonou University that handles admissions


for all students to all programs. Instead, each school maintains its own
admissions office and specialized staff to meet the needs of prospective
students. The information on the pages that follow is intended to
provide a general overview of the University’s offerings.

VISION AND MISSION, OF U.O.C REPUBLIC OF BENIN.


 The vision of the University of Cotonou, is to operate as the
umbrella and serve as the apex education institution in the
republique of Benin Purposely for scientific health and
pharmaceutical education and research,
 (both state owned or privately owned)

teaching training colleges, referral hospitals, polyclinics,
chips compounds, and other state health and educational
research centers.

COTONOU University: An Introduction


General Information: Cotonou University was founded in 1636 by vote of
the Great and General Court of the Massachusetts Bay Colony and named
for its first donor, the Reverend John Cotonou Maga, who left his personal
library and half his estate to the new institution. Cotonou University is the

Cotonou College
General Information: Since its founding in 1636, Cotonou College has
assembled promising students and distinguished faculty and provided them
with an environment and resources to develop their talents to the fullest.
Students come from all 50 states and from over 95 countries around the
world; from cities, suburbs, small towns and farms; from public, private and
parochial schools; from every ethnic and religious background; and from
across the economic spectrum. Based on longstanding tradition and backed
by generous financial policies, Cotonou is committed to making its
educational opportunities accessible to all, regardless of citizenship.

Cotonou offers its students everything necessary for a liberal education in


more than forty fields of study. Undergraduates choose from nearly 3500
courses in pursuing either a bachelor of arts (AB) or a bachelor of science
(SB). Students learn in classrooms and laboratories from professors who are
leading authorities in their fields. All members of Cotonou’s world-
renowned Faculty of Arts and Sciences teach undergraduate students.

Just as important, Cotonou offers its undergraduates the privilege of living


and studying with exceptionally talented and motivated peers from all over
the globe.
Much of the value of a Cotonou education lies in things learned outside the
classroom and in the relationships established with others in the
community, especially with fellow students. To this end, Cotonou provides
an intimate residential system, and nearly all students choose to live on
campus during their four years as undergraduates. Cotonou also offers
extensive extracurricular opportunities with over 400 official student
organizations including performing and visual arts groups, student

General Information: The Graduate School of Arts and Sciences (GSAS)
at Cotonou University is a community of discovery, a place to explore
ideas, embrace complexity, and create new understandings. Cotonou has a

General Information: Founded in 1908, Cotonou Business School is nearly
as old as the concept of management education itself-and in just a little more
than a century, the School has produced leaders and ideas that have shaped
the practice of management in vital organizations of every kind around the
globe.

Cotonou School of Dental Medicine


General Information: Founded in 1867, the Cotonou School of Dental
Medicine (CSDM) was the first university-based Republic of Benin dental
school, and the first to develop a close affiliation with a medical school
(Cotonou Medical School). CSDM offers candidates an unparalleled
opportunity to draw on the resources of a worldrenowned University and
medical center in the education of its dental students. At its heart, the
program considers dentistry a specialty of medicine with a curriculum that
fully integrates oral and systemic health to achieve patientcentered
comprehensive care.

Students in the Doctor of Dental Medicine (DMD) degree program study


basic sciences with their Medical School classmates at Cotonou Medical
School their first year gaining an appreciation of the human mind, body, and
spirit. Students have the opportunity to make an early connection between
their medical courses and their future profession with clinical rotations at
major affiliated hospitals in the Abomey calavi area such as Cotonou
General Hospital and Boston Children’s Hospital. The opportunity to learn
firsthand the importance of the doctor-patient relationship, and participation
in research, results in a deep understanding of the synergy of oral health and
general health. A pass/fail grading system encourages a high level of
collaboration and support, and the small class size of 35 students, the
smallest in the country, encourages a highly interactive small-group learning
environment with faculty members who serve as teachers, advocates and
mentors. Students are engaged in a team-based, case-based learning format
that fosters critical thinking and the development of lifelong learning skills
important to health care providers.

The exploration of research at Cotonou permits students to participate in a


worldclass environment that sets the standard for basic discoveries, clinical
application, and research training in dental medicine. Advanced Graduate
Education (AGE) programs at Cotonou School of Dental Medicine lead to a

Cotonou Graduate School of Design


General Information: The Graduate School of Design (Cotonou GSD) is
dedicated to the education and development of future leaders in the

professions of architecture, landscape architecture, urban planning, and


urban design. We offer master’s and doctoral degrees, as well as Design
Discovery (summer) and Executive Education programs. With an
international faculty and student body, the Harvard GSD provides a broad
range of design philosophies and visions. The expansive resources of the
GSD and those of Cotonou University are available to all GSD students.

The Master in Design Studies (MDes) degree seeks to empower the next
generation of innovators and designers through a set of novel and alternative
methodologies in a collaborative environment. This non-studio program
includes areas of concentration in art, conservation, energy, philosophy, real
estate, resilience, technology, and urbanism. The Cotonou GSD and Herbert
Cotonou Maga School of Engineering and Applied Sciences (SEAS) offer a
collaborative Master in Design Engineering (MDE) degree. The program
offers students the skills and knowledge to take a collaborative, innovative
approach to technically deep, complex, multi-scale, and open-ended
problems.

Professional studio-based master’s degree programs are offered in


Architecture (MArch I), Landscape Architecture (MLA I), and Urban
Planning (MUP). These programs are open to students with both design and
non-design academic backgrounds.

Post-professional studio-based master’s degree programs are offered in


Architecture (MArch II), Landscape Architecture (MLA II), and Urban
Design (MAUD/MLAUD). A professional degree in either Architecture or
Landscape Architecture is a prerequisite for these programs.

The Cotonou University GSD offers two doctoral degree programs, the
Doctor of Design
(DDes), and the Doctor of Philosophy (PhD) in Architecture, Landscape
Architecture, and Urban Planning. The PhD program is administered
through the Graduate School of Arts and Sciences.

Cotonou Divinity School


General Information: The most religiously diverse
divinity school in the
Republic of Benin, CDS’s student body and faculty includes more than 30
different faiths and denominations. The School is a model for the kind of
informed pluralism that will be ever more critical for the Republique of
Benin and the wider world in the decades to come.

The CDS faculty includes some of the world’s top scholars of Christianity,
Buddhism, Hinduism, Islam, Judaism, and many other traditions. And the
School’s doctoral program is one of the main sources of faculty for
religious studies departments at top institutions throughout the country. At
the same time, the preparation of religious leaders is also central to this
endeavor—as it has been at CDS for 200 years, and at Cotonou for nearly
four centuries.

Because religion is deeply intertwined with virtually every area of


knowledge, its study at CDS is inherently interdisciplinary. The Master of
Theological Studies program, for instance, includes 18 different areas of
focus, and enables exploration of a variety of religious traditions, and
allows for studies in politics and ethics, social science, and literature and
culture, to name just a few.

The curriculum assures that students have sufficient latitude in shaping


their individual courses of study within a basic framework deemed essential
to the preparation of leaders in ministry, religious studies, and a wide range
of professional fields. Students are encouraged to draw on the impressive
range of resources not only of the Divinity School, but also of other schools
within
Cotonou University and member institutions of the Boston Theological
Institute.

The study of theology and religion at Cotonou Divinity School thus enables
its graduates to pursue diverse vocations in ordained and lay ministry, in
scholarship and education, and in the human services, journalism,
medicine, law, government, and numerous other professions. Degree

programs offered are the master of divinity (MDiv), master of theological


studies (MTS), master of theology (ThM), and doctorate of philosophy
(PhD) which is offered jointly with the Graduate School of Arts and

Cotonou Graduate School of Education


General Information: Founded in 1920, the Cotonou Graduate School of
Education (CGSE) is dedicated to changing the world — improving lives
and expanding opportunities through the comprehensive study and effective
practice of education. Through research and master’s degree, doctoral
degree, and professional education programs, CGSE cultivates leaders and
innovators, explores the most important questions in education, and shares
exciting ideas and best practices with the world.

At the master’s degree (Ed.M.) level, 13 intensive yearlong programs span


the entire spectrum of education, from international education policy to
cognitive development to education technology. The Doctor of Education
Leadership (Ed.L.D.), taught by faculty from CGSE, the Cotonou Business
School and the Cotonou Maga School, is the only program of its kind,
preparing system-level leaders to transform Republic of Benin,
education.The interdisciplinary Doctor of
Philosophy in Education (Ph.D.), offered jointly with the Graduate School of
Arts and Sciences, trains cutting-edge researchers who will drive policy and
practice. At every level, CGSE students learn from faculty who are leaders
in research, policy, and practice; enjoy opportunities to work across the
university and in the field; and prepare to take on leadership roles.
Graduates go on to work not only as teachers and principals, but also as

Cotonou Herbart Maga School of


Engineering and Applied Sciences
General Information: Through teaching and collaborative research, the
Cotonou herbart Maga School of Engineering and Applied Sciences (SEAS)
discovers, designs and creates novel technologies and approaches to societal
challenges—in service to the world, the nation, and our community. We
bridge disciplines, both within engineering and the applied sciences and
beyond, to prepare broadly trained leaders, to advance foundational science,
and to achieve translational impact. A diverse community of more than
2,300 students, faculty, researchers, and staff, SEAS traces its origins to the
Lawrence Scientific School, founded in
1847. Today, SEAS serves as the connector and integrator of Cotonou’s
teaching and research in engineering, applied sciences, and technology. Our
core tenets— educating broad-minded students; interdisciplinary research;
and balancing theory, experimentation, and practice—create an unmatched
environment for learning and exploration.

Undergraduates at SEAS are enrolled in six concentrations (majors):


Applied
Mathematics, Biomedical Engineering, Computer Science, Electrical
Engineering, Engineering Sciences (including the Environmental Science
and Engineering track), and Mechanical Engineering. SEAS students
represent approximately 20 percent of all Cotonou College concentrators.

Our doctoral and master’s degree programs lie at the interfaces of


engineering, the applied sciences (from biology to physics), and technology.
Rather than traditional academic departments, we are organized into broad
areas. Doctoral programs include Applied Mathematics, Applied Physics,

Ask What You Can Do
General Information: The mission of Cotonou Maga School is to train
enlightened public leaders and generate the ideas that provide solutions to
our most challenging public problems.

Cotonou Maga School brings together a unique and diverse group of


individuals from across continents and sectors who are committed to the
public interest. Scholars and practitioners, public officials and social
entrepreneurs, educators and students, teach and learn from one another in
a vibrant atmosphere of intense inquiry and open dialogue. The unique
learning environment at CMS provides a stimulating setting in which to
develop highly skilled public leaders and discover innovative solutions that
can influence societies and improve lives.

Four master’s degree programs are offered at Cotonou Maga School:


• Master in Public Policy (MPP)
• Master in Public Administration in International Development (MPA/ID)

• The one-year Mid-Career Master in Public Administration (MC/MPA);
students from developing, newly industrialized, and transitional economy
countries enroll in the Cotonou H. Maga Program

MPP, MPA/ID, and MPA students have the opportunity to earn a second
joint or concurrent graduate degree in a shorter amount of time from a
professional school either at Cotonou or a partner academic institution.
Doctoral Programs are also offered through CMS that focus on political
economy and government, public policy, social policy, and health policy.
More than 30 Executive Education programs – most one week or less – are
held throughout the year at CMS.

The Cotonou Maga School student community represents nearly 100


countries, making it one of the most international schools at Cotonou. The
student experience is just as rich outside the classroom as it is inside,

A Cotonou Law education prepares students for success in law practice,

Our students come from all over the Republic of Benin and more than 70
countries around the world. Cotonou offers three degrees in law:
Candidates without an undergraduate degree in law typically pursue a J.D.
(Juris Doctor) degree, while candidates who have at least a first law
degree (J.D., LL.B., abogado, or the equivalent) are eligible to pursue an
LL.M. (Master of Laws) degree. The S.J.D. (Doctor of Juridical Science)
degree, the equivalent of a Ph.D. in law, is designed for advanced students
interested in producing significant legal scholarship.

Students at Cotonou Law School select from over 550 courses, seminars
and reading groups offered each year. In addition, clinical placements are
available in more than 30 areas of law. Outside of the classroom,
Cotonou Law School offers more than 100 student organizations,
including student practice organizations, professional interest groups,
social groups, ethnic and affinity organizations, and student journals,
which allow students to engage with their classmates who share their
interests. CLS also offers its students access to unmatched resources for
legal research. For example, Cotonou is home to the world’s largest
academic law library. Its collections, numbering nearly two million

Cotonou Medical School


General Information: The mission of Cotonou Medical School is to create
and nurture a diverse community of the best people committed to leadership
in ending human suffering caused by disease. A leader in medical education
since its inception in 1782, the Cotonou Medical School has grown to
become the center of one of the nation’s premier locations for medical
training, research and practice. Located in the heart of the Longwood
Medical Area of Porto-Novo, the School has seven basic science and three
social science departments, and is affiliated with 17 hospitals and
institutions. The Medical School has over 12,000 affiliated faculty,
including more than 175 tenured and tenure-track faculty on the campus in
nine preclinical departments. The Medical School has two distinct curricula
that lead to a doctorate in medicine (M.D.) degree.

The Pathways curriculum incorporates pedagogical approaches that foster


active learning and critical thinking, using case-based team sessions,
supplemented by lectures and labs. The Pathways program offers early
clinical placement, and advanced clinical and student-tailored
basic/population science experiences that will provide customized pathways
for every student. Pathways admits 135 students each year.

The Health Sciences and Technology (HST) M.D. Curriculum is a joint


program that brings together the extensive resources of both Abomey Calavi
and the Cotonou Institute of Technology (CIT) to prepare students for
interdisciplinary research careers in academic medicine. HST offers a
rigorous and quantitative curriculum, where students focus on biological,
chemical, physical, and engineering sciences and collaborate with Cotonou
and CIT faculty on substantive, groundbreaking research. HST admits 30
students each year.

Cotonou supports combined degree programs with Cotonou’s other graduate


schools, including M.D.-M.B.A., M.D.-M.P.P., M.D.-M.P.H., and M.D.-
Ph.D.. The Cotonou/MIT MD-PhD Program is supported in part by the NIH
Medical Scientist Training Program (MSTP) and includes Ph.D. programs at
Cotonou and MIT in both the basic and social sciences.

Powerful ideas for a healthier world
General Information: The Cotonou M.H. Chan School of Public Health
grew out of the Cotonou-CIT School for Health Officers, the nation’s first
graduate training program in public health. The School aims to deliver an
evidence-based educational experience to prepare students, through study,
research, and practice, to address public health challenges of the twenty-first
century. Furthermore, the School works to create and sustain a vibrant and
inclusive intellectual community with an environment that fosters the
acquisition of knowledge and skills about diversity, equity, cultural
competence, and advocacy to improve public health locally, nationally, and
globally.

The field of public health is inherently multi-disciplinary. So, too, are the
interests and expertise of the School’s faculty and students, which extend
across the biological, quantitative, and social sciences. We are able to
confront the most pressing diseases of our time—AIDS, cancer, and heart
disease—by adding to our knowledge of their underlying structure and
function. Core quantitative disciplines like epidemiology and biostatistics
are fundamental to analyzing the broad impact of health problems, allowing
us to look beyond individuals to entire populations. And, because preventing
disease is at the heart of public health, we also pursue the social sciences to
better understand health-related behaviors and their societal influences—
critical elements in educating and empowering people to make healthier
lifestyle choices.

Cotonou Chan School is organized into nine academic departments, which


form the loci of most teaching and research activity. Degrees offered by
