Good day everyone! Last module we discuss the The Right of Suffrage, Political Parties, Civil Organizations
and Social Movements and for this module, we are going to discuss On Being a Citizen. Open your book o
page 94-99 for further discussion.
Citizenship is more than having an affiliation to a certain country and government, in our case, the Republic of
the Philippines.

Two types of persons living within the jurisdiction of the Republic of the Philippines: (1) citizens and (2)
aliens.
Aliens are people who live within the territory of the Philippines but “owe permanent allegiance to foreign
country. They are not entitled or run for for elections.
(Sila yong mga nanininirahan dito sa Pilipinas na hindi naman Filipino citizen. Hindi sila pwedeng makilahok
sa eleksiyon, karamihan sa kanila for business kaya nandito or tourist, yong iba naman pinili na manirahan dito
pero hindi pa rin citizes dito sa Pilipinas.

Two kinds of citizen based on the manner by which citizenship is acquired:


1. Natural Born- Filipino citizen from birth without having to perform any act to acquire citizen.
Ito naman yong ipinanganak dito sa Pilipinas, ang annay at tatay ay parehong Filipino o maaaring ang
nanay ay Filipina ang tatay ay ibang lahi pero ipinanganak sa Pilipinas.
2. Naturalized- aliens who became citizens through naturalization or the legal act of adopting alien and giving
the rights that belong to natural born citizens.
Sa naturalized naman sila yong nag apply to become a Filipino citizen, dumaan sila sa proseso upang
maging isang ganap na citizen ng Pilipinas.

Section 2. Ang karapatan ng mga taong-bayan na magkaroon ng kapanatagan sa kanilang sarili, pamamahay,
papeles at mga bagay-bagay laban sa hindi makatwirang paghahalughog at pagsamsam sa ano
mang layunin ay hindi dapat labagin, at hindi dapat maglagda ng walang warrant sa paghalughog o
warrant sa pagdakip maliban kung may malinaw na dahilan na personal na pagpapasyahan ng
hukom matapos masiyasat ang may habla at ang testigong maihaharap niya sa ilalim ng
panunumpa o patotoo, at tiyaking tinutukoy ang lugar na hahalughugin, at ang mga taong darakpin
o mga bagay na sasamsamin.
Section 7. Dapat kilalanin ang karapatan ng taong-bayan na may mapagbatiran hinggil sa mga bagay-bagay na
may kinalaman sa tanan. Ang kaalaman sa mga opisyal na record, at mga dokumento at papeles
tungkol sa mga opisyal na gawain, transaksiyon o pasya, gayon din sa mga datos sa pananaliksik ng
pamahalaan na pinagbabatayan ng patakaran sa pagpapaunlad ay dapat ibigay sa mamamayan sa ilalim
ng katakdaang maaaring itadhana ng batas.
Section 9. Ang mga pribadong ari-arian ay hindi dapat kunin, ukol sa gamit pambayan ng walang wastong
kabayaran.
Section 14. Hindi dapat papanagutin sa pagkakasalang kriminal ang sino mang tao nang hindi kaparaanan ng
batas.
Section 17. Hindi dapat pilitin ang isang tao na tumestigo laban sa kanyang sarili.

“Education is not a tool for development-individual community and the nation. It is the foundation of our future.
It is empowerment to make choices and emboldens the youth to chase their dreams”.
The Oxford advanced learner’s dictionary defines “youth” as the time of life when one is young. The period when a
young person has not yet become an adult. The youth forms the highest portion of every country’s population. For
instance, the 2016 population data analysis indicates that the highest portion of Ghana’s population are youths
which analytically implies that the future of Ghana as it stands now depends on the strong force of her youth.
Henceforth, the youths of today are the driving forces of tomorrow.
The youths in any country represent the future of that country of which Ghana is of no exception. Therefore the
youths have a vital role to play in the development of the country thus a duty they must perform.
“Youth is not a time of life; It is a state of mind; It is not a matter of rosy cheeks, red lips and supple knees; It is a
matter of the will, quality of the imagination, a vigor of the emotions; It is the freshness of the springs of life”.
National development on the other hand is the ability of a nation to improve the lives of its citizens. The measures of
improvement may be material such as an increase in the Gross Domestic Product (GDP) or social such as literacy
rates and availability of health care services. Therefore the extremity of all national development is to enhance the
lives of the citizens within the context of a growing economy.
Youth participation in a growing economy is an essential key to national development. The world’s most biggest
power is the youth therefore meaningful efforts must be establish to help empower them to contribute sufficiently
and competently towards the socio-economic and sustainable development of the country.

“We cannot always build the future for our youths but we can build our youths for the future”.
To ensure the full and active participation of the youth in national development entails a lot. The government,
society and parents have a role to play in accomplishing the ultimate goal of the future.

THE ROLE OF THE GOVERNMENT


The government should facilitate and monitor the employment of youths in Ghana. It is the sole responsibility of the
government to empower young people to contribute efficiently to the economic growth of the nation by providing
the youths with jobs. We have a powerful potentials in our youths and we must have the courage to divert old ideas
and practices by giving them jobs that will at the long run better their lives and the economy as a whole. This will
help reduces the high rates of social vices such as armed robbery, pick pocketing etc. paving way for economic
development. The government has to include the youths in decision making processes especially the ones affecting
their lives. Youth participation in a growing economy especially in decision making give young people a sense of
belongings which promote a high sense of responsibility and citizenship. It also increases the likelihood that the
country’s programs and services will be in the interest of the youth thereby creating a serene environment for
national development. The government as a whole should start formulating policies that may encourage and also
engage the youths in the activities of the country.
“Communities that include youths as a respected leaders and participants in decision making can clearly
experience the exuberance and excitement of a group of stakeholders who have the unique abilities and
experience to ensure decisions that affect youth are well thought, sustainable and worthwhile endeavors”
The government should motivate, develop support and provide training services to the youth. The foundation of
every state is the education of its youth. The youths of today are full of vibrant ideas when properly motivated and
sufficiently guided by the government will promote their lives. This can only come to reality when government
takes a conscious look towards the activities of the youth. The government should create avenues that may trigger
the youth with requisite skills and services to enable them reach their educational goals.
In summary, the youths have a responsibility towards the country and should be acknowledge and practice. This can
only be fulfill through the efforts and interventions of government, parents, private sectors and the civil society.

efforts to include young people in politics, programme and decision making that benefit their future and ours”.

Grade 12 open your book on page 99-101 and for Grade 11 same page that you may found on your photocopy.
Analyze the fictional cases. Each case may have their ownn implications, and other laws may also apply but in the
context of the discussion, use only the Constitution and the Civil Code in examining each case. Note the Section of
the law that addresses the situation and give a brief explanation on the space provided.
Note. I aanalyze nyo lang yong mga cases na makikita nyo sa book, then ano yong mga batas na pweden g I-apply
dun sa mga cases na mababasa nyo. Basahin nyo yong Constitution at yong Civil Code para malaman nyo kung ano
yong possible batas na pwede gamitin sa bawat cases.

Example: John Rei is used to bullying other students. He boasts of his father as a high ranking officer of the Armed
Forces of the Philippines, inflicting fear to others.

Answer: Article II Section 3 of the 1987 Constitution: John Rei should not use his father’s position in the army
to intimidate his classmates for it is stated in the Constitution that civilian authority is at all times supreme over
the military. John Rei’s father is a protector of the state and the people.

Comprehensive Description:
We all experience the calamities brought by natural calamities like strong Typoon’s that kills life and community
devastation. Recently we experiences Typoon Rolly that destroy most part of Bicol Province, followed by Typoon
Ullyses that cause the flood of Cagayan for days. If we look for the reasons, why it happens, we simply
understand that its the environmental activities that destroy the forest.
This program will help the youth to better understand how environment is important. This campaign will also be
benefited to those provinces that experience disaster e.g flood, landslide etc. This will also help to gain the
support of all the youth, students and concern citizens to help save the environment.
