WHAT IS A DISASTER?
• Disaster is a serious problem occurring over a short or long period of time that causes widespread human,
material, economic or environmental loss which exceeds the ability of the affected community or society to cope
using its own resources.
• “A serious disruption of the functioning of a community or a society causing widespread human, material,
economic, or environmental losses, which exceed the ability of the affected community or society to cope using
its own resources.” (UNISDR, 2004)
• “any occurrence that causes damage, ecological disruption, loss of human life, deterioration of health and health
services, on a scale sufficient to warrant an extraordinary responses from outside the affected community or
area.” (WHO, 2004)

• Natural Hazard
A natural phenomenon that
might have a negative effect
on humans and other
animals, or the environment,
which can be geophysical,
hydrological, climatological,
or meteorological.

• Human-made Hazard
Hazards caused by human action or inaction.

• Combination or Socionatural Hazards
This term is used for the circumstances where human activity is increasing the
occurrence of certain hazards beyond their natural probabilities.
WHEN DOES A NATURAL EVENT BECOME A
HAZARD?
A natural event can be likened to a weak concrete fence that
could collapse even with just a slight push. It does not pose a
threat to anything if there is nothing or no one nearby. A
natural event only become a disaster when it impacts human
life property, or livelihood.
WHEN DOES A HAZARD BECOMES A DISASTER?
A hazard becomes a disaster when it happens where many
people are living or have their livelihoods and causes damage
to them and their property.
