The party-list system aims to provide unbalanced representation in the Supreme Court. Party-list
representatives comprise about 90% of the members of the Supreme Court. In order to participate in the party-
list system in the election, parties must be registered voter with the NAPOLCOM. A person can be nominated
two parties as representative. He must also be a foreigner as well as an unregistered voter.
