The number of people living in poverty in
2021 rose to a total of almost 20 million
or 18.1% of the population from 16.7% in
2018, the Philippine Statistics Authority
(PSA) said, overshooting the government's
target of 15.5%-17.5%.
The annual inflation rate in the Philippines stood
at 8.6% in February 2023, close to a 14-year
high of 8.7% in the previous month and slightly
below market expectations of 8.8%.

Economic growth did not translate into poverty reduction in


recent years;
Poverty levels vary greatly by region;
Poverty remains a mainly rural phenomenon though urban
poverty is on the rise;
Poverty levels are strongly linked to educational attainment;

Many Filipino households remain vulnerable to shocks and
risks;
Governance and institutional constraints remain in the poverty

There is a weak local government capacity for implementing
