NATIONAL HIGH SCHOOL TOWARDS ACHIEVEMENT OF DROP OUT REDUCTION
PROGRAM (DORP)

ABSTRACT

The study aimed to enhanced the guidance counseling program of the school to reduce the repeatedly
cases of misbehavior and to give support to the students who commit the misbehavior. Descriptive
research method was used. The records of the logbook of the guidance office determine the number of
students who repeatedly commit misbehavior, action given to the misbehavior and the number of cases
recorded in the guidance office. The rate of misbehavior in the past three years is increasing. The highest
rank of misbehavior record is quarrelling, cutting classes and bullying. The action taken by the guidance
were verbal warning and calling the attention of the parents. Among the cases, 10.5 % of total
population was repeatedly recorded misbehavior. This led the researchers to enhanced the guidance
and counseling program of the school. The study is limited to the students who committed misbehavior
in the past three years. The study proposed an enhanced guidance and counseling that aimed to lessen
the number of cases of repeatedly misbehavior. The result of the study is valuable to the school
improvement plan and to continue the improvement of the process.

INTRODUCTION

The Department of Education missioned to protect and promote the right of every Filipino to quality,
equitable, culture-based, and complete basic education. Every teacher is expected to nurture every
learner. Both of them, play an important role to the lives of the reason why Department of Education is
existing, the learners. But, nowadays, in the period where every learner is bombarded with different
pressures, depression, problems and alike, they need a support where the school is the most expected
to give. Learners tend to give up with their studies due to different problems that they are
experiencing. Thus, dropout rates and the number of out of school youth is increasingly
happening.
Article XIV of the 1987 Philippine Constitution - protect and promote the right of every citizen to
quality education at all levels and shall take appropriate steps to make such education
accessible to all; establish, maintain and support a complete, adequate and integrated system
of education relevant to the needs of the people and society; and encourage non-formal,
informal, and indigenous systems, as well as self- learning, independent, and out-of-school
study programs particularly those that respond to community needs .

This school year 2019-2020, Balas Buco Sta. Maria National High School pursued the first trial
offering of shifting of classes - with morning and afternoon class. It is due to 1 additional class
from grade 7 to 10 with a total of 4 classes in all grade level. This is due to an increasing
number of enrolment and lack of building. It spearheads the students to experience different
factors that makes them the desire to stop.
Despite of the precedent effort to decrease dropout rates in the past three years, dropouts has
been an alarming problem of our school. Multiple programs were implemented but at the end of
the school year dropout rates were still increased. It opens the eyes of the researchers that
there should be an established program for those kinds of students.
To address these issues, the following are the aims of the study: identify the drop-outs rates
status, identify the common reasons of their drop out and establish a procedure to
institutionalize the Drop Out Reduction Program (DORP) through School Initiated Intervention
(SII). The school needs a strong and establish program to address this problem. The result of
the study is significant to help address the needs of students who drop-out by facilitating
different approaches and working closely with the program provided by the Department of
Education and other external partners.

RESEARCH DESIGN

This study utilized the descriptive research design following quantitative research
approach. Under this design, the researchers will get data from the performance indicator of the
school, administering one on one interview.

This study used statistical tool such as frequency, percentage and ranking to illustrate
and describe the data. The researchers will get data from the performance indicator of the
school, conducted one on one interview and analyze the result.

Permit to conduct the study was sent to the office of the principal. Parent’s consent of
the respondents secured and respondents identity will be kept confidential. The study will
include three steps to analyze the data to attain the aim of the study

Based from the table and graph above and gleaned from the data gathered from the
performance indicator, the dropout rate was increasing from .83% in SY 2016-2017, 1.52 % in
SY 2017-2018 and 1.93% in SY 2018-2019.

According to the result of the one on one interview among the respondents, financial
problem ranked 1 as the common reason of drop out with 24.13%, consistent conflict of parents
ranked 2 with 17.24% and broken family and bullying ranked 3.5 with 10.34%. Both employment
and laziness ranked 5.5 with 6.89% while both transfer of location and sickness ranked 7.5 with
the percentage of 2.9%. The findings revealed that the top 3 common reasons were family
related issues while the least common reasons were related to unavoidable circumstances.

2. School Initiated Intervention


The School Initiated Intervention (SII) was offered to the respondents to attain the goal of
Drop Out Reduction Program. The approaches were one on one interview to identify the
respondent’s profile, health profile, academic profile and learning style. Goal Setting for the
students to set target grade. Parenting 101 seminar were given to the parents. Consistent
monitoring of performance, attendance and notebooks as well as giving of rewards to those
students who remarkably improved through high academic performance.

CONCLUSION and RECOMMENDATION


1. From the given findings, it is concluded that drop out rate despite of the implementation
of multiple programs and interventions in the past is still increasing therefore it is
recommended that the school initiated intervention (SII) must be continue and be open
for possible innovations.

2. The common reasons raised in the study were financial and family related issue
therefore, it is recommended that the approaches in the school initiated intervention
must focused on lifting up the status of the family by communicating them properly and
by offering them literacy program for Proper parenting. Financial problem can be
address by looking for partnership with outside stakeholders who are willing to support
the student.

3. The approaches in the School Initiated Intervention (SII) are still limited in the study
since it is being implemented recently therefore, it is recommended to continue the
program and seek transformation and promotion among the student’s status. The
success of the study can lead to the goal of Drop Out Reduction Program.
PROPOSED ENHANCE GUIDANCE COUNSELING PROGRAM OF BALAS BUCO STA. MARIA NATIONAL HIGH
SCHOOL

INTRODUCTION

Student misbehavior is one of the major problems affecting schools across the nation.
Misbehaviors inside the classroom interfere with the teaching and learning process and affect
the academic performance of the students. School discipline relates to the actions taken by a
teacher or the school organization towards a student or group of students when their behavior
disrupts the ongoing educational activity or breaks a rule created by the teacher or the school
system.
Pursuant to the 1987 Constitution, all educational institutions shall inculcate patriotism and
nationalism, foster love of humanity, respect for human rights, appreciation of the role of
national heroes in the historical development of the country, teach the rights and duties of
citizenship, strengthen ethical and spiritual values, develop moral character and personal
discipline, encourage critical and creative thinking, broaden scientific and technological
knowledge, promote vocational efficiency. (Article XIV, Section 3 (2))
Furthermore, Article 218 of the Family Code provides that the school shall have parental
authority and responsibility over the minor child while under their supervision, instruction or
custody. Likewise, D.O. No.40, s. 2012 known as “Child Protection Policy” Section 3, paragraph
P states that positive and non-violent discipline of children is a way of thinking and holistic,
constructive and pro-active approach to teaching that helps children develop appropriate
thinking and behavior in the short and long term and foster self-discipline. It is based on the
fundamental principle that children are full human beings with basic human rights. Positive
discipline begins with setting the long-term goals or impacts that teachers want to have on their
students’ adult lives, and using everyday situations and challenges as opportunities to teach life
long skills and values to students.

The common cases recorded in the record book in the guidance office were
fighting/quarrelling, bullying and cutting classes and others. This shows the record of
the cases in the past three years. In the past three years, fighting and quarrelling got the
highest frequency for two years. There were total of 42, 54, 56 different cases
recorded, respectively.

The graph above showed the action given to the students who committed misbehavior. The
common approaches were warning, calling the attention of the parents and others.
3. Plan of Action

The study would like to propose a plan of action to enhance the guidance counselling
program of Balas Buco Sta. Maria National High School. The steps or flow of the
process must start from the class adviser, followed by the proposed person in charge
known as grade level guidance adviser while the monitoring and follow-up can be done
by the designated guidance counselor.

CONCLUSION and RECOMMENDATION

1. Since the cases of misbehavior is increasing in the past three years, it is concluded and
recommended that there should be an increase of person in charge to focus on the misbehavior
of the students. Grade Level Guidance Adviser can be created to help the designated guidance
counselor.
2. The approaches used in the past three years can be improved by consistent review of the policy
and by crafting student handbook.
3. The plan of action can be effective if all the students and teachers are well informed of the
proposed enhanced guidance counselling program of the school.
