Dear PAC:

I’m wring you to formally le a Request for Review of the aached FOIA response from the Village of Burr Ridge
because it appears to be incomplete. Also aached is an email where I went back to the village and asked them double
check that their response was complete and they conrmed it was.

However, there appears to be pieces of communicaons in the FOIA but not the full communicaon. Informaon
appears to be withheld. For example,. On page 22 out of 28 in the 2023 03 12 FOIA Response Redacted pdf le, the
Mayor states:

I thought last night's public meeting about TCF went well and especially appreciated the consensus on keeping the
building - I'll therefore introduce you by email to the developer (Matt) who wants to rehab and repurpose the
building w some of my ideas - he was there last night w his broker Jackie Salman. Pls arrange a date when Janine
and you can meet with them on specifics - I'd like to give them the first crack at it since Matt approached me first
about keeping the building and seems to have a plan. I think I have someone about a banquet facility etc. I like
controlling the whole site and having the Board fill in the pieces of the site w what the residents want. / GARY”

Yet the FOIA response contains nothing else about Ma)”, the Mayor’ s ideas” or his broker Jackie Salman”. The
FOIA response has no text messages or emails or phone records between the Mayor Grasso and these people even
though he clearly is communicang with them about the very subject of my FOIA request. The Mayor also says I'll
therefore introduce you by email to the developer Ma)” but there is no email of introducon or any communicaons
records related to this. It seems obvious to me informaon is being withheld and I kindly ask you to review this maer.

commonly known as the " TCF Bank Property" including but not limited to any plans, concepts or
discussions regarding the sale and subsequent redevelopment of the property. Frcm 12tOgt21 to current
search.

Enclosed please find the records responsive to your FOIA request. However, please be advised that certain
information in the records responsive to your FOIA request has been determined to be exempt from disclosure
under FOIA. Accordingly, such information has been redacted from the records provided.

Section 7( 1)( b) of FOIA provides that " private information" is exempt from disclosure. " Private information"
is defined in FolA as, " unique identifiers, including a person' s social security number, driver' s license
number, employee identification number, biometric identifiers, personal financial information, passwords
or other access codes, signatures, medical records, home or personal telephone numbers and personal
email addresses. Private information also includes home address and personal license plates, except as
otheMise provided by law or when compiled without possibility of attribution to any person." 5 ILCS
14017(1)(b)) Consequently, certain unique identifiers such as personal email addresses and telephone
numbers have been redacted from the records being provided.

I will be boarding a flight soon).

As you know, we are pursuing the 800 Burr Ridge Parkway site for apartments. As I understand
it, there are currently no rental apartment buildings in Burr Ridge, so I wanted to ask what the
entitlement process would look like.

I expect it to be a public process that goes through your Planning and Zoning as well as Village
Board. Is there any other step I'm missing?
Also, what is your typical timeline for each of these steps?

are aware of the state of the property. For context, the building is currently for sale by the
current owner, Huntington Bank, with no employees currently working at the facility, so I am not completely
surprised to see less attention to detail than the community is accustomed at such a central place. Regardless, we are
working with the owners to ensure maintenance continues during this sale process.

More of a maintenance question than development, but wanted to let you know that the
grass on the TCF property hasn’t been mowed in a number of weeks and is looking more
meadow than office. I’d be happy to mow it and send an invoice if it were easier, but I did
want to give you ( I didn’ t know who else to refer this to) and TCF the chance to mow it
themselves if that were preferred. Thanks very much!

I received a call today from a Beni Kraj () asking to tour the building on the
TCF property in hopes of buying the property. It sounded like he was not expressly
interested in buying the land but just the building. He asked to tour the building.

None of this seemed to be on the level of development interest that some of your firms
have been expressing to you, I would imagine, so I figured I would pass along and let you
make the determination if and whether you call back. I gave him no expectation that he
would receive a firm follow up based on his timing.

Working with Huntington on the grass separately, so thank you very much for getting us in
touch with the bank!

because Ryan Companies ( built Loyola) is apparently “ under contract” w Huntington to develop TCF.

CALL TO ORDER The Special Meeting of the Mayor and Board of Trustees of February 15, 2023,
was held in the Training Room of the Police Station, 7700 County Line Road, Burr Ridge, Illinois
and called to order at 6:30 p.m. by Mayor Gary Grasso.

ROLL CALL was taken by the Village Administrator and the results denoted the following present:
Mayor Grasso, Trustee Guy Franzese, Trustee Tony Schiappa, Plan Commission Chairman Greg
Trzupek, Plan Commissioner Richard Morton, Aristotle Halikias, Vince Petroshius, Tom Hurka,
Rachel Hurka, and Kishori Dattani. Village Administrator Evan Walter was also present.

ESTABLISHME NT OF COMMITTEE GOALS

Mayor Grasso welcomed the group, noting that they were there to assist the Board in creating a
community- supported vision for the TCF site at 800 Burr Ridge Parkway. Mayor Grasso said that all

residents' desires. Mr. Walter gave a brief overview of zoning and timeline of sale.

IDENTIFICA ION OF DEVELOPMENT G OALS FOR 8OO BURR RIDGE PARKWAY

Mayor Grasso said that the Village had received some very preliminary concept proposals from
developers which primarily orienled around rental apartments as the central use on the site.
Participants generally understood why apartments would be proposed, given the present trend of
building apartments in suburban downtowns, but felt that, generally, rental apartments were not
appropriate for the community.

Mr. Petroshius said that the Village should not pursue retail which would directly compete with the
Village Center and County Line Square. There was agreement on this concept.

Mr. Hurka said that the Village should attempt to re-use the building along with adding some sort of
experiential or entertainment uses around the building. Ms. Hurka said that she is employed in the
tech industry and that the building would likely be seen as opportune for re-use for one or several
tech companies due to the public and private amenities available in downtown Bun Ridge. A
discussion was had on the future of remote work.

Several comments were made about the need lor a nicer banquet facility for parties, weddings, and
the like. Ms. Dattani noted that while the hotels in town are very nice, this type ofuse was necessary
given the current trend olpeople opting not to host parties at their home.

Mr. Halikias said that restaurant and entertainment uses tend to be easier than other uses to finance if
the right operator were identified. Some one- offuses were more challenging than others. Mr. Halikias
said that while apartments remained on trend, some banks were beginning to disinvest in that sector,
given the feeling that overbuilding may be happening in the area.

Trustee Franzese supported the idea of re-using the existing building for office and restaurant uses,

also noting that the Village had a lack of family- friendly uses and would welcome any use which
were used for more group activities, noting the previous interest from Pinstripes years ago. Trustee
Schiappa asked if the first floor could be used for a luxury car dealer.

Trustee Schiappa said that a key asset which cunently exisled downtown was the Pace parking lot
and said that whatever is built should a$empt to provide additional capacity for Pace, as many
residents like to use the bus to go downtown. Mayor Grasso asked if a land swap might be feasible;
Mr. Walter said that could be explored. These concepts were supported.

Mr. Halikias said that the price is prohibitive to support some ofthese concepts; there would need to
be flexibility on the part ofthe seller to execute a quality development. Mr. Hatikias said that once
more information were gathered, the Village should consider creating a master plan for the downtown.

Ms. Hurka said that apartments should not be included in any final plan, as they would be seen by her
and other Village Center residents as deleterious to their condo' s property values. All agreed with this
premise.

Trustee Franzese said that the Village needs to identifr anchor tenants for the site, notjust let a number
of smaller uses accumulate to one big development. Trustee Franzese requested that research be
performed to quanti! the current occupancy ofoffices in downtown and Burr Ridge overall.

Mayor Crasso said that the Village should be patient for the right opportunity to present itself, and
that development would occur on the Village' s timeline. All agreed with this statement.

PUBLIC COMMENT

Mayor Grasso asked for any public comment.

Bill Voigt said that active uses are readily sought by members of the community and suggested a few
uses be investigated.

Kathleen Voigt said she agreed with the comments on apartments but felt that the discussion was
positive and reflective of the community' s overall sentiments on downtown.

Several carriage way residents said that the re-use of the building was a good idea.

ADJOURNMENT

Mayor Grasso said that another meeting ofthe group would likely occur to finalize
a direction for the
Board going forward.
