Praise be to Allah SWT, God Almighty, for His guidance and grace
thus the 7th Indonesia Sharia Economic Festival (ISEF) 2020 can
be held amidst the restrictions on activities due to the pandemic.
May prayers and greetings always be devoted to the Prophet
Muhammad SAW, along with his family and companions. The ISEF
that has been commenced on 7th August 2020 and will hold its
peak on 27th – 31st October 2020 is a collaborative event held
by Bank Indonesia (BI), Ministries, authorities and institutions
member of the National Committee for Islamic Economy and
Finance, business actors, and related national and international
associations.

various aspects, both at the national and international levels.
Efforts to achieve the vision are realized through a mission
that integrates and realizes various thoughts in the form of
real and applicable initiatives, the manifestation of a center
of excellence that focuses on the development of the SEF
while maintaining the harmony of sharia economic values
and principles that are in line with the noble values of the
Indonesian nation. It is believed that the implementation of
the mission and the achievement of the vision will boost the
performance of the national and international economy. SEF
is believed to be a new source of national economy growth,
its development programme is part of the Government’s
national policy to support the achievement of Indonesia’s
economic independence towards Indonesia Maju (advanced
Indonesia).

Synergy to Develop the Country”. Furthermore, based on the BI’s
blueprint of SEF development, 2020 is the second year of the second
phase of the national SEF development phase, namely the strengthening
strategy & programme phase. This phase is a momentum to engage
and mobilize all components of society to work hand in hand in realizing
action plans in order to help national economy recovery efforts, including
through strengthening the halal value chain ecosystem. Indonesia’s
vision to be the leading global center of SEF will be further accelerated
if SEF is proven capable of driving current economy recovery efforts. By
looking at SEF’s huge potential contribution to the national economy,
especially in efforts to recover the national economy, ISEF 2020 will
promote the theme “Mutual Empowerment in Accelerating
Sharia Economic Growth through Promoting Halal Industries
for Global Prosperity”.
The 7th ISEF which integrates the development of the real and financial
sectors at the international level consists of a series of activities which are
generally grouped into International Sharia Forum and International Sharia
Exhibition/Fair. The International Sharia Economic Forum aims to facilitate
strategic coordination of various global SEF stakeholders to discuss
and formulate national and international SEF policy recommendations.
Continuing the various activities that have been started since the Kick Off
event on 7th August 2020, the ultimate event of the International Sharia
Economic Forum will take place from 27th – 31st October 2020 consisting
of International Summit & High Level Forum, International Conference,
and Investment Forum activities, which involve national and international
figures, experts & practitioners. Furthermore, the ultimate event of the
International Sharia Exhibition/Fair which will take place on 28th – 31st
October 2020 includes Business Forum, Business Coaching, Business
Matching, International Showcase, Halal Product Exhibition, Talkshow,
Workshop, Innovation Day and Investment Deals, Tablig Akbar, Fashion

Show and Cultural Performance. All of ISEF events and activities
above are performed through an ISEF Integrated Virtual Platform
and this becomes the first SEF platform implemented at both

Indonesia Sharia Economic Festival is an annual event of Bank Indonesia in
collaboration with KNEKS and other institutions to strengthen and continue
commitment in promoting the sharia economic and finance in Indonesia

ABOUT
ISEF
Indonesia Sharia Economic Festival (ISEF) is the largest annual Islamic
financial and economic event in Indonesia. Initiated by the central Bank of
Indonesia in 2014, ISEF has transformed from a community-focused Islamic
economic and financial exhibition to become one of the annual events most
interested in the global Islamic economic and financial ecosystem. In 2019,
ISEF was attended by more than 15,000 participants from 45 countries,
buyers from 10 countries, the pesantren that followed 110 boarding schools,
80 paper presenters from 8 countries, resulted in 24.5 trillion of business deals
transactions, generating 31.6 billion from business matching transactions, the
Wakaf auction of 2.96 billion, and generating 38.72 billion of transactions in the
exhibition.

ISEF 2020
The 7th Indonesia Sharia Economic Festival 2020 will be organized as a series of
virtual event starting from May until its main event on Tuesday to Saturday, 27 – 31
October 2020. ISEF 2020 is organized through virtual event platform.
MAIN EVENT
The 7th Indonesia Sharia Economic Festival (ISEF) holds several agenda. ISEF
2020 started since May as series of Road to ISEF Web-Seminar and will be
officially open by kick off agenda on August 7 2020, which will be opened by the
vice president of Indonesia. Among ISEF agenda are virtual conference, virtual
national & international seminars, virtual workshops, virtual business matching
& coaching, virtual exhibition, virtual cultural performance, virtual talkshow, and
virtual Tablig Akbar. These activities are joint agenda and collaboration with
ministries and domestic and internatonal institutions related to sharia economics
affair. Among them are SESRIC-OIC, IsDB, AAOIFI, IFSB, Komite Nasional
Keuangan dan Ekonomi Syariah (KNEKS), 15 board members of the KNEKS,
Ministry of Foreign Affairs, BPJPH, BPKH, MUI, LPPOM MUI, Baznas, BWI, ISYEF,
DMI, Santara, Hijrahfest, MES, IAEI, IFC, and IHLC.

KICK-OFF ISEF
AUGUST 7TH, 2020
The Kick-Off ISEF 2020 event has been held on Friday, August 7th 2020. This
event also marked the beginning of ISEF 2020 activities, until the peak event on
October 27th-31st 2020. Vice President of The Republic of Indonesia, KH. Ma’ruf
Amin, Governor of Bank of Indonesia, Mr. Perry Warjiyo, Vice Governor of West
Nusa Tenggara, Dr. Hj. Sitti Rohmi Djalilah, Governor of East Java, Khofifah Indar
Parawansa, and Governor of West Sumatera, Prof. Dr. H. Irwan Prayitno, B.Psy,
M.Sc, were attending this event.
Vice President of The Republic of Indonesia who is also the Executive Chairman
of The National Committee for Sharia Economy and Finance opened this event.
He did expect the integration and realization of the idea of sharia economy
and finance can turn into a concrete initiation that has positives impact for the
outgrowth of national and global economy. This event not only become an
acceleration moment to expanding the international arrangements for all parties,
but also making Indonesia as the centre of the worldwide halal value chain with
the strengthening the global market outlet for the world halal product.
On this occasion, The Governor of Bank of Indonesia told this series of ISEF
2020 activities can bring the positivism and optimism spirit for the businessman,
especially the sharia businessman. He also told, Allah Almighty gave us 3 lessons
to face the disaster. First, we have to be more patient and relied to Him. Second,
we have to be optimist that there is ease in every difficulties. The last one, Allah
Almighty might want to show the new era (digital era), includes the digital sharia
economy and finance, to humans.

The series of ISEF 2020 will be held virtually, consist of national and international
forums, such as International Contemporary Fiqih Conference with DSN-MUI and
Sharia Economy Egypt Community (MES), Islamic Digital Economy Conference
with SESRIC-OIC and International Halal Lifestyle Conference. There is also 22
serials of discussions through webinars, 500 exhibitions, 7 business matchings,
8 business coachings, national silaturahim, international showcase, and Sharia
Economy Festival in 3 provinces; West Nusa Tenggara, West Sumatera, and East
Java. There is also competitions or championships to add the excitement of ISEF
and to invite the community to participate in the ISEF 2020.

Sharia Conference and Forum consist of several high-level fora and summit,
international and national seminars, and call for paper competition. Aiming
to serve as a universal think-tank platform for global prominent expertise

Background
The world’s Muslim population grows at 1.4% annually on average. The growth of
Muslim population shall provide a greater demand for halal industry. Excitingly, the halal
products and lifestyle also grow in demand in countries with no Muslim population.
Indonesia has the opportunity to become an important player in the world halal industry
as it has the biggest Muslim population in the world. In the year of 2020, after more
than 6 months slowed down by the pandemic, Indonesia and other countries need
to restart the economy, as countries cannot stay in isolation forever. The national
economy needs to move again by not only taking care the business sectors that are
heavily impacted (such as tourism and airlines), but also capitalizing new opportunities
and trend. Those suffering businesses also made many small and medium enterprises
(SMEs) experiencing difficulty, as they cannot provide the products/services as usual.
The Indonesian halal industries need to understand and adapt to the current economy
globally and locally to be able to recover.

Background
Fatwa (verdict) from sharia board authority and Islamic scholar (sheik) has proven to be
one of the world’s driving factors in developing Islamic economics and finance. Even, the
scope of Islamic finance is now expanding from Islamic financial institutions into Islamic
economy, in general, capturing halal industry, Islamic education, Islamic health (Islamic
hospital, for example), Islamic entertainment, Islamic social finance including hajj and
umrah funds, halal travel and tourism, Islamic Fintech and digital money and, Islamic
cryptocurrency. The impacts of COVID-19 in some Islamic and non-Islamic countries
have further escalated the Islamic economics and finance to take more significant
roles in the domestic and global economic recovery, after the outbreak. In this case, the
economy of a country undoubtedly demands some transformations into (for example)
more digital transactions, online platforms in commercial and social finance, integration
between the commercial and social financial instruments (such as waqf-based Sukuk),
etc.
Objectives
The theme of the international fiqh webinar is the Contemporary Fiqh Issues in Islamic
Economics and Finance, particularly it is expected to become the first fiqh discussion
and collaboration platform in ISEF capturing those from Asia, Middle East, and other
countries. Some of the discussion are:
• Fiqh issues in the recent Islamic financial products and services covering the halal
industries, Islamic finance product development, Muslim-friendly entertainment,
and travel services.
• Fiqh issues in technological disruption in the Islamic social and commercial finance

Best Practices, Challenges and Opportunities in Global
Hajj Fund Management, and Economics of Hajj

Background
The overwhelming majority of hajj pilgrims come from outside Saudi Arabia, accounting
for 1,9 million, or 75% of the 2019 total. The majority of hajj pilgrims come from Indonesia,
Pakistan, India, Bangladesh, Egypt, Iran, Turkey, Nigeria, Algeria, Morocco, and Malaysia.
Capacity constraints and related safety concerns have led the Saudi government to
impose restrictions on the number of hajj visas granted to Muslim-majority nations each
year based on an international Organisation of Islamic Cooperation (OIC) agreement,
allowing around 1.000 pilgrims per million of the total Muslim population in each sending
country. In Indonesia, the management of hajj fund is carried out by the Hajj Financial
Management Agency (BPKH). Based on the Law of the Republic of Indonesia Number
34 of 2014 on Hajj Fund Management, BPKH is in charge of managing the hajj fund
which includes revenue, management, expenditure, and accountability of the hajj fund.
BPKH currently manages Rp.138,05 trillion per July 2020 (around 10 billion dollars) of
hajj funds. As mandated in the Government Regulations Number 5 of 2018 concerning
the Provisions of the Implementation of Law Number 34 of 2014, hajj fund development
options by BPKH can be done in the form of banking products, securities, gold, direct
investment, and other investment. In placing and/or investing the hajj fund, BPKH should
always consider the security, prudence, benefit, liquidity, and conformity with sharia
principles.
The significant amount of fund managed by these hajj fund agencies holds great potential
to support the development of Islamic economies. There are many sharia-compliant
projects around the world that can be financed in alignment with the investment strategy
of these hajj fund agencies.

Background
An existence of Islamic Boarding Schools (Pesantren) business holding will facilitate
strategic initiatives related to the development of pesantren, including improving
pesantren governance and developing markets with pesantren. A holding under the
name Islamic Boarding School Economics & Business Association (Hebitren) has
been formed at the national level and 11 regions with a total of 110 pesantren which
were inaugurated at the 7th ISEF 2020 Kick Off on August 7, 2020. Hebitren is a forum
to unite the economic and business interests of pesantren. so that “congregation”
creates welfare for pesantren, communities around pesantren, and more broadly
becomes part of the national halal industry.
The Covid-19 pandemic which has lasted for seven months has reduced people’s
income and purchasing power. Currently, there are 64 million businesses in Indonesia,
of which 97 percent are micro businesses that absorb 107.2 million people (Data from
the Ministry of Small and Medium Enterprises, 2017). In the midst of the Covid-19
pandemic, the performance of MSMEs has decreased, and some have been forced
to close due to reduced demand. This pressure also has an impact on the pesantren
business unit.
Based on the aforementioned matters, Hebitren as the holding of the newly formed
national pesantren needs to build mutual understanding and determine institutional,
organizational, including future vision, mission and work programs so that they
can achieve their goals. In response to the current economic conditions that are
struggling to revive, the determination of the above matters also needs to be aligned
with the efforts of pesantren business holding to contribute to recover the national
economy.

Background
Law Number 18 of 2019 concerning Islamic Boarding Schools (Pesantren) states
that pesantren have strategic roles, namely as educational institutions, preaching
institutions, as well as community empowerment institutions. Pesantren have
enormous potential in driving the national sharia economy inclusively. For this
reason, it is very important to place the strengthening of the pesantren economy as
one of key players in the sharia economic ecosystem.
The agricultural sector is the leading sector in the sharia economy, which contributes
more than 12% of the total national sharia business activities. The agricultural sector
has high potential with Indonesia’s abundant natural resources, friendly climate, and
support for traditional production sharing mechanisms, which are in line with sharia
economic principles. The COVID-19 pandemic that has hit the world has again
emphasized the importance of maintaining the nation’s food security. At the peak
of its first global spread in April 2020, when the movement of people and goods
was very limited, there was an increase in food commodity protectionism to meet
domestic needs. In the report “Early Warning Early Action Report on Food Security
and Agriculture”, FAO warned of a famine that threatens the world as a result of the
COVID-19 pandemic and drought. The Covid-19 pandemic has the potential to
disrupt the distribution of food and agricultural products to meet people needs.
Taking this into account, we see that the development of the agricultural sector based
on the community and pesantren have a strategic role in addressing the problem of
food security in an inclusive manner. The development of an integrated community-
based agricultural sector can boost productivity, maintain price stability of staple
food, support inclusive growth, and support labor absorption and fulfill national food
security needs.

Background
The world’s Muslim population grows at 1.4% annually on average. The growth of
Muslim population shall provide a greater demand for halal industry. Excitingly, the halal
products and lifestyle also grow in demand in countries with no Muslim population.
Indonesia has the opportunity to become an important player in the world halal industry
as it has the biggest Muslim population in the world. In the year of 2020, after more
than 6 months slowed down by the pandemic, Indonesia and other countries need
to restart the economy, as countries cannot stay in isolation forever. The national
economy needs to move again by not only taking care the business sectors that are
heavily impacted (such as tourism and airlines), but also capitalizing new opportunities
and trend. Those suffering businesses also made many small and medium enterprises
(SMEs) experiencing difficulty, as they cannot provide the products/services as usual.

The Corona Virus Disease (COVID-19) outbreak in late 2019 has brought an
unprecedented significant setback to the global economic development. The
Islamic economic and finance as part of the international economic ecosystem has
also experienced unfavorable impact due to the COVID-19 epidemic notably in the
Muslim-majority countries. The Islamic economic and finance which heavily attached
to real economic undertakings pushed back even further with the global economic
calamity triggered by the COVID-19. ISEF has successfully transformed from the
humble beginning as the local showcase event for Indonesia’s Islamic finance
players; achievement into the most comprehensive platform in the Islamic economics
and finance ecosystem. For the year of 2019, the 6th ISEF has successfully hosted
several international strategic annual event including IFSB Summit, OIC International
Islamic Social Finance Forum, International Halal Dialogue, International Halal
Business Conference and Business Matching and many domestic annual forum
gathering more than 50.000 visitors and gaining roughly USD 1 billion in investment
commitment between Islamic business players during the one-week arrangement.

Background
Law Number 18 of 2019 concerning Islamic Boarding Schools (Pesantren) states
that pesantren have strategic roles, namely as educational institutions, preaching
institutions, as well as community empowerment institutions. Pesantren have
enormous potential in driving the national sharia economy inclusively. For this
reason, it is very important to place the strengthening of the pesantren economy as
one of key players in the sharia economic ecosystem.
The agricultural sector is the leading sector in the sharia economy, which contributes
more than 12% of the total national sharia business activities. The agricultural sector
has high potential with Indonesia’s abundant natural resources, friendly climate, and
support for traditional production sharing mechanisms, which are in line with sharia
economic principles. The COVID-19 pandemic that has hit the world has again
emphasized the importance of maintaining the nation’s food security. At the peak
of its first global spread in April 2020, when the movement of people and goods
was very limited, there was an increase in food commodity protectionism to meet
domestic needs. In the report “Early Warning Early Action Report on Food Security
and Agriculture”, FAO warned of a famine that threatens the world as a result of the
COVID-19 pandemic and drought. The Covid-19 pandemic has the potential to
disrupt the distribution of food and agricultural products to meet people needs.
Taking this into account, we see that the development of the agricultural sector based
on the community and pesantren have a strategic role in addressing the problem of
food security in an inclusive manner. The development of an integrated community-
based agricultural sector can boost productivity, maintain price stability of staple
food, support inclusive growth, and support labor absorption and fulfill national food
security needs.

Background
BPJPH has started a new era of mandatory halal certification in Indonesia after
more than 30 years of Indonesian experience in voluntary halal certification in the
world. Thus, Indonesia has now started mandatory halal certification for products
that enter, circulated and traded in Indonesia based on Law Number 33 Year 2014.
The Indonesian Government has increasingly emphasized its serious commitment in
organizing Halal Product Assurance. This is shown by the legislation of the Omnibus
Law on October 5th, 2020. This law provides legal certainty, accountability and
measurement for business operators in halal certification. In global context, halal
now has become a global trend and world concern. Not only in Muslim countries,
halal is even taken into account in countries with non-Muslim communities.
Halal then becomes a standard that is indispensable in activities of industry and
global economy. Currently, there are around 200 Halal Certification Bodies (HCB)
in various countries in the world that assist industry in meeting halal standards. One
year ago, precisely on November 12th 2019, Indonesia held the first International
Halal Dialogue (IHD) in Jakarta. The comprehensive halal conference forum
was a declaration for synergy between Halal Certification Bodies, Associations,
Halal Activists and other Halal Stakeholders. The synergy must be maintained
and improved. Regarding those urgency, BPJPH intends to continue the forum by
holding the International Halal Dialogue 2020, with the hope that the synergy of IHD
members will have beneficial implications for the common interests of all members
in advancing halal products and building readiness to face the global market for halal
products.

Background
The COVID-19 pandemic and the measures taken to prevent its spread have had
an increasingly significant impact on the global economy and the global financial
markets. As part of policy responses to the pandemic, regulators have cut interest
rates significantly that have created further incentives for investors to search for
higher yields, leading to stretched valuations in some asset markets. Although
accommodative conditions have helped contain near-term downside risks to the
global growth, they have also fuelled a further build-up of financial vulnerabilities.
Many IFSB and IIFM members have had to take a range of extraordinary regulatory
and supervisory measures to alleviate the impact of COVID-19 on financial stability
in their jurisdiction and preserve the orderly functioning of financial markets. Capital
market development becomes important in preserving the financial markets with
the robust governance. In line with that development, the Islamic Capital Market
(ICM) space is also considered by the regulators in the Islamic finance jurisdiction
to function orderly in the financial market. Moreover, ICM is ensured to function as a
good intermediary for the real sector development that can help to fuel the economic
growth. Against that backdrop, due to the pandemic, the rapid technological
development in ICM space is taking place to develop a more inclusive, innovative
and efficient capital market. Some government authorities have streamlined the ICM
in their national agenda to deepen the Islamic financial market through innovative
ICM product development by embracing technology particularly fintech through
digitalization. Additionally, while governments, central banks, regulators, and

Indonesian Muslim fashion products have potential as commodities to integrate international
cooperation and make Indonesia the center of the global halal industry. In line with the target set
by the Government in realizing Indonesia as the world’s Muslim fashion center. With a target to
market Indonesian Muslim clothing products to a global scale, Bank Indonesia in collaboration
with the Indonesian Fashion Chamber (IFC) and the Indonesia Halal Lifestyle Center (IHLC)
to present “Sustainable Fashion Sustainable Lifestyle” as a series of ISEF 2020 activities.
Showcasing a display case of more than 70 designers Indonesian Muslim fashion through
exhibitions and fashion shows as many as 720 looks of Indonesia Modest and Muslim Wear from
164 Designers / Brands that will be displayed virtually. Potential buyers and domestic and foreign
media are presented in this event to be met online with Indonesian Muslim fashion designers
who are selected through a curation process and have been coached to prepare brands and

The Road to ISEF is a series of supporting pre-event
for the Indonesia Sharia Economics Festival 2020. The
Road to ISEF will be held with virtual in 3 capital city in
3 distinctive islands representing 3 different regions.
The 1st FeSyar will be held in Nusa Tenggara Region in
the city of Mataram from 18-28 August 2020. The 2nd
FeSyar will take place at the city of Padang from 14-20
September 2020, representing the Island of Sumatra
and Western Region of Indonesia. The 3rd Fesyar will be
organized in Surabaya, East Java on Oktober 2020 and
served as a national-wide Indonesia Sharia Economic
Festival 2020.
