Addressing Agrarian Reform Woes: What is to be done?

Presentation of the Proposed Action Plan

BACKGROUND OF THE PROBLEM

Farmers play a vital role in the economy as farming is part of the agricultural industry wherein it is one of the main sources of employment in most rural
communities. According to officialgazette.gov.ph. in section two of the Comprehensive Agrarian Reform Law of 1988. “It is the policy of the State to pursue a
Comprehensive Agrarian Reform Program (CARP). The welfare of the landless farmers and farmworkers will receive the highest consideration to promote social justice
and to move the nation toward sound rural development and industrialization, and the establishment of owner cultivator ship of economic-size farms as the basis of
Philippine agriculture.” One of the goals of Agrarian Reform is to boost agricultural production and food security. Farmers are the ones who supply us with food. They are
an essential in society since everyone requires sufficient nourishment to live. Farmers come in several forms and they all have equal importance. As we dig deeper about the
Comprehensive Agrarian Reform Law of 1988, we will identify the problem/s that affects the successfulness of execution of this law and propose an action plan for a
sustainable development program to solve the problem.
FACTORS AFFECTING AGRARIAN REFORM

1. Strong Landowner resistance

2. Farmer-beneficiaries cannot till their lands due to lack of resources.

3. Violence against land claimants.

4. Unclear and inconsistent Land Policies

7. Inefficient Land Administration infrastructure

8. A highly politicized land tax system


THE ACTION PLAN

The table below shows the action plans that could be a solution to this problem that we still have today. Steps of action refers to the steps that are needed to

fulfill the action while Sub-actions refers to multiple actions that are not connected by procedure but will be beneficial for the action if those are executed.

CONCLUSION

There is no doubt that the agrarian reform in our country can be improved and be implemented effectively. This action plan
addresses the most basic of problems that people who will benefit from the agrarian reform usually experience in pursuit of the lands
promised by CARP. As we believe that agriculture is still relevant to our economy, we should reciprocate by intensifying the
implementation of the agrarian reform in order to give to our farmers what they truly deserve. Our farmers are living less compared to the
farmers in our neighboring countries which is really unacceptable for they are doing the same job. We can elevate the status of our
farmers if we emphasize the importance of their role in the society as well as the economy and we can do so if the government starts to
acknowledge them by starting with the proper distribution of lands, subsidizing the production of their crops, ensuring there is an
environmental sustainability plan and proper assessment of lands that are being planned to be distributed.
