I. PROBLEM STATEMENT/RATIONALE OR JUSTIFICATION FOR IMPLEMENTING


THE PROJECT

On the aspect of curving the insurgency problems in the countryside, PNP-SAF


organization acted on EXECUTIVE ORDER NO.70 OTHERWISE known as TASK FORCE
ELCAC-institutionalizing the whole nation approach in attaining inclusive in sustainable
peace. creating National Task Force to End Local Communist Armed Conflict and
directing the adoption of the National Peace Framework. Towards this end, the
government shall priorities and harmonize the delivery of basic services and social
development packages in conflict affected areas and vulnerable communities, facilitate
societal inclusivity, and ensure active participation on all sector of society in the pursuit
of t the country’s peace agenda.

The team found out during the conduct of area assessment and when they conducted
interviews to the residents and the barangay officials that they want to have a Multi-purpose
covered court to be built at their barangay that can create many advantages like to be used for
sports activities and different barangay activities.

II. PROJECT GOAL AND OBJECTIVES

1. GOAL:

The project aims to build Multi-Purpose Covered Court through this project it will serve
as community a standard of care where people of all ages and skill levels can enjoy a variety of
activities and amenities.

2. SPECIFIC OBJECTIVES:

1. To use as evacuation center


2. For meeting assembly and gathering
3. To provide the communities with safe, fun, multi-purpose place to learn and play
4. To held events and program with no worries to sudden weather changes, and makes
preparation easy and less time consuming
5. To make the youth influence to do sports not illegal activities

III. STRATEGY AND ACTIVITIES

The project will be implemented by the Local Government Units. Roles and responsibilities
of all concerned parties will be stipulated in a Memorandum of Agreement (MOA) to be
executed prior to build Multi-Purpose Covered Court.

a. The all expenses to build Multi-Purpose Covered Court will be provided by the Local
Government Uni(LGU) the availability of the project.
b. Conduct canvassing for availability and amount of the said project (Solar Street lights) to
verify manufacturers for better specifications and quality of the product.;
c. 121SAC will conduct briefing and orientation for proper usage and efficiency of the
project

IV. IMPLEMENTATION STRATEGY

The Executive Order No.70 otherwise known as the TASK FORCE ELCAC-
institutionalizing the whole nation approach in attaining inclusive and sustainable peace.
Creating National Task Force to End Local Communist Armed Conflict and directing the
adoption of the National Peace Framework.

In order to prioritize and harmonize the delivery of basic services and social
development packages in conflict affected areas and vulnerable communities, it is
therefore a must that coordinative efforts of concerned government agencies of Local
Government Unit (LGU).

A. Pre-Implementation
1. The Team will coordinate to Barangay officials to propose the said project.
2. The Team and Barangay officials shall conduct site validation/inspection on exact location to
build the project.
3. The Team and Barangay officials will coordinate to Local Government Unit (LGU) to raise
a fund.
4. Memorandum of Agreement will be prepared and signed
5. Procurement of the corn milling machine

B. Delivery and Installation of the equipment and facility


1. Inspection and acknowledgement of the delivery to secure the completeness of the delivered
and installed corn mill as well as its functionality
2. Debugging, testing, and technical performance will be evaluated

Results: Outputs
1. Increased milling and main product recovery;
2. Readily available efficient corn milling facilities;
3. Improved corn grits quality thereby commands higher price;
4. Reduce corn milling losses;
5. Increased by Twenty percent (20%) beneficiaries who are women, Persons with Disabilities, and
Indigenous People; and
6. Increased number of women leaders/officers by 20%.

V. Sustainability Plan

As per guidelines on the provision, the Barangay officials will be in charge of the
maintenance and repair of the, while the will provide technical support.

VI. MONITORING AND EVALUATION

The Barangay officials of Brgy. will spearheaded the monitoring to ensure proper
maintenance of the project. Monitoring and evaluation shall determine the extent of addressing
the issue of the project.

VII. BUDGETARY REQUIREMENT:

Budgetary Requirements to be prepared by Local Government Unit (LGU) of


Municipality of Las Navas after the conduct of survey for the proposed project.
