QUOTATION FOR THE SUPPLY AND INSTALLATION OF FIBER OPTIC


CABLES AT THE CIVIC CENTRE AND THE 24HR CENTRE

Steve Tshwete Local Municipality requires formal written quotations from registered
service providers to supply and install fiber optic cables at the Civic centre and 24Hr
centre in Middelburg, Mpumalanga. Here are the specifications:

 Purpose
o The purpose of this request is an invitation to service providers to submit a
RFQ response for the installation of data infrastructure at the Civic centre
and 24Hr centre.

 Compliancy of Installation
o The requirements of the new data infrastructure must comply with the
following standards:
 Minimum Information Security Standard, SA Cabinet Approval, 4 Dec.
1996
 ISS Principals and Standards
 GAISP (Generally Accepted Information Security Principals),
Version 3.0;
 GAIT (Guide to the Assessment of IT General Controls Scope),
January 2007;
 GASSP (Generally Accepted Systems Security Principals),
1990;
 Steve Tshwete Local Municipality Network Infrastructure
Standards, as amended

 Detailed requirements
o Two buildings need to be wired between existing switch cabinets.
o Installation of the fiber optic cables may only be done by a certified installer.
o All fiber cables must be Multi Mode cables.
o ST termination on the fiber patch panel.
o A drawing is attached that illustrates the fiber cable lengths.
 Civic Centre – Total of 490m of cable between 4 rooms
 24Hr Centre – Total of 300m of cable between 4 rooms

The following requirements are for all the installations:
o All the cables / patch panels must be marked clearly
o Source and Destination descriptions must also be printed and fixed to the
cabinet door for easy reference.
o Only computer printed markers (Black on White) will be allowed.
o Always terminate from left to right on the patch panel.
o No joints must be made on any fibre cable that will be installed.
o Bi-directional tests must be done on all the installed fiber links and the results
must be handed in at the IT department on completion of the project.
o All cables must be neat.

Installation of the above mentioned cables may only be installed from Friday 14:00 to
Sunday 19:00. No one will be allowed to do installations on any hours beyond these
mentioned hours.

Additional items are included in the price schedule. These items are just for supply
and delivery.

 Site meeting:
o A site meeting will be held on 10 May 2012 @ 10h00 in Room D212 (Technical
and Facilities board room) at the Civic Centre in Wanderers Street,
Middelburg for clarity purposes.
o The attendees will be taken to the different rooms where the cables need to
be installed.
o This site meeting is not compulsory. If you have visited the site on a previous
occasion and you are acquainted with the setup, you need not attend the site
meeting.

 When:
o Installation of all the cables must be completed within 4 weeks after the
Municipal stores have issued the order.

 Responsibilities:
o The successful supplier will be responsible for:
 The supply of all the relevant material needed to install the fiber optic
cables
 Opening and Closing of the roof where the cable must be installed
 Splicing the cables on the patch panels
 Supply test certificates to prove that the installation is correct

 Method of acquisition:
o The supply and installation of the infrastructure will be purchased from the
supplier and it will become the asset of the Steve Tshwete Local Municipality.
o Full payment for the equipment will be done 30 days after the invoice was
handed to the Municipal Stores.

C318, Second Floor, Civic Centre, Wanderers Avenue, Middelburg not later than 12:00
on the 16th of May 2012.

at the Municipal Stores at Corner Protea and Walter Sisulu Street,
Middelburg, Mpumalanga to get the application forms and submit a completed
enlistment application before submitting the quotation.
 Quotes should be accompanied by:
1. A true copy of your Tax clearance certificate
2. A true copy of your B-BBEE Certificate
