Plate Title: INTERIM CARPARK BUILDING
Location: Quezon Avenue, Metro Vigan

I. THE PROBLEM
Car parking is a major problem in urban areas in both developed and developing countries. Following the
rapid incense of car ownership, many cities are suffering from lacking of car parking areas with imbalance between parking
supply and demand which can be considered the initial reason for metropolis parking problems. This imbalance is partially
due to ineffective land use planning and miscalculations of space requirements during first stages of planning.
In Vigan City, being a historic city, different parking solutions can be challenging to implement due to the
historic nature of the city and limited space within Downtown Vigan. The problem calls for the introduction of an interim
carpark building along Quezon Avenue to serve the different government offices in the area and to decongest the historic
core from car traffic. In addition, the project will be initially composed of around five hundred (500) parking slots with
provisions for expansion in the coming years in order to maximize the site, and may be replicated in other parts of the city
as an urban infill project.

II. DESIGN OBJECTIVES


The objectives of this project are as follows:
1. To plan an interim building as an infill development that can be constructed in multiple phases, expandable and
can be replicated in other areas in the future through the implementation of modern building technology and
materials.
2. Alleviate the traffic situation, both pedestrian and vehicular, through planning & architectural interventions.
3. To present a contemporary design of the façade that will compliment and enhance the city’s image and make it
yet another tourist attraction in the city

III. DESIGN CONSIDERATIONS AND REQUIREMENTS


The following are the minimum design considerations and requirements:
1. Functional Areas Required:
• Minimum of 500 car parking slots
• Motorcycle Parking areas (25% of Car parking Slots Provided)
• Retail & Food Stalls
• Drop-off/ Loading & Unloading area for city shuttle service vehicles, jeepneys, and tricycles
• Landscaping Elements/Areas
• Vehicular & Pedestrian Circulation areas
• Waiting Areas & Toilets
• Entrance & Exit ticketing booth
• Queuing area
• Bike rental racks and Electric Vehicle Charging stations

2. Building Elevations: Building’s facade should complement the existing urban heritage and character of the city. Street
level façade design should be conducive for pleasant pedestrian and vehicular experience considering carpark
buildings tend to be massive and imposing- human scale
4. Aside from visual appeal, the structures have to be carefully planned for a greener and sustainable environment.
5. Materiality: Materials used from the structural frame to the building envelope have to be suitable to the functional
requirements of the building.

IV. APPLICABLE DEVELOPMENT CONTROLS


1. The design problem is guided by the basic provisions of the National Building Code and other pertinent laws.
2. Applicable design guidelines and criteria in designing parking structures.
