(A) DATA NETWORKING/ IPBX/ CCTV (ACTIVE COMPONENT)

1.0 Supply, Installation, Testing and Comissioning of IP Based Central IPABX as per technical specifications to be supplied. It should be of initially capacity of 2000
Telephones & expandable up to 10000 telephones shall be located at a central location in the Hospital OPD block at PDDU-UHS-Karnal. All the Telephone in the
Complex will be IP Based and will use the existing LAN Network for the communication within the complex as well as for outside the complex. All Rack Panels of 1 Set
Individual buildings shall be connected to Central EPABX system through Optical Fiber Cableand complience of detail tender specification.

2.0 Supply, Installation, Testing and Comissioning of Type 4 IP Phone . Should be an integrated system with at least 22 to 24 inch LCD/TFT screen,1080P resolution
(16:9), HD camera and with speakers for wide band audio output. The Codec should be a part of the unit. No separate Codec's are preferred. The LCD/TFT screen
should be a touch screen to provide a touch interface to the user as per detail tender specification. To be used for President, Director, Medical Superintendent, Dean, 6 Each
Principal, Auditorium Conference Room, etc.

3.0 Supply, Installation, Testing and Comissioning of Type 3 IP Phone . The phone should support Power over Ethernet IEEE 802.3af class 1/2/3 and should also have
AC power adapter option The phone should have 2 x 1GE ports, one for the LAN connection and the other for connecting to PC/laptop as per detail tender 6 Each
specification. To be used for HODs, Chairman, Conference Room etc.

4.0 Supply, Installation, Testing and Comissioning of Type 2 IP Phone - The phone should have two Ethernet ports of at least 10/100/1000 BASE-T Ethernet ports, one
for the LAN connection and the other for connecting to PC/laptop as per detail tender specification. To be used for Security room, Server Room, Fire Control Room, 797 Each
etc.

5.0 Supply, Installation, Testing & Commissioning of Router should be a modular aggregation platform. It should support broadband aggregation for voice, video, data,
and mobility services with QoS scaling to a large number of queues per device. Router should have 8 nos. of 10/100/1000 Base-T ports and 4 nos. SFP based ports.
Router should have at least 1 open slots for additional LAN/ WAN modules other then asked ports. Router should have 4x10 Gigabit SFP+ ports from day 1, Router
should have minimum 4 GB RAM from day 1. Router should have DES, 3DES and AES Standards through dedicated encryption module/processor. Should support
IPSec with IKEv2 and Suite-B Encryption, Router shall have hot swappable 1:1 redundant internal power supply, Router should have a minimum performance of 15
Mpps and 10 Gbps of bandwidth, Scalable to 20 Gbs in future. Router should support static Routes, OSPFv2, OSPFv3, BGP4, MBGP, BFD, Policy based routing, 2 Each

6.0 Supply, Installation, Testing & Commissioning of Core Switch - The proposed Switch should be a chassis based and have minimum 8 interface slots and 1
supervisor engine and 2 power supply. Switch should have 24 X 1/10G SFP+ Ports, 24 x 1G/10G Base-T RJ45 and 16 x 40 Gig QSFP+ (for switch to switch inter
connectivity) ports spread across two cards. 24 Nos. of single mode LR transceivers should be populated from day 1. Switch should have minimum 1.2 TB per
interface slot throughput & 950 Mpps forwarding rate on Day 1. Switch should be scalable to support additional 192 x 10G Ports or 128 x 40G Ports or 48 x100G
Ports at line rate performance. The proposed line-cards must have non-blocking and wire-speed performance for all packet sizes for IPv4 & IPv6 traffic and should
have distributed forwarding architecture. It Should have redundant and replaceable Supervisor / CPU, Management Modules, Replaceable Fabric Modules/ Power
Supply and Fans to provide full redundancy and high availability. The performance of the switch should not degrade in case of any failure. Chassis should support
100G interface line-cards for future connectivity requirement without any replacement in hardware configuration. Switch should have IPv4 & IPv6 static routes,
OSPF, OSPFv3, PBR, PIM-SM / DM, BGP, VRF and SDN. Should support Layer 2 protocols 802.1d, 802.1s, 802.1w and 802.3ad. Switch should support minimum 2 Each

atmospheric tempemperature range -5 degree C to 50 degree C. Switch ports should be populated with 24 x 1G loaded with 12 x Multi Mode (SX) transceiver for
access layer uplinks & with 4x10G Single Mode Transceivers (LR) for core layer and distribution ring uplinks from day 1. The proposed interfaces must have non-
blocking and wire-speed performance for all packet sizes for IPv4 & IPv6 traffic and should have distributed forwarding architecture. Should be supplied with hot
swappable redundant internal Power Supply. Switch should have dedicated 1 x 10/100/1000 Base T port for Out of band Management port. Switch should have IPv4

8.0 Supply, Installation, Testing & Commissioning of 24 Port POE+ Access Switches - Should have minimum 24 x 10/100/1000 BaseTPoE/PoE+ RJ45 Ports (minimum
370W) plus 2x 1/10G BaseX SFP+ Ports populated with 2 nos 1G (SX) SFP. Switch would use 1G uplinks on day 1 and be upgradable to 10G operations in future.
Should have dedicated 40 Gbps of stacking bandwidth proposed with stacking cable. Stacking should support upto 8 Stacking members. Switch should have
dedicated 1 x 10/100/1000 BaseT port for Out of band Management port. Should have compatibility to work in atmospheric temperature range -5 degree C to 50

13.0 Supply, Installation, Testing & Commissioning of Firewall - The UTM solution should be Hardware based, Reliable, purpose-built security appliance with hardened
operating system that eliminates the security risks associated with general-purpose operating systems. It Should support 1:1 high availability. It Should have
minimum 6 x 10G supporting SFP+ interfaces & 4 x 100/1000/10 BaseT RJ45 ports to cater to connectivity from multiple service providers and load balance them.
The Firewall should have ultra-low latency (~ < 5 micro seconds). The Firewall should support IPSEC & SSL VPN, inbound and outbound both. The IPSEC VPN
should deliver at least 20 Gbps throughput to ensure connectivity with Multiple colleges / University catering to Data / Voice traffic over IPSEC tunnel. The Firewall
should be able to handle very high concurrent sessions like 20 Million or above and at least 400,000 of new sessions per second. The solution should support
Virtualization with 10 Virtual contexts scalable to 250 to help University use the logical Firewalls for internal / student projects run isolated with each other. The
proposed solution should have integrated IPS module with at least 10Gbps of throughput for deep pack inspection of traffic and also should be able to inspect
encrypted SSL traffic. The solution should have at least 5 Gbps of Threat Protection throughput and the so that the entire traffic is scanned before reaching the end 2 Each
user. The antivirus engine should be able to inspect the encrypted traffic like HTTPS, SMTPS, POP3s , IMAPs, FTPs etc. The proposed system should have
integrated Web Content Filtering solution which can be used to block any unwanted sites / category of sites to adhere to University IT guidelines. The Firewall &
IPSEC VPN module shall belong to product family which minimally attain Internet Computer Security Association (ICSA) Certification or equivalent. The proposed
system should have modules / Licenses for integrated Web Content Filtering along with IPS, Application Control, Antivirus / Malware Protection & Anti spam.
Proposed solution should be an Appliance/Virtual Machine based solution. In case of Virtual Machine based, required server must be quoted by bidder. It Should
have direct OEM TAC support.

14.0 Supply, Installation, Testing & Commissioning of AAA Server - Proposed AAA solution should be an Appliance based solution. Proposed solution must support
integration and security for both wired and wireless infrastructure. It should be ready to handle 7000 concurrent Devices from day1 and scalable for up to 12000 end
systems. Devices are mixture of guest users, institute staff, machine endpoints. AAA should support BYOD with Self-service authorization and device provisioning
via open network. It must allow for Machine Authentication (or an appropriate alternative) by AD-joined Windows laptops/tablets allowing wireless connection before
user login. The Solution should have detailed reporting capabilities for historical & real time data. Should be equipped with custom report designer to meet the need
of specific data attributes and periodic email of the same to relevant administrative team. The proposed solution should have Built-in user database with per
device/user credential management and should also provide Seamless backend integration with RADIUS, AD, LDAP. Solution should support agentless and agent-
based assessment to reduce security vulnerabilities with End system Posture assessment. Proposed solution should address (but not limited to) the below 1 Each
requirements: Intuitive user/device management and Unified device visibility and reporting Self-service 802.1X and guest access. Should also have option for MAC
authentication for selective devices and Social Login. Integrated AAA server with key policy definitions. Should also support integration with external AAA server.
AAA should be able to integrate with existing user databases like Microsoft AD/LDAP/local. It should be scalable to enforce device-specific settings for antivirus,
firewall and OS patches, passcodes, NAC, proxies. It should be able to enforce custom user and device privileges. It should have direct OEM 24x7 TAC support with

15.0 Supply, Installation, Testing and Comissioning of Indoor AP's - Wall/Ceiling mounted Wi-Fi access-point suitable for indoor use with at least 2 10/100/1000Mbps
Ethernet ports supporting standard 802.3af/at POE+. 802.11ac AP should operate in 2.4 GHz (450 Mbps or more) and 5 GHz simultaneously and capable of
minimum 1.7Gbps on 5 Ghz for 802.11ac clients supporting minimum4x4 MIMO with 4 spatial streams. It must support minimum 3 concurrent MU-MIMO users.
Should support minimum 16x BSSID per AP. Should have compatibility to work in atmospheric temperature range -5 degree C to 50 degree C. Must have an
dynamic or smart RF Management features which allows WLAN to automatically and intelligently adapt to changes in the RF environment. The access point should
support captive portal and local data base for authentication. Maximum conducted transmit power shall be 24.7 dBm on both 2.4 and 5 GHz with two antennas and
EIRP complying to regulatory requirements. The External antenna gain proposed should be minimum 8 dBi or above on both the bands. Should support 20,40 and
80 MHz Channels. AP should support band steering and load balance across bands and AP's. The access point or the controller should be capable of running a
local DHCP Server. Security mechanisms should be in place to protect the communication between the Access Point controller and the Access Points. Access points

16.0 Supply, Installation, Testing and Comissioning of Outdoor AP's - Wall/Ceiling/Poll mounted Wi-fi access-point suitable for outdoor use with at least 1
10/100/1000Mbps Ethernet ports supporting standard 802.3af/at POE+. 802.11ac AP should operate in 2.4 GHz (450 Mbps or more) and 5 GHz simultaneously and
capable of minimum 1.3 Gbps on 5 Ghz for 802.11ac clients supporting minimum 3x3 MIMO with 3 spatial streams. It must support minimum 3 concurrent MU-MIMO
users. Should support minimum 16x BSSID per AP. Should have compatibility to work in atmospheric temperature range -5 degree C to 50 degree C. The access
point should be capable of performing security scanning and serving clients on the same radio. It should be also capable of performing RF analysis and security

17.0 Supply, Installation, Testing and Comissioning of Wireless LAN Controller - Must be compliant with IEEE CAPWAP for controller-based WLANs or equivalent feature
and it should be appliance based. WLC should support IPv4 and IPv6 including IEEE 802.11a, 802.11b, 802.11g, 802.11d, WMM/802.11e, 802.11n, 802.11ac
standards. WLAN Controller should have minimum 6x of 10/100/1000 Ethernet Ports, 2x USB port and one Console port. WLC should support up to 600 Access
points day 1 and up to 1000 Devices in a single chassis. Standalone controller should support seamless roaming access over L2/L3 network. Should be a dedicated
hardware based appliance with minimum 4 GB RAM and 32 GB storage space. Spinning Hard Drive must be avoided. There should be 100% redundancy for
Primary controller i.e. N: N including Hardware and desired licenses to support AP‘s, WLC should provide air-time fairness between these different speed clients –
slower clients should not be starved by the faster clients and faster clients should not adversely affected by slower clients. WLC Must support an ability to
dynamically adjust channel, power settings and airtime, based on the RF environment. WLC should support L2/L3 discovery for AP's. Should support adhere to the

All the items listed below shall include supply, installation, testing & commissioning.

1) Software and Operator Workstation

1.1 Host PC comprising core i7 processor or later, 3 GHz, 8.0 GB RAM, 1 TB HDD, DVD drive, 6 nos. USB Port, 18.5" SVGA color flat TFT monitor, keyboard, mouse
and pre-loaded windows 8 operating system and anti virus software, Laserjet printer (A4 size, B/W) 1 NO.
1.2 Supply, installation, testing and commissioning of Layer 2/3 managed switch with 16 or 24 ports (RJ-45) port. The switch shall have 2 RSTP enabled ports to
communicate with other switches to built a ring topology network on CAT6 A cable. The switch shall including SFP modules, rack mountable, SMPS power supply &
other termination accessories (Like Pigtails/LIUs/ Convertors/Splicing equipment, Patch panel, Patch Cord, Etc) complete as per specifications and as required for 1 Lot
BMS DDC Panel Networking. The switch to switch distance shall not exceed beyond 80 meters.
Vendor to decide the quantity of network switches based on their network design.

1.3 Supply, installation, testing & commissioning of the following Web Based graphical Software. Providing facilities to create static & animate the graphics, navigation
between the pages, display of logs, changing the time zones, popup alarms with single user license & point capacity as per I-O Summary with 20% spare points
configurable password protection for the system and should be able to communicate with BACnet/M-BUS/LONWORK & MODBUS devices simultaneously. This
software will act as web server & no additional license should require at client side.

1.3.1 Application Software for Building Automation System having facility to to exchange information using SQL database. Software shall have the features to calculate the
total power consumption, total refrigeration load consumed on every day etc. Critical alarms generated in a day and its status should also be mailed along with daily 1 Lot
report.

2) Supervisory Controllers

2.1 Network Area / Supervisory Controller for Building Management System (BMS). Network Area Controller Shall support Communication with AC Plant Controllers
(DDC controllers) & Other Application Controllers on BACnet, Shall support Communication with Integrator Units as defined below on BACnet / MODBUS / 1 Lot

3) Direct Digital Controllers (BACNET / LON Type)

Stand alone, intelligent, UL Listed, BTL listed & BTL tested, ANSI / ASHRAE approved Interoperable DDC as per the specifications. All the Controllers shall be UL /
BTL tested & CE certified. Each controllers shall be equipped with Universal Inputs with a maximum polling speed of 100 ms. DDC Controller shall have a resident
real time clock with a battery back up. DDC must support trending & scheduling at Controller level.The controller shall be housed in a vandal proof, lockable and
secure MS cabinets to be supplied along with controllers. DDC must match BACnet profile B-BC (Building Controller) / B-AAC Profile as per BTL listing. The
controller shall have 15% Extra IO capacity.

Each of the following systems shall have seperate multiple controllers, as required. The DDC selection shall be based on I-O Summary as given in the tender.
