Lift Planning and Execution
When a lifting operation has to be carried out, it has to be checked if this particular lifting operation has been
carried out before on that site. A risk assessment and Lift Plan might already exist.
If a risk assessment and Lift Plan do exist then they shall be assessed to confirm that they are still applicable
(e.g. changes to personnel, equipment, site layout or work environment could all result in the need for re‐
assessment of hazards). Assuming that significant changes have not taken place then lifting operations may
proceed under the requirements of the Lift Plan subject to approval by the safety engineer.
If the lifting operations have not been carried out before, a competent person will prepare a Lift Plan.
To define the lift the following parameters are established:
Load weight, shape, and availability of adequate lifting points
Initial and final load positions and how it will get there
The environment in which the Lifting Equipment will be used
PLANNING
Risk Assessment
For every lifting operation the risks have to be assessed and controlled.
A risk assessment is carried out prior to any lifting operation to identify associated hazards, their severity and
likelihood of occurrence. All risk assessments are formally to be documented.
Prior to starting of lifting operations a competent person shall hold a Toolbox Talk with all personnel assigned to
carry out the lift.
Crane operator shall be clearly identified and made known to all members of the lift team and personnel in the
proximity.
All personnel involved in the lifting operation shall have their individual responsibilities clearly allocated.
SAFE WORK METHOD STATEMENT
This Method of statement must be used and referenced in the pre‐ work (“Tool Box”) briefing.
Any changes must be noted and addressed in the pre‐work meeting.
A copy must be kept either on site or on the crane.
All personnel must be familiar with this document prior to commencing any work.
Any risks identified as part of this MOS must have adequate control methods identified prior to
commencement of work.
Only crane operators with the relevant certificate or permits are permitted to operate the crane.
This Safe Work Method Statement must be explained to all personnel involved in the work process, prior
to commencing work.
1. Site checks before operating
a. Position of first aid station, who is the first aid officer and what first aid is available.
b. Check for the safe entry and exit of the crane from the site.
c. Check where the crane is to be position to pick up, swing and deposit the load.

d. Check whether site personnel have been informed as to the dangers of working in the vicinity of any
moving load and the crane.
e. Check for location of overhead service lines to ensure clear operation of the crane.
f. Check for location of Trees which may impact the lift.
g. Check surrounding structures, including making allowance for rear end swing.
h. Ensure that the operating radius is clear of passageways and any pedestrian area, and if not, ensure
adequate traffic control measures are put in place.
2. The Load
a. The correct weight of the load must be obtained by the operator prior to the lift.
b. The weight of the load and the gear must be checked with the relevant load chart to ensure safe
operation.
c. The position of the crane for lifting to ensure that sufficient area is provided for outriggers or stabilizers
to be adequately extended and packed.
d. Only lifting gear that has passed certification and re‐testing processes shall be used in the lift, and such
gear must be used within their rated Safe Working Load rating, and in accordance with their design.
3. The safe use of the crane
a. The crane should not be used in inclement weather, if such weather would make safe use impossible.
b. Prior to lifting the PIC shall be satisfied that the load is secure and properly balanced and that the
load path is clear of obstructions and personnel
c. At commencement of the first lift the Lifting Appliance Operator shall carefully check the operation
of the hoist brake to ensure no slippage occurs
d. Take up sling slack to confirm that the Lifting Appliance hook has been positioned centrally over the
load lifting point, adjust the Lifting Equipment as necessary to minimise any ‘drift’ of the load as it is
lifted
e. No external forces shall be applied to the load that create significant side loading of the Lifting
Equipment
f. Cranes shall not be used for dragging a load
g. The wind must be taken into consideration to ensure that the load can be adequately controlled, and
bulky loads will not overload or overturn the crane because of wind pressure.
h. The load must be kept as near to the ground as possible at all times,
i. Tag lines are needed, they will be attached to the load and operated by competent people,

j. Traffic control plans will be put into place to ensure safe operation in traffic, and ensure that the load is
not lifted over or near pedestrians, traffic or neighbor’s property.
k. The work area should be cordoned off.
l. The crane will be kept level at all times when lifting loads to ensure that side‐pull will not occur,
m. Sufficient turns of wire on hook will be used to ensure that the load is properly supported in
accordance with the load charts and crane specification,
n. The crane must be checked daily.
o. The crane operator must not leave the crane driving station while the crane is under load,
p. The crane will, at all times, be operated in accordance with manufacturers specification,
q. The crane operator will at all times comply with Safe use of cranes as per manufacturer recommendation.
r. Only lifting gear that has passed certification and re‐testing processes shall be used in the lift, and such
gear must be used within their rated Safe Working Load rating, and in accordance with their design.
4. Removing Crane after activity
a. When lifting operations are finished, the operator will leave the hooks clear of all obstructions,
b. The boom will be retracted and lowered in a safe manner, ensuring that the hook block(s) are raised in
conjunction to ensure that the hooks do not foul any object,
c. When outriggers are out of sight, the operator will ensure that a lookout or observer will keep people
away when retracting the outriggers,
d. Once the crane is secured, the operator will remove all equipment put in place for the control of traffic
and pedestrians, and then move the crane to a safe area.
