THE PROBLEM

Background of the Study

Disasters are serious problems that may encounter by everyone. Disaster

are inevitable and unpredictable. Those are events or situations that will deal

great amount of damage towards properties, environment and it can also be a

reason of taking life of a certain people. Natural, man-made, and technical risks,

as well as a number of other variables that affect a community's exposure and

vulnerability, can all result in disasters. That’s why we need to be prepared at all

times with the help of Disaster Risk Reduction and Management programs.

Disaster Risk Reduction and Management is a systematic approach

wherein it identifies the possibility of risks and hazards from disasters. The

Philippines continues to have a high disaster risk profile because of its placement

inside the Pacific Ring of Fire and the Circum-Pacific belt basin of the North

Pacific typhoon belt. In light of this, the Philippines frequently experiences

earthquakes, volcanic eruptions, lava and mudflows, landslides, typhoons,

floods, and droughts that have a negative impact on the population, especially

the poor.

Statement of the Problem

This study aims to determine the Disaster Risk Reduction Management of

Micro Small and Medium Enterprises in Dagupan City Pangasinan. Specifically,

the study aims to answer the following questions.

1. What is the profile of the MSMEs in terms of:

a. Kind of business

b. Number of years in the operation

c. Number of employees

2. What are the Disaster Risk Reduction Management policies that are

implemented by the following:

a. government sector

b. private government sector

3. What is the level of participation of MSMEs in Dagupan City in terms of:

a. Risk Assessment

b. Mitigation Measures

c. Number of seminars attended

4. What are the problems encountered in practices?

Significance of the Study

This study is made with the purpose of finding out Disaster Risk Reduction

and Management programs for MSMEs in Dagupan City. Furthermore, the

beneficiaries of the study are the various sectors as follows:

MSMEs in Dagupan City. The result of this study is to make awareness

and knowledge about disaster risk reduction and management to MSMEs. This

will help them prepare for possible disasters that they will encounter. Additionally,

this will also help them to identify and manage possible risks for their business.

City Disaster Risk Reduction and Management Office (CDRRMO).

This result of this study will help the CDRRMO to improve or enhance their

seminars and training programs and will also help them to execute their seminars

and trainings more effective and properly. This will also provide them data on

how many MSMEs that will participate in their programs.

Researchers and Future Researchers. The outcome of this study will

serve them as their reference and reliable source of data that will help them

enhance or improve their knowledge when it comes to the Disaster Risk

Reduction and Management programs. This will also serve as their basis for

further conducting research topics related to this.

Scope and Delimitation of the Study

This study focuses mainly on the programs that City Disaster Risk

Reduction and Management Office (CDRRMO) have for the Micro Small and

Medium sized Enterprises (MSMEs) in Dagupan City.

The research study will be conducted at Dagupan City mainly in AB

Fernandez Avenue in Downtown District, Dagupan City where it is the area

wherein there are lots of MSMEs are located.

The period in conducting this research study will start this 2 nd semester of

school year 2022-2023 until the end of the school year 2023-2024. This study will

use a quantitative-qualitative research approach, with a survey questionnaire

serving as the primary tool for data collection.

Definition of the Terms

For the basis of better comprehension, the important terms used herein in

the study have already been defined. The following terms are:

DRRM or Disaster Risk Reduction and Management. It is a process of

dealing with disasters such as floods, fire, earthquake, typhoons etc. to reduce or

alleviate hazards and potential risks.

MSMEs or Micro Small and Medium sized Enterprises. These are

businesses that produce goods and commodities and considered as the

backbone of the economy in the Philippines.

Mitigation. In this study, it is a process of reduction of harmful effects.

Risk. It is a situation wherein you are in danger or there is something bad

happening.

Employees. In this study, these are workers that are getting paid in a

certain organization or business.

Policies. In this study, these are set of rules that must be obeyed within

an organization.
