Referral from school on 10th May:

Hanna was sobbing when I asked how she is doing.

Step dad is now back in the family home.

This was a shock to her when she arrived home from her sisters.

Hanna is concerned about what will happen to her and her mum.

She said she hoped this time would be different and that her mum has given him one more
chance.We are concerned about Hanna’s emotional wellbeing and safety in the family home.

HEALTH

Hanna is registered with Jorvik Gillygate GP.

There appear to be no health concerns for Hanna.

Information from Jorvik Gillygate GP.

18th March 2021- Injury of lower leg, seen in hospital casualty.

16th December 2019- Seen in hospital casualty, no details given.

23rd May 2019- Extraction of multiple teeth.

Hanna has attended A and E appropriately for minor ailments.

Attended the Emergency Department at York Hospital on the 18-MAR-2021- hurt her leg jumping
around at school.

EDUCATION

Hanna attends Vale of York School and she is in Year 8.

School have raised no concerns about Hanna at school.

Hanna's attendance is good and she achieves very well.

School are concerned about Hanna's emotional wellbeing at school.

Hanna has presented at times very upset and she has spoken about her worries about her mother
and her life at home whilst mother's partner lives in the home.

Hanna now has a wellbeing worker at school and she engages well with her.
EMOTIONAL AND BEHAVIOURAL DEVELOPMENT

There are few concerns around Hanna's behavioural development.

Professionals and Hanna's parents have not raised any concern around this.

Hanna appears to have an understanding of guidance and boundaries that are in place for her at
home.

For example, she has advised that her mother always knows her location when she goes out to
town.

Though Hanna generally presents as a happy young girl who is often upbeat, she has at times been
emotional when discussing her Mum's relationship with Lajos.

Hanna advises this controlling behaviour has been going on for around 6 months, Hanna has been
directly the victim of this and has also been exposed to abuse between Lajos and her mother.

This is likely to have a significant emotional impact upon Hanna.

Hanna has explicitly stated she would like some time away from her stepfather to process what
happened between her mother and stepfather.

If Hanna continues to be exposed to domestic abuse, this is likely to have a continued adverse
impact upon her emotional development.

IDENTITY

Hanna is a 12 year old white female of Hungarian nationality.

The family moved over to the UK from Budapest around five years ago.

Hanna speaks both English and Hungarian, though most of her family speak only Hungarian.

Hanna does return to Hungary to visit family every so often and she will be going to Hungary later
this year with her father to visit family.

FAMILY AND SOCIAL RELATIONSHIPS

Though her parents are not together, Hanna's mother and father live together in the family home.

Hanna speaks positively of her family members including her mother, father, older siblings Attila and
Kitty and her niece Simi.

Hanna also spoke well of her stepfather Lajos and stated she was pleased to see her Mum happy in a
new relationship.

However, Lajos changed 6 months to a year ago and he has been extremely controlling since then.

Now, Hanna can be fearful of Lajos due to his actions.

Hanna advised her niece Simi is her best friend and they have an extremely close relationship.
Hanna enjoys visiting Simi's house and sleeping over and Simi also regularly visits Hanna's home,
though does not sleep over.

Hanna has spoken about other social relationships and friendships she has made at school.

Hanna will often go into town to meet friends and look round the shops.

SELF-CARE SKILLS AND SOCIAL PRESENTATION

There are no concerns for Hanna's ability to meet self-care skills appropriate for her age.

Socially, Hanna presents as a very polite and mature young girl and there are no concerns for her
social presentation.

Generally, Hanna presents as happy and in good spirits.

However, she can be emotional when discussing her mother and stepfather's relationship and the
recent incidents that have happened.

Parenting capacity of birth parents and / or carers

Physical Illness/Physical Disability

Review of GP records indicates that there are no current concerns for the Attaline's or Csaba's
physical health.

Lajos is not registered with a GP in the UK, so any physical health issues for him are not known.

Mental Health

Information from GP records does not raise any concern around parental mental health.

Lajos does not appear to be registered with a GP in the UK.

Therefore, it is not possible to

gather professional medical information regarding his mental health.

However, the police report indicates that when returning to Hungary, Lajos obtained a prescription
of alprazolam due to struggling with his mental health.

Alprazolam is a benzodiazepeme and therefore is not intended for long-term use.

Therefore, there is no long term support in place for Lajos to manage his mental health and this may
be contributing to his behaviour in the home.

Has suffered historical abuse or has abused others / Domestic Violence

International Police checks indicate that Lajos has 2 convictions for sexual assault and 1 conviction
for neglect of a minor.

He served a 9 year custodial sentence for this in Hungary.


These convictions clearly indicate Lajos has abused others.

It is not known whether Lajos has suffered any abuse himself.

Lajos tries to talk to Hanna about his past experiences and trauma,

which is not appropriate as Hanna is twelve and is being exposed to conversations that are not
appropriate for her age.

Police checks from the UK indicate that Attaline, Csaba, Hanna and Lajos are known to the police
through the incident on the 29th April, whereby Attaline and Hanna attempted to flee Lajos and left
to a hotel in York.

The victim Attillane and the suspect Lajos are both Hungarian.

Atillane has a son, Atilla (28) and a daughter, Hanna (12).

They are to a previous partner.

Attilane came to the UK approximately 5 years ago.

She started communicating with Lajos on Facebook and developed a relationship with him, resulting
in Lajos coming to the UK and moving into the family address.

Attilane had to be spoken with using Atilla as an interpreter.

She had disclosed controlling and coercive behaviour and threats to kill that had occurred over the
last six months to her son Attilla.

During a trip

into York city centre with Lajos and Hanna, Attilane had taken an opportunity when Lajos wasn't
observing them to flee to a hotel.

She had then contacted Attilla to tell him and told him to leave the family address as well.

Attilla contacted the police to report the matter.

Attilane disclosed to the attending officer that she had been wanting to separate from Lajos for the
last six months and that whenever she told Lajos of her plans, he would threaten to kill her and
Hanna, and

then himself.

Attilane says that she believes that Lajos is serious and capable of carrying out his threats.

Whilst Attilane was at the hotel speaking with police, Lajos was making multiple

calls and texts to both Attilane and Hanna.

He was also apparently going around York city centre hotels looking for them.

Attilane has booked two nights at the Hilton Hotel, Tower Street York.
This means that she will be available there until approximately midday 30/04/22.

Following this, if Lajos has not been arrested, she will likely be returning to the family address where
he will also likely be.

She does not have any extended family in the UK that she can turn to, nor does she feel she can turn
to any friends, because Lajos has prevented her from having any.

Attila

is temporarily staying with his sister at 72 Navigation Road.

Sister is Kitty KONTO 14/01/92.

It appears that Attilane will need assistance with communication in any contact she may have with
partner agencies.

Hanna and Attila can both speak good English however and would be able to assist in
communication.

The family will require assistance in successfully removing Lajos from their lives.

Information gathered from Attilane, Hanna and Attila would suggest that Lajos has been
demonstrating coercive and controlling behaviours within the family for some time.

Hanna is directly the victim of this, as Lajos controls her too.

Hanna is also at risk of being exposed to emotional abuse particularly through verbal threats,
shouting and controlling behaviours within the home.

Attaline has not spoken about any past experiences of abuse or domestic abuse.

Basic Care

Hanna does appear to have all of her basic care needs met and there are no current concerns around
this.

Ensuring Safety

Attaline acted to ensure her and Hanna's safety when she fled the relationship from Lajos and kept
Hanna safe in a hotel in York until he left.

Though Attaline did not contact the police, Attila did, and Attaline spoke about the domestic abuse
she had experienced in this relationship and at the time was willing to give a statement.

However, Attaline retracted her statement on 6/5/2022.

Due to this, the police did not take any further action in regards to the offence.

Lajos returned to the home on 8/5/2022.


It is not clear whether Attaline has capacity to ensure Hanna's safety as it is extremely worrying that
she has allowed Lajos to move back into the family home after the significant disclosures made
about domestic abuse in the relationship.

However, there are signs of coercive control in this relationship and this needs to be considered as it
is likely to be a factor which may inhibit Attaline to leave the relationship.

Attaline agreed a safe plan that Hanna will not have any unsupervised contact with Lajos.

This appears to have been followed, as Hanna has been informed of this plan and she has not raised
any concern around this.

However, Attaline has stated she does not see the need for the safety plan, despite there being
concern that she is aware of Lajos' previous convictions.

There is also concern that Csaba is not acting to ensure Hanna's safety as he is allowing Lajos to
reside in the family home with Hanna, despite being aware of the concerns around domestic

abuse in Attaline's relationship.

When asked directly whether he is worried about Hanna's safety, given Lajos has made threats to kill
Hanna and Attaline, Csaba advised 'no'.

Emotional Warmth

I have seen Hanna with both her mother and father.

Attaline and Csaba state they want the best for Hanna and they do speak very fondly of her.

Hanna appears comfortable in her parents care and she speaks very highly of her parents and
reports to have positive relationships with both of them.

Stimulation

Hanna does appear to have opportunities for stimulation outside the home.

Hanna reports she occasionally goes on days out with her family.

She also enjoys going into town with her family and her cousin.

The family are planning to return to Hungary in August for a holiday.

Guidance and Boundaries

Hanna appears to have appropriate guidance and boundaries in place that are set by her parents

e.g. her Mum knows her location when she goes out and she is expected to return home at a certain
time.

There is concern that Lajos also tries to set boundaries with Hanna.
Given the information known about Lajos it does not appear appropriate for Lajos to be setting
guidance and boundaries with Hanna.

It is known that Lajos has been verbally aggressive with Hanna in the past.

Information gathered indicates that Lajos has exhibited controlling behaviour such as preventing
Hanna from seeing her niece.

It is also known that Hanna's mother does not always intervene when this is happening.

Therefore, though there is not any direct concern about Attilane or Csaba's capacity to parent
Hanna, there is concern that they are not intervening when this happens.

Stability

Until recently, Hanna's life experience has not been well understood.

From information gathered, it appears that Hanna has been exposed to and the victim of, abusive
behaviours by Lajos for at least six months.

This culminated in a significant incident whereby Hanna fled with her mother

to a hotel in York and stayed there for a few days until her stepdad left the family home.

This is a significant incident and Hanna was left very little time to process this, before she found out
her stepdad was returning to the family home just over one week after this incident happened.

Wider family, community and environmental factors

Wider family and significant others

The family are from Hungary.

Wider family live in both York and the UK.

Hanna lives with her Mum, Dad, stepdad, and older brother, Attila, in York.

Hanna has an older sister, Kitty, who lives seperately with her daughter, Simi, in York.

Hanna has another older sister, Vivien who lives in Hungary and Hanna has some grandparents who
live in Hungary.

Housing

The home is a 3 bedroom property; however, the downstairs room has been converted into a
bedroom.

Hanna, Csaba and Attila have bedrooms upstairs whilst Lajos and Attilane sleep

downstairs.

The home is a rented property and there are not concerns for the condition of the home.
It is not clear who is named on the tenancy of the home and who is responsible for the property.

However, the family have stated they all contribute to rent.

Employment and Income

Attilane and Lajos are employed at Cineworld in York as cleaners.

Attila is employed a sous-chef in a restaurant.

Csaba is also employed and works lots.

From information gathered, it appears that the family do struggle financially.

This may present a barrier to family members making Lajos leave the family home.

It may also prevent Attaline from being able to leave the relationship if she does not have the
financial means to do so.

Family's Social Integration and Community Resources

The family do not speak English, which may be a barrier to their social integration.

From the initial incident, Attaline had disclosed Lajos has isolated her from her family and she has
not had an opportunity to make friends as Lajos has not allowed this.

Therefore, the family do not appear to be well-integrated into the community.

The family live close to the city centre and Hanna reports that she enjoys going out to town e.g. to
shops/Mdconalds on a weekend with her niece Simi.

Hanna is a twelve year old girl who lives with her family in York.

She attends Vale of York School and she is in Year 8.

Hanna is originally from Hungary and she moved over to the UK around 6 years ago.

Hanna speaks both English and Hungarian.

Hanna's parents are not together; however, they live together in the same home as Hanna.

Hanna's mother has a partner, Lajos; however, he does not appear to be a positive figure in Hanna's
life and there are concerns about the risk he poses.

Hanna is currently at risk of suffering significant emotional and potentially physical harm whilst her
motherremains in a relationship with Lajos.

Hanna has wider family who reside in Hungary and the UK.

It is known that Hanna has had periods where she has had limited contact with her wider family as
they do not support their mother's relationship with Lajos.

For example, Hanna does not currently have much contact with her sister Vivien who lives in
Hungary.

Record of the capacity of the child or young person

Hanna is twelve and is able to express her wishes and feelings.

Hanna speaks English well.

Hanna was aware of what a social worker did and was happy to speak to me.

We spoke about her room being really lovely and warm and she likes the way that her room is
decorated.

Hanna enjoys school and seeing her wider family and friends.

Hanna said that she would speak to her well-being worker at school of she was worried.

She said that she will see them every Monday at school which she likes.

I asked Hanna who resides at her house where she said that her Mother, Father and Mother's
partner reside at the property.

Her Mother's sister and her cousin will often come to the home

and were there during the visit.


I asked Hanna to describe who was in the home.

Hanna loves her Mother however, is scared that she will be harmed from her Mother's partner.

Hanna then became very upset and teary saying that she does not want her Mother's partner to be
in the home as

she feels 'scared.'

Hanna spoke about him threatening to harm the family and she is worried that he could act upon
this when he was angry and shouting.

Hanna said that this is not the first time that he has shouted and been threatening.

Hanna gave the example where they would sit on

the sofa and he would shout and swear at Hanna and her Mother.

Hanna would cry and he would come closer to her face and shout blaming her.

Hanna said that at these times her Mother does not always intervene which she feels is because she
is scared of him.

Hanna became very upset

and said that she is 'always worried he will do it again.'

She explained that things are good at the moment but she likes to stay up in her room in case he
starts shouting and walking around the home.

She said that he has previously thrown objects.

Hanna feels that her Mother has allowed him back in the home and remaining in the relationship as
he is 'controlling.'

Hanna said that her Mother asked her if she was happy him coming back to the property and Hanna
felt that she needed to say yes and hoped that he would not do it again.

But Hanna was worried that it has only been a short period of time and he is already back to the
property so is concerned that not much will have changed.

Hanna spoke about being worried about the repercussions following her speaking to the social
worker and whether he would shout at her and tell her it was all her fault.

Hanna is ok with him staying at the home but advised that she wants him to leave and find his own
place as she would like some time to come to terms with what happened the night of the incident.

Hanna said that she wants him to stay in a flat and get support around his behaviour and slowly
return back to the home.

Hanna seen by SW in school:


Hanna spoke extremely positively of her family including her mother, father, older brother Attila and
older sister Kitty.

She also explained her niece 'Simi' is her best friend.

She raised no worries for these family members.

Hanna advised she previously did have a good relationship with Lajos and she used to enjoy going
out with her mother and Lajos, as she did not get to enjoy this family time with her Mum and Dad, as
they are no longer in a relationship.

However, she advised things changed around six months ago when her stepdad started to change
and he would become more aggressive and shout more.

Hanna expressed she is worried that her stepdad's medication will run out or he won't take it and
the behaviours come back.

She expressed she is starting to regret saying her stepdad could return to the home.

Hanna was informed her mother should not be allowing any unsupervised contact with Lajos to take
place.

Hanna advised she is pleased about this as often her stepfather has conversations with her about
things that have happened in his past which makes her feel uncomfortable.

Hanna is very worried about her mother and she is concerned that Lajos is now able to track her
mother's location through his phone.

Parents / Carers Understanding of Any Concerns

Parents / carers understanding of any concerns

In conversations with the social worker, Attaline feels the current involvement from services is
bringing all of the issues up and she does not welcome it.

She feels they should be given a chance to see how things are and she feels she would be able to
safeguard Hanna if anything happened again.

She feels she regrets speaking up and asking for support.Attaline's position and views on the whole
situation is that she

was 'fed-up' with Lajos not washing up and leaving his clothes around.

Therefore, this was why she chose to leave the relationship and he returned to Hungary.

However, she decided to give Lajos a second chance.

She feels if 'it happened again' then she would end the relationship.

She also shared her view is that she discussed with Hanna whether he should be allowed back into
the home and Hanna said yes.
Since Lajos

has been back, she feels "everything has changed" and therefore she has no concerns about her
current relationship.

She asks Hanna how she is and Hanna says she is ok

and 'fine' and she seems happy so she has not tried to push any further.

She also states that she received a call from a charity who was checking in on her and she advised
them she does not want any further support and her partner was returning to the home.

Therefore, she feels she did not hide the fact that Lajos was coming back and they were resuming a
relationship.

I asked Csaba what his view of Attaline's partner is.

Csaba advised he had nothing further to add, and he agrees with everything his 'partner' has said.

He later referred to Attaline as his 'ex-partner'.

I asked Csaba whether he was concerned for Hanna given Lajos had threatened to drive off a road
and harm Attilane and Hanna.

Csaba advised 'no'.

Himself and Attaline then conversed between themselves in Hungarian and therefore it was unable
to know what they were saying.

Attaline then said she had nothing further to add.

Attaline was challenged on her understanding of the concerns by the social worker and the domestic
abuse officer as there are concerns that there are inconsistencies to her account, and she appears
not to acknowledge the risk and concern around Hanna's safety whilst Lajos remains in the home.

Csaba was also challenged on the fact that he too does not appear to be

safeguarding Hanna from harm posed by an individual that he has also welcomed into the home.

It is veyr worrying that neither parent appear to acknowledge or understand the concerns.

What is working well:

Hanna's basic needs are met

Hanna attends school and is achieving well

Hanna's older brother, Attila, and sister, Kitty appear protective


Csaba (father) and Attila (brother) live in the home alongside Attaline and Lajos.

Lajos said to be on medication which stabilises his mood- said to have gone back to Hungary to get
this.

Mother has agreed safe plan that Hanna is not left unsupervised with Lajos and this appears to have
been followed.

Hanna is saying Lajos has been better since he has returned.

Hanna has a wellbeing worker in school- sees every Monday and enjoys talking to people.

Hanna is able to go to her sister's if she feels unsafe.

What are we worried about:

Mother’s partner has moved back into the family home, he is considered a high-risk domestic abuse
perpetrator

Mother despite making an initial complaint to the police and fleeing the relationship did not want to
pursue the complaint or with domestic abuse services.

Mother is refusing for her partner to move out of the home.

Lajos also has offences for sexual assault and neglect of a minor.

Lajos' medication are benzodiazepemes- this is not a long-term solution to addressing any mental
health needs.

Hanna has disclosed Lajos tracking his mother’s location.

Csaba is not acting protectively and appears to be not acting to safeguard Hanna.

He also appears to have an association with Lajos travelling together to Hungary recently.

Hanna is very impacted by all of this and appears emotional and anxious/scared.

There are no longer any bail conditions prohibiting any contact.

Complicating factors:

-The family do not speak English; which can be a barrier to communication.

-Hanna's mother, father and stepfather all live together in the home.

-Lajos and Csaba's relationship is not well-understood, they appear to be associates as they travelled
from Hungary together recently.

Hypothesis:

Mother is caught in the cycle of abuse and this is a period of 'reconciliation'; however, this is not
long-lasting.
Wider family are protective but fearful of the repercussions if they were to not allow Lajos to enter
the family home.

Analysis:

This family became known to CSC a few weeks ago when Hanna's mother fled her relationship with
Lajos KOVACS as it emerged that Lajos was a high-risk domestic abuse perpetrator and emotionally
abusive towards Hanna and her mother.

He had made threats to kill Hanna and her mother and is said to be extremely controlling.

Attaline took Hanna to a hotel until Lajos returned home to Hungary.

Lajos was arrested and given bail conditions.

3 days later, Lajos eventually returned home to Hungary and therefore Hanna and her mother
returned to their family home.

The case was closed to CSC as mother declined any further support and the family were deemed to
be safe whilst Lajos no longer resided here.

On 10th May, Hanna disclosed to school that her stepfather has returned to the family home.

This was evidently extremely distressing for Hanna and she is very concerned that Lajos will exhibit
his previous abusive behaviours and her and her mother will be at risk.

Enquiries have established that Lajos remains in the family home and plans to reside here
permanently as Attaline has resumed her relationship with him.

Father (Csaba) appears to have a limited role in all of this, and though family have shared their
concerns about Lajos and the risk he poses, all appear to have accepted him back into the home.

It is also known that Csaba and Lajos appear to have a close relationship, as they have flown to
Hungary together in the past.

Police checks indicate Lajos has 2x convictions for sexual assault and 1x of a minor.

Limited details are known of this; however, the sexual risk to Hanna has also been considered.

If true, the risk to Hanna is not only the exposure of domestic abuse in her mother's relationship, but
potentially a risk of sexual harm.

When asked about Lajos' past, mother claimed

that Lajos does not have any previous history of criminal convictions; however, the information from
police clearly states otherwise and wider family believe that Attaline knows this, raising concern for
her capacity to protect.

It also raises concern for Hanna's father, Csaba's, capacity to protect.

Hanna is saying things are better now Lajos has come back, and she advised Lajos is on a medication
to stabilise his mood.
However, Hanna is concerned about her Lajos stopping this medication and becoming unstable
again.

Furthermore, Hanna has advised she is concerned for her mother's safety, as her stepfather is
tracking Attaline's location via her smartphone, meaning she couldn't leave again if she wanted to.

This raises serious concern for ongoing coercive control and potentially stalking/harassment.

There is evidently an ongoing safeguarding risk to both Hanna, her mother, and potentially others in
the home.

Hanna has a wellbeing worker at school and has spoken with professionals to share her worries,
which is extremely positive.

There is a safe plan in place that Hanna will not have any unsupervised contact with Lajos and her
mother will contact the police if she is concerned for her or Hanna's safety.

Hanna has clearly stated she does not like being on her own with her stepfather.

Hanna has further disclosed that there have been occasions in the past where she has wanted to
contact the police but her mother has told her not to, raising concern that Attaline would not follow
this safe plan.

Conclusion and Recommendations:

Information gathered during this enquiry evidences that Hanna is at ongoing risk of significant harm
whilst her mother's partner has contact with her and lives in the home.

Only three weeks ago, Hanna and her mother were deemed to be at high risk of physical and
emotional harm perpetrated by Lajos and he has quickly moved back into the family home after
what was understood to be a separation after significant emotional abuse towards Hanna and her
mother.

At this moment, we have a lack of understanding around Lajos' previous offences and the risk he
poses from this; however, the information gathered from wider

family and information from the police indicates Lajos has convictions for sexual offences and
neglect, which resulted in a lengthy prison sentence of 9 years.

This raises concern over mother's capacity to protect Hanna from harm, as well as father's, who, at
present, appears also unable to protect Hanna from harm by allowing Lajos in the home.

It is highly likely mother is caught in the cycle of abuse and may also be scared to leave the
relationship and she will need a large amount of support if she is to leave this relationship.

However, it is evident Hanna is experiencing ongoing emotional harm from her stepfather returning
to the home and therefore the impact is clear.

I would recommend that

harm to ensure her safety and wellbeing whilst her mother's partner lives in the home with her .

Hanna is assessed as being at ongoing risk of significant harm due to the domestic abuse in

her mother's relationship with Lajos and parents' apparent lack of understanding of the risk and
impact to Hanna.

There is a clear impact to Hanna emotionally who feels unsafe around Lajos and is fearful for her
mother also.

There are also unassessed risks in terms of Lajos' criminal history which need to be further
understood in terms of risk to Hanna.

There is therefore a need for a child protection plan to ensure a robust plan is developed as above
