1. HISTORY OF 3X3 BASKETBALL IN FISU
With all the sports options out there, why did FISU decide to work with the International Basketball Federation
(FIBA) to help 3x3 Basketball, nearly since the sport’s start? That’s easy, 3x3 Basketball is an ideal team sport for
student-athletes on the university campus. The beauty of 3x3 Basketball comes from its simplicity. The game
is played on half a court, with one hoop. There’s no halftime, no quarters, and the energy limits are always on
maximum. Games are played outdoors, surrounded by music, entertainment and cheering fans. 3x3 Basketball is
a game pretty much everyone can play, anywhere in the world. The sport is tailor-made for university students.
Each game lasts a maximum of 10 minutes. There’s a 12-second shot clock, ensuring teams take risks and attack
the rim. With teams composed of three players plus one possible substitute, it’s easy to field a team. It´s just play-
ers playing as no coaching is allowed during a match. The simplicity of the 3x3 game stands out: all you need are
a hoop, a ball, some teammates, and a little competition. There is not even a mandatory surface; a tournament
can take place on concrete, asphalt, on existing or temporary courts. Bringing sport to the center of university
campus life was the goal FISU set out to achieve with the Cup and 3x3 Basketball. The Cup has delivered.
FISU’s history in the 3x3 game goes back to just about the official start of the sport in 2010; both the first and
second World University 3x3 Basketball Championships were attributed in May 2011 to the University Sports
Federation of Serbia and of Brazil, respectively . In 2012 the championship took place in Kragujevac (SRB) and in
2014 in Salvador (BRA). Since this start, FISU has played an active role in promoting 3x3 Basketball around the
globe. In 2015, the 3x3 Basketball is organised as a Cup with university teams. The first six editions were organ-
ised in Xiamen, China on the Campus of Huaqiao University.

3. SPORT REGULATIONS
a) General terms
The 3x3 Basketball tournaments shall be organised in accordance with the most recent technical regulations and
rules of the Federation Internationale de Basketball (FIBA). In any dispute, the English text shall be regarded as
authoritative.
For 3x3 Basketball, athletes must be at least 18 and less than 25 years of age on January 1st in the year of the
event; Only players that are registered with a confirmed profile on https://play.fiba.3x3.com/ may participate in
the event.
The programme and duration of competitions shall be fixed by the FISU in agreement with the Organising Com-
mittee and the ITC. The competitions shall last three (3) days and include the following events:
• one (1) men’s tournament: 12 teams;
• one (1) women’s tournament: 12 teams.
Individual contests shall be organised as part of the Cup: a dunk contest for male players and a shoot-out contest
for female players.
The tournaments shall be organised at an outdoor venue covered by a roof/canopy system. An indoor venue shall
be available as a backup venue in case of adverse weather conditions.
Each university may enter a maximum of five persons per team: four competitors and one official. Only the cost
of the four players will be covered by the OC.
At the first General Technical Meeting, the Head of Delegation or his/her representative shall confirm and sign
the official list of competitors accredited by the CIC. After the Technical Meeting, no more changes to the roster
shall be possible.
b) Pre-competition procedure
i) Qualification
The participation in the UWC will be gained by qualification through the tournaments organised by each CUSF:

4. AUSF - Asia
5. FISU Oceania - Oceania
For the 2022 FISU University World Cup – 3x3 Basketball, the existing rules apply for team selection:

All the 3x3 Qualifying Tournaments must be organised before the 31st July 2022.
The remaining slots will be distributed through the eligible QTs based on the continental ranking, the D’Hondt
method and via FISU wildcards:
*1 slot per CUSF QT winner. Only if the QT comply with regulation 1.a
**Continental ranking is built based in the results of the last 2 editions of the respective event. Slots will be communicated to the respective CUSFs
***If a QT doesn’t comply with Reg 1.a the remaining slots will be allocated via the continental ranking, the D’Hondt method and/or FISU wildcards.

iv) Draw
Team and pool seeding will not be done through a draw but will be done automatically according to the Official
3x3 Basketball Rules. Teams will be seeded according to a snake-format according to the aggregated ranking
points of their 3 best-ranked players. In case of a team having zero ranking points, the FIBA 3x3 EventMaker
application will seed the teams randomly.
The Organising Committee must provide full support facilities, for exclusive use, as approved by the FISU Techni-
cal Committee Chair (TCC). The FIBA Regulations and FISU Minimum Requirements must be followed.
The Organising Committee must provide suitable facilities to stage the 3x3 Basketball competitions as approved
by the 3x3 Basketball TCC. The FIBA technical regulations shall be followed.
The Organising Committee shall send to FISU the complete layout of the venue with the training and competition
area and the details of the off court area.
1. 1 warm-up court and one competition court both with lighting system (competition court with 1200 Lux)
3. Two training courts with lights; training courts can be in a separate basketball indoor facility
1. Athletes’ area:
The athlete area shall be close by an access control with a minimum of 30 square meters. This area must contain
food (snacks and fruits) during the whole competition and fresh refreshments. The results of the event must
be visible from the athletes’ area. Wi-Fi must be available; comfortable seating (beanbags; sofas, chairs) and TV
showing the broadcast of the competition are recommended;
2. Locker rooms:
Minimum two locker rooms per gender with a minimum of 10 square meters. This area must be restricted access;
3. VIP area:
The VIP area must contain at least 20 seats;
4. Entertainers area:
This area must be restricted to the Cheerleaders and other entertainers; enough space for the entertainers to
get dressed; basic supply of refreshments;
5. FISU area:
This area is restricted to the CISCA and FISU representatives. Dedicated Wi-Fi must be available;
6. Media Tribune:
prime tabled media positions and facilities must be provided for the media. These positions are located for the
media representative to have a better view over the competition and information sources such as scoreboards.
Facilities must include:
• all positions must be well covered and well located without pillars or other objects obstructing the view;
• access to international internet (cable and Wi-Fi) with sufficient bandwidth;
• access to sufficient uninterrupted power supply;
• appropriate access and circulation for photographers and host broadcast crews;
7. Photo Positions:
additional attention must be paid to set up photo positions as part of the venue media facilities. Photo positions must
be chosen with a direct view on the athletes/sports on the field of play, while access to the media tribunes should
be considered. In addition, photo positions for awarding ceremonies need to be structured so that both TV and pho-
tographers can obtain images/photos without being obstructed by officials, flowers etc. All photo positions must be
presented for FISU approval. Apart from the photo positions, accredited photographers are also allowed to take photo
from empty spectator seats without disturbing any spectators during work;

Minimum two toilets per gender on the venue with restricted access to the athletes and OC’s staff;
b) Staffing
Venues staff
Venue manager: A dedicated person, english speaker or accompanied by a interpreter at all times; at venue at
all times during set-up, training, competition, rehearsals, must be responsible for ensuring that the place meets
all the requirements of the competition. Is the person in charge of all the support staff, meaning that he/she will
oversee that everything is ready for a game or training in terms of:
– Conditions and readiness of the changing rooms
– Medical room, staff and ambulances
– Protocol flags and branding
– Security staff, restricted areas and checks.
– Reserved seats, press area and VIP areas.
• Support staff: Assist the Manager in delivering the training/game. Normally, they’ll be allocated to different
functional areas and will have the support of volunteering staff. The usual minimum staff will be:
– Press/Media liaison
– Security staff
– Medical staff
– Ball boys. Minimum four per game
– Interpreters. To assist teams, referees, technical staff, media…
Technical Staff:
• FISU TCCs.
– Appointed by FISU in cooperation with FIBA.
– Overviews the competition (results, statistics, bulletins…)
– Amend and approve the competition and training schedules proposed by the OC Competition Manager
– Deal with the Disciplinary Reports:
• Extracting disciplinary records from the Referee Game Reports.
• Collating all game disciplinary matters.
• Presenting the discipline record and disciplinary recommendations to the TCC on each competition day.
• Maintaining an accumulated list of disciplinary cautions.
• Maintaining a disciplinary record for each competing team.
• Preparing notification letters of disciplinary action, suspensions etc.
– Gives advice and have last work on all competition related decisions
c) Equipment
i) Competition venue
The use of FIBA approved sports equipment is mandatory. The following equipment is needed:
• Official game balls;
• LED screens to be used as scoreboards (1 LED screen with min. 3m x 2m and 1 LED screen with min. 55’’)
• Backstop units on main and warm-up court;
• Outdoor shot-clocks
• Outdoor flooring
FISU is responsible for providing the competition balls. The name, model, manufacturer must be recognised by a
FIBA certification. This ball will be used for competition and training.
Training equipment: 15 Training balls minimum in each venue– correctly inflated (7,5-8,0 psi).
A meeting room with a capacity of 20 persons shall be available for the referee courses each day. The room should
be fully equipped for presentation with video and sound system.

b) System of competition
i) Competition Format
Teams will be split in pools of four teams and play a round-robin phase followed by an elimination round. Only
gold medal and bronze medal games shall be played. All other teams will be ranked according to the Official 3x3
Basketball Rules.
ii) Contests

• Women only

Protests
The players shall write an explanation on the reverse side of scoresheet & sign it before the game is closed by
referees.
Only
• On an error in scorekeeping, time-keeping or shot clock operations, which was not corrected by the officials.
• Decision to forfeit, cancel, postpone, not resume or not play the game.
• Violation of the applicable eligibility rules.
• No protesting of judgement calls
Any protest of a sport or disciplinary nature must reach the TCC through the referee. Such protest must be done
according to the procedure in the UWC General Regulations.
The winners of the men´s category will qualify to a Masters of the FIBA 3x3 World Tour in the following year un-
less communicated differently by FISU. The FIBA 3x3 World Tour Regulations will fully apply.
Teams shall be aware that they shall play with a roster that will allow them to compete in the FIBA World Tour. In
particular, the team should play under the university name (the one of the UWC Final). If a team is already playing
in the World Tour, FISU can invite the silver medallist to participate to the World Tour.[JC2]
The team will have to keep minimum two of the four players playing at the Cup Final on the extended roster for the World
Tour Masters that they qualify to. FISU will cover the travel costs for four players only to the FIBA 3x3 World Tour Mas-
ters, while the staying costs for the four players at the Masters will be picked up by FIBA. Any costs for additional persons
travelling with the team shall be on the team.
c) Training
i) Training schedule
The training sessions schedule should be drawn up by the FISU Technical Committee Chair together with the Or-
ganising Committee Competition Manager and provided to the participating teams as early as possible to make
the planning as smooth as possible.

• The schedule will be included in the Event guide and bulletins and provided to the participating teams as
