SUMMARY

This paper aims to present port users and service providers.

Port users are those who use the port as part of the process of moving goods and
passengers from a particular origin location to a particular destination location. These
movements are referred to as cargo and passenger journeys. In order for a transportation
trip to take place, two parties must agree: (1) carriers, e.g., shipping lines, railroads,
trucking companies, and ferry companies, must be willing to transport goods and
passengers, and (2) shippers. And passengers must be willing to offer their goods and
themselves to carriers for transportation. If either party does not agree, carriage will not
take place. Port users are therefore carriers, shippers and passengers who use the port to
organise cargo and passenger journeys.

Port service providers are those who provide services to the users of a
port. The main port service provider is the port terminal operator who operates one (or
more) of the port's maritime terminals. Other service providers include, for example,
ship agents, freight forwarders and customs brokers.

In this respect the first chapter describes the types of carriers using port facilities
and import-export operations.

Chapter II gives an overview of the operating options, the use of resources and
congestion, and the costs of the port operator.

The port operator is the main service provider in the port. If a port has several
terminals, there may be separate terminal operators for each terminal. The port operator
is the company responsible for the movement of goods and/or passengers through the
port, i.e. for creating the transit capacity of the port. Cargo can arrive at the port by land
(train, truck) and inland waterways (barges) and leave the port by sea or vice versa. In
the case of transhipment, goods arrive in a port by one vessel and leave the port by
another. Passengers can arrive at a port by car or by a transport-for-hire service (e.g.
taxi) and then leave the port by ship or vice versa.

Chapter III entitled ,, OIL TERMINAL S.A." is the main substance of the paper.
Here we have dealt with the presentation of the terminal, its services.

Oil Terminal S.A. is a strategic location in the Black Sea area. The company Oil
Terminal S.A. Constanta is the largest operator on the sea, specializing in the
transportation of crude oil, liquid petroleum and petrochemical products and other
products and raw materials for import, export and transit. At the same time, it is one of
the largest oil terminals in south-eastern Europe.
