OBJECTIVE:

The objective of the case study is to explore program management within the Social Security Administration
(SSA), the Bureau of Indian Affairs (BIA), and the Federal Aviation Administration (FAA). This report
summarizes the high-level findings and common themes that emerge from these studies, with implications for
greater adoption of OPM practices to improve project and program management across government agencies.

Pros:

Strong Leadership Capabilities:

The portion leads to communication management and tracking of activities in SSA, BIA, FAA organization
project management

Commitment to OPM
SSA core objective was to commit trained resources throughout the shared agencies

BIA objective was to avail lead project management introduction in program that core theme was to
maintain low and order situation

Executive and Senior Level Support

FAA Adhoc executive support in various occasion to build relationship and confidence for lower
management in project/Program e.g knowledge sharing and training

Effective Training Programs, Ongoing

Coursework and Certifications

SSA certified trainer provide training if we consider BIA as a trainee of SSA they trained BIA agencies
member to ovoid cultural missteps in order to get acceptance of program

Transparent and Effective

Communication:

“56 percent of
unsuccessful projects
fail to meet their goals
due to ineffective
communications.”6

A commitment to regular, effective communication proved essential

to the success of the three programs. Communications included
weekly meetings, or calls, and site visits as well as less formal,
impromptu meetings.

Teambuilding and
Stakeholder Engagement

This communication gap also highlighted in above section regarding BIA, Team engagement builds trust
and reduces misunderstanding

CONS:
As the employee population was increasing the training against violent crime measures(tangible Resource
consuming) and social adaption culture was challenging

Limited funding

Resource handling was one of the major issue because of finding and utilization of funding prior to
program and portfolio then resources self benefits in case of retirement as well as large staff
accommodation

Awareness regarding the project and program management is necessary factor therefore less familiarity
with program/project was creating issues in training and experience sharing wastage

Project management tasks and strategic management are co related but there was misconception
between this area among lawmakers and govt agencies
