All these options are gathering pace, and the prioritisation of one versus the other are a function of technology maturity, national priorities,
infrastructure available, and time.
The biodiesel story, however, has been a study in contrast and has failed to take off. Some of this has to do with the fact that India has been
historically deficient in vegetable oils & fats, and diverting virgin edible oil to fuel use was never an option. The lack of a sizeable and organised
food processing industry has also limited the availability of used cooking oil (UCO) – a more sustainable feedstock compared to virgin oils – and
made the logistics of mopping up whatever is available very challenging.
Sales of electric vehicles (EVs) – both as solely battery-powered ones or as hybrids that also include an internal combustion engine – are
rising sharply, but from a very small base. Two-wheelers dominate much of EV sales in India now, and that is unlikely to change very radically
in the near future, though the number of four-wheelers will also rise as consumer confidence improves and new models are launched.
But the challenge for India to go down the EV route is the lack of an integrated ecosystem for battery making. What exists is largely assembly
infrastructure, with all core elements imported. This is not a comfortable situation – one worsened by the fact that India also lacks access to
several mineral and other material resources, including, but not restricted to lithium, cobalt, nickel and copper. Much has been made about the
recent discoveries of lithium resources in Jammu & Kashmir and Rajasthan, but it is a long way before these claims are validated, and, if found
to be commercially viable, commercially exploited.
Unlike in the EV arena, India seems better placed with respect to its ability to make green hydrogen – by the electrolysis of water using
renewable elecricity (RE) – competitively and at scale. While no project of commercial size as yet exists, the intent of large corporations with
deep pockets – such as Reliance Industries Ltd. and a few others – can be seen as a validation of this option to power not just transport, but also
several other hard to decarbonise industrial sectors. Recent analysis shows that with the cost of RE down to very attractive levels, the techno-
economics of green hydrogen in an Indian context could be compelling. RIL, for instance, has set a target of producing 1-mt of green hydrogen
within one decade at a price of $1 per kg (from about $5 now), mirroring an aspirational goal set by some other developed countries as well.
How these technologies will jostle with each other in the years ahead is as yet unclear and policy makers are well advised to be flexible in
the horses they bet on.
There are two other transportation forms that are even more challenging to decarbonise – maritime transport and air transport – and both
are seeing several developments, including in India.
Maritime transport
The global maritime shipping industry has traditionally relied on carbon-rich fuels, notably high sulphur heavy fuel oil (the single-most impor-
tant), low sulphur fuel oil, marine diesel oil and marine gas oil, to power its engines and for other port-side operations. It is estimated to account
for about 2.5% of global CO2 emissions, as also a disproportionately large share of emissions of sulphur oxides (SOx) and nitrogen oxides (NOx).
But international regulations, including those set by the International Maritime Organisation (IMO), is driving rapid change in the fuels used.
The regulations mandate rapid shifts to low-sulphur fuels (to minimise SOx emissions), and set targets to reduce the carbon footprint by 40% by
2030 (compared to 2008). While many shipping lines have made the shift to using low-sulphur oils, others have set about installing scrubbers
and so continue to use the cheaper, high-sulphur ones. LNG has been touted as a cleaner fuel, but it still accounts for only 2-3% of fuel use in
the shipping industry. While it does have the advantage of lower NOx and SOx emissions, there is the issue of leakage of methane (‘methane
slip’) – a much more potent greenhouse gas than CO2 – especially when not combusted in engines made to burn this fuel.
Volumetric energy density is a key consideration for shipping, and shipping economics are challenged by low energy density and conversion
efficiency (relative to LNG) of the alternate fuels mooted – methanol, ammonia, and hydrogen. All the three hydrogen derivatives deliver signi-
ficantly lower energy than LNG, but nevertheless the regulatory push to decarbonise will see their greater adoption in the future. It is pertinent
to note that the current shipping orderbook is still heavy on existing technologies – with LNG-fuelled vehicles alone accounting for about 70% of
new ship-building orders. Only about 15% of new orders are ammonia-ready and even less are methanol-based or methanol-ready.
While ammonia has the advantage of producing no CO2, SOx or particulate matter when burnt in an engine, NOx emissions can be substantial,
unless addressed by tweaking combustion conditions (e.g., air-to-fuel ratios), and by the deployment exhaust gas recirculation systems and
catalytic converters – all of which translate to higher costs of operations.
While the shipping industry has started transitioning, many hurdles remain. Experts believe that while methanol may come to be the favoured
alternative in the short-term, the long-term winner is likely to be ammonia. The Methanol Institute, a lobby group for the industry, expects that
by 2050 shipping could use as much as 38-mt of renewable methanol and 183-mt of renewable ammonia.
Sustainable aviation fuel (SAF) – a drop-in fuel blend – is widely seen as a way to achieve these goals, but needs to synthesised from
renewable or carbon-sink sources such as biomass, organic wastes, or emitted carbon dioxide, ensuring that in their making and use there are
minimal (ideally, none) net emissions.
SAFs is co-produced in the process to make renewable diesel (RD) by hydrotreating vegetable oils, animal fats and UCO, with the proportion
of either fuel tailorable to some extent to meet market needs or optimise revenues. This process is very different from the trans-esterification one
conventionally associated with first-generation BD production, which produces fatty acid methyl esters (FAME) – a fuel that contains oxygen,
and hence is unsuitable for use in aviation.
A more challenging route to SAF involves reacting captured CO2 with green hydrogen to produce fuels that can then be cracked and
hydrotreated to produce SAF at high efficiencies.
The CSIR-Indian Institute of Petroleum (CSIR-IIP) in Dehradun has developed technology to make SAF via the first route, and has conducted
pilot trials in partnership with local airlines and even the Indian Air Force. But scaling up will pose several challenges not the least of which will
be building the supply chains to ensure feedstock availability. Extensive cultivation of oil crops needed specifically for SAF production at a large
scale, will involve trade-offs with food & water security, health & nutrition and land use changes, and seems a non-starter in India.
It is therefore no surprise that Indian Oil Corporation, India’s largest refiner and ATF supplier, is looking at an alternate route to SAF. It has
partnered technology company LanzaJet for the latter’s ‘ethanol-to-ATF’ route for a large-scale (85,000-tpa) SAF plant, which project could also
see some of the local airlines taking a stake. If successful, it will could well represent the largest supply-base for SAF, but still one that pales in
comparison to the annual demand for conventional ATF, which is estimated at 7.39-mt in FY23 and forecast to reach 8.61-mt this year.
Unlike RD, SAFs are not yet approved for use as a complete replacement of ATF elsewhere in the world, but their blends of up to 50% have
gotten the nod from aviation industry regulators who are justifiably a careful bunch. India has yet to mandate any SAF requirement for airlines
operating here, and is probably waiting for some assurity of steady supply at scale before going about the task.
