SUBJECT : WORKSHOP ON THE DEVELOPMENT OF DRUG-FREE
LEARNING INSTITUTIONS

In accordance with the pertinent provisions of Republic Act No. 7722 otherwise known
as the Higher Education Act of 1994 and in support to Executive Order (EO) No. 66,
8. 2018 - Institutionalizing the implementation of the Philippine Anti-lllegal Drugs
Strategy or the PADS, the Commission on Higher Education (CHED) in partnership
with the Dangerous Drugs Board will hold a two (2)-day Workshop on the
Development of Drug-Free Learning Institutions
This activity is aimed at developing a roadmap for drug education and prevention
programs in higher education that conveys the CHED and PADS strategic direction
for the next five (5) years. The roadmap intends to guide, stimulate innovation, and
motivate HEI key personnel to be more active in the implementation in its policy
direction, development strategies/initiatives and interventions, creating a more
relevant, and responsive drug education and prevention programs for students of
higher education institutions.
Specifically, the project aims to:
a. Conduct a situational analysis through stakeholder consultation to determine
the current state of the program and determine urgent and possible policy
directions
b. Identify gaps and challenges as regards policies and implementation
c. Propose policy direction, development strategies/initiatives and interventions
Participants for this activity are CHED Regional Office (CHEDRO) Directors, CHEDRO
Coordinators on antiillegal drugs and Guidance Counselors/Head of the Student
Affairs and Services to be able to gather their current practice and experience in
implementing drug education and prevention in the HEIs to come up with a
comprehensive plan of programs/projects and activities.

Food during the activity shall be provided by CHED. Funds for food and
accommodation of the CHEDRO participant/s shall be charged against the OSDS-
MOOE funds subject to the usual government accounting and auditing rules and
regulations. Participants coming from the HEIs shall have to make arrangements to
charge their accommodation and travel expenses to their respective
institutions/agencies.
Regional Office Coordinators are directed to coordinate the participation/confirmation
of the HEI representatives in their concerned region by registering in the link provided
