Annexure A

Guidelines for hiring of manpower (Scientific & Research/ Technical/ Administrative), new
project positions and revised salary structure of project staff under various Sponsored
Research/ Industrial Consultancy project/ Institute project.

1. Appointment through Selection Committee:


Preparation of Draft Advertisement
a. Principal Investigator (PI) will send the draft copy of advertisement and propose the
Selection Committee to the Dean (R&D) for approval.
b. Form No. 301 is to be used for approval of Selection Committee.
c. The Selection Committee for the position to be advertised should be constituted as per
the approved norms (Refer to point 3 below).
d. The qualifications for the position advertised must match the norms of the agencies
sponsoring the project or as specified in the project documents. If the concerned agency or the
project is flexible in the appointment of staff, then the qualifications as specified within point 8
will be followed.
e. Dean (R&D) will approve the draft advertisement and return it (original copy) to the PI for wider
publication.
f. PI/concerned department will send the word file (.doc/ .docx/ .rtf format) of the approved draft
advertisement mail to: webmaster@iitk.ac.in for publishing through webmaster of the institute.
g. The advertisement will be posted on the institute website for at least seven working days.

2. Screening of Applications
Selection by short listing the applications
a. Once the advertisement is published, the PI and the concerned department will directly
receive the applications from the candidates.
b. PI (along with the Selection Committee, if required) can shortlist the candidates for the
interview.
c. The PI will inform the shortlisted candidates through e-mail/letter to attend the
interview at least seven working days in advance.

(Or) Walk-In Interview


a. Alternatively, the PI with the approval of Dean (R&D) can hold/conduct a walk-in-
interview.
b. The time, date and venue of the interview in case of walk-in-interview must be clearly
mentioned in the advertisement.

3. Constitution of the Selection Committee


The Selection Committee should be constituted as follows:
a. Scientific & Research Staff: For the posts of Project Post-Doctoral Fellow, Project Executive
Officer, Senior Project Executive Officer, Senior Project Scientist, Senior Research Analyst,
Senior Computer Analyst, Senior Project Engineer and Research Associate- I/II/III.
Administrative Staff: For the Post of Senior Project Manager.

i. Dean, R&D or his nominee Chairman

ii. Head of the concerned department/ Coordinator or his nominee Member

iii. One faculty member Member

Technical Staff: For the post of Project Technical Officer, Project Technical Supervisor, Project
Technician, Senior Project Mechanic and Project Mechanic.
Administrative Staff: For the post of Project Manager, Deputy Project Manager, Assistant
Project Manager, Project Assistant, Field Worker, Project Multi-skilled Worker level 1, 2, 3.

4. Interview
a. Interview will be convened by the PI in consultation with other members of the committee.
b. Selection Committee report should be sent to the Dean (R&D) in Form No. 302 with enclosed
comparative statement of candidates applied, called, attended, copy of original approved draft
advertisement and selected candidate's document details etc. for DORD approval.

5. Final Selection/ Appointment


a. Selection Committee report (Form No. 302) will be approved by the Dean (R&D).
b. Offer of appointment letter for the selected candidate(s) will be issued by Officer-in charge,
DORD.
c. The appointment will be purely on temporary and contractual basis initially for a period of three
years or end of the project, whichever is earlier. The same can be extended if required up to
another two years or until the end of the project (whichever is earlier) on the recommendation
of PI and approval of the DORD.
d. The offer of appointment shall be emailed to the concerned PI for further information to the
selected candidate(s).
e. If the offer of appointment is accepted by the candidate, then he/she will submit his/her joining
report to the Dean (R&D office).

f. Joining of the candidate will be after complete verification of the documents of the candidates
with regard to their educational qualifications and experiences etc. Verification will be done by
R&D office.
g. R&D office will complete the joining formalities and allot a Personal File Number (PF No.) to
the candidate.
h. It is mandatory to sign an agreement in the prescribed form by the candidate as part of the joining
formalities.

6. Other terms and conditions (For appointment through Selection Committee)


a. In case of satisfactory performance, there can be one increment on completion of one year.
However, in case of deserving and excellent performance, there can be up to two increments for
each year or one increment at the end of six months based on specific recommendation and
justification provided by the PI.
b. The maximum continuous length of service for a project employee in a particular project or
several projects shall not exceed five years in the institute.

• If medical leave (without pay) exceeds beyond 15 days (for ad-hoc appointment) and 30 days
(for appointment through Selection Committee) at a time, such period of absence shall be
counted as discontinuation of service and a new incumbent may be inducted in his/ her place
through the process of Selection Committee.
• Un-availed leave shall not be carried forward to the next year.
• Encashment of balance un-availed annual leave shall not be applicable.

• Leave records leave will be maintained by the concerned PI/ Dept.
• Medical leave will be forwarded and recommended by the PI to DORD Office for approval.
d. House Rent Allowance
• If the funding agency provides HRA, then the HRA can be claimed by the staff only if they
reside outside IITK campus in a non-government accommodation.
• No accommodation will be provided to local (Kanpur city) candidates in IITK campus.
• If recommended by the PI, additional HRA can be offered as per funding agency norms. This
is applicable only if the concerned project staff stays outside the campus.
e. OPD facility for self is available at Health Centre IITK without any reimbursement of the cost
of medicines. Any outside referral shall not be reimbursable. A medical booklet shall be
provided to each project employee.
f. Reimbursement of 50% to 100% of the premium payment (Subject to a maximum of Rs. 5000)
made to the Insurance company for accidental and Medi-claim insurance shall be permissible
from the concerned project on concurrence of PI.
g. For submission of new project proposals, PIs are advised to compute the manpower / salary
budget as per the revised salary structure.
h. No arrears or any retrospective implementation of revised scales are admissible under any
circumstances.
i. The existing salary range (SR1) and the new salary range (SR2) (Refer below to point 8)
shall be effective hand-in-hand. Generally new appointments shall be made in new salary range
(SR2) as per consent of the PI.
j. Migration (any change of project) of the project employee from one project to another project is
not admissible in any case unless approved by Selection Committee.
k. The maximum age limit for project employment is 60 years. It is 65 years for the retired
employees and 70 years for the retired faculty of IIT Kanpur.
l. The Project employees upon resignation or term end must get their no dues cleared within one
month from the date of the last day of working in that particular position.
m. Work experience certificate for project employees will be issued from the DORD office Any
other formats/ mode of certificate is not encouraged. Project employees or PIs are requested to
ensure the same. The experience certificate for any position must be obtained within one month
from the date of completion of the project.
n. Project appointment is co-terminus with the project duration and such records (appointment
related) are not maintained after the completion of the project.
o. Income tax shall be deducted for the salary/ remuneration / honorarium etc. being paid for
project employment / assignments as per GOI norms.
p. The appointment is subject to police verification of character and antecedents. Meanwhile
appointee will have to produce a character certificate at the time of joining
the duty from a 1st class Magistrate or a Gazetted Officer of Central/ State Government.

7. Ad-hoc appointments
a. Form No. 305 will be used for ad-hoc appointments. It should be duly filled and signed by the
candidate, forwarded and recommended by the PI.
b. Form No. 305 will be sent to the Dean R&D with the candidate biodata, self-attested copies of
qualifications and experiences etc.
c. After the approval of the Dean R&D, offer of appointment is issued to the candidate by Officer-
in-charge, R&D.
d. Joining report (Form No. 306) is submitted to the R&D office.

e. The tenure of ad-hoc appointment will initially for a period of six months and the same can be
extended up to five more months on recommendation of PI with the approval of DORD in
exceptional cases.
f. Therefore, for appointment through Selection Committee, the minimum time period should not
be less than 11 months.
g. Ad-hoc appointment is not applicable in some of the sponsoring agency such as BRNS/CSIR
etc. wherein selection of the employee involves the concurrence of the funding body.

8. Designation, Qualification/Experience and Salary structure for Project Staff:


a) Designation, qualification, experience and salary will be decided by the guidelines of the
sponsoring agency. In absence of the guidelines from the funding agency or in case of flexibility
allowed by funding agencies, the following table A, A1, B & C shall be applicable:

• If previous appointments have been issued based of SR1, the same may be followed.

9. Students working on projects
• The regular students of the institute may be employed in a project on full-time jobs/part time job
basis as the case may be, as Student Research Associate (SRA)/ Senior Student Research
Associate (SSRA) with the fellowship Structure:

a. Part time Jobs:


• These jobs may be offered to registered Under Graduate (UG), Post Graduate (PG) and PhD
students during their course work.
• The number of hours a student is permitted to work and the hourly rate of payment will be
decided by the following standing committees:
UG Students:
• Head, DUGC convener of the student’s department and PI.
PG Students:
• Head, DPGC convener of the student’s department and Thesis supervisor/PI.
• Recommendation of the standing committee, on Form No.401, duly signed by all the
members will be forwarded by the PI to the DORD for approval.

Terms & Conditions for IITK Students working in a project:
a. Student appointment is always applicable within a particular semester.
b. Students can either be appointed full time or part time as per the norms specified in point 9.
c. Students who are in full-time appointment will have to submit the joining report in Form
No.306.
d. Students in part-time appointment will fill the form No.402 every month filling the details of
hours spent every month and the same will be submitted for release of the stipend accordingly.
e. Dual Degree 5th year student shall be treated equivalent to the PG student category.
f. CPI is not required for the first semester MS Research & Ph.D (project sponsored) scholars.
g. Employment of a student in a project should not affect the status of student for academic and
administrative purpose. A student, for all purpose of leave, accommodation house rent etc., will
be governed by his/her student status.
h. Offer of student appointment will be issued by Officer-in charge, R&D.
i. Minimum CPI for employing students on Research Projects should be:
