2) Executive summary
Through the enactment of Republic Act No. 7796 otherwise known as
the “Technical Educational and Skill Development Act of 1994”, the
Technical Educational and Skill Development Authority (TESDA) was
established. This is to encourage the technical-vocational institution
in the skills development of the country’s human resource.
Its creation has given birth the various technical vocational courses,
along with the EVENTS MANAGEMENT SERVICES NC III training,
which aims to empower the TOURISM SECTOR by encouraging
participation and mobilization of the country’s human resource to be
nationally and globally competent. This competency-based training
course is designed to develop knowledge, skills, and attitude of
EVENTS MANAGEMENT SERVICES NC III graduate, in accordance
with industry standards.
As it is inevitable to continually evaluate the quality and effectiveness
of training program to ensure that it conforms to the need of the
industry, and to produce nationally or internationally competent
professionals. The training program evaluation aims to; effectively
enhance the skills of the trainees in EVENTS MANAGEMENT
SERVICES NC III competency standards. Investigate whether the
training activity needs to be continued or redesigned. In addition, this
is to evaluate whether the CBT layout and resource effectively improve
the trainees’ competency in EVENTS MANAGEMENT SERVICES NC III
underpinning knowledge, skills and attitude.
With the common evaluation method and tools, comprehensive
feedback was gathered. Pre-test and post-test result were collated,
interpreted and then treated.
Result analysis has led to the rejection of the null hypothesis. Hence,
the alternate hypothesis that “there are significant differences between
the pre-test and the post-test scores” is accepted. Significant increase
in the scores is evident. This means that the training evaluation
objective have been attained, CBT approach effectively enhances the
skills of the trainees in EVENTS MANAGEMENT SERVICES NC III, it
also improves the underpinning knowledge and appropriate work
attitude in the training. The CBT has increased the quality of the
training program in terms of attainment of the electronics industry
3) Rationale
It is evaluating the competency –based learning materials, the
facilities of the school, the industry –based on the job training, and
the performance and progress of the trainees in the program.
The purpose of evaluation of the trainees was to ensure the
effectiveness of a competency-based training program and the
acquisition of knowledge, which is one of the most important
components of training.
Pre-test and Post-test was conducted to measure the value-added
effectiveness of the program. This would also test the effectiveness of
the competencies bed training program. If any of the areas need to be
improved.
Objectives:
The following are the underlying objectives of the training;
1) To determine the effectiveness of a competency-based training
program and the competency base leaning materials used in
the EVENT MANAGEMENT SERVICES NC III.
2) To determine if the CBT approach effectively enhance the
skills of the trainees in EVENT MANAGEMENT SERVICES NC
III To gauge the knowledge if the trainees in the core
competencies in the training program of the EVENT
MANAGEMENT SERVICES NC III
3) To find out if the CBT approach effectively improves the
underpinning knowledge and appropriate work attitude in

This graph is generated from the pre-test and post-test scores of the
trainees. The orange line represents the post-tests scores. The blue
line represents the pre-rest scores. The orange line shows that it is
higher than the blue line which means that post-test scores are higher
than the pre-test.
Conclusion
If the absolute value of the calculated t-statistic is larger than the
critical value of t, we reject the null hypothesis. Therefore, there is a
significant difference between the score of the trainees during pre-test
and after undergoing the Competency Based Training program. Thus, it
can be concluded that the CBT approach can effectively enhance the
skills of the trainees as illustrated in the pre-test and post-test scores,
the training format worked well for the trainees and met the planned
learning outcomes. The trainees could see the relevance of the
knowledge, skills and attitude needed in the training program to the
actual work practice which was clearly indicated by a good post test
result. Furthermore, the training program do not need to be redesigned
rather it should be continued.
Recommendation
Based on the data gathered, the following are strongly recommended:
1. Ample time should be provided for the trainees for practice
2. Fast learners should be paired with slow learners.
3. Continue monitoring of the trainees inside (School) and outside
(industry) to better prepare them for the national assessment.
