Purchasing

Subject: Price Proposal to conduct Stack Emission Testing and Analysis


for your Air Emission Source Equipments.

Dear Sir:

In response to your request, we are pleased to submit herewith our best offer
to conduct air stack emission test and analysis of your Emission Source Equipment
for Two (2) units 300HP “Cyclotherm” Boiler with single smoke stack and no
water scrubber and One (1) unit 350HP “Cleaver Brooks” Boiler with single
smoke stack and no water scrubber at three (3) runs/stack located at the above
address.

1.0 SCOPE OF WORKS

1.1 Conduct Pre-Test survey/inspection on the actual construction set-up


of source emission equipments as per given survey form from DENR-
EMB in compliance with the requirements of DAO 2013-26 for Air
Emission Test based on the given picture and drawing by the client
upon receipt of Purchase Order;

1.2 Preparation of Test Plan for submission by the client to DENR- Reg.
XI upon signing of both client’s PCO representative and Accredited
Team Leader or Quality Assurance/Quality Control of accredited
testing firm fifteen (15) days advance before the on-site testing;

1.3 Supply of technical personnel, materials and equipments for the


preparation of absorbing solutions, to conduct Emission Test for
Particulate Matter (PM), Sulfur Dioxide (SO2), Nitrogen Oxide (NO2)
and Carbon Monoxide (CO) including Fyrite Analysis in accordance
with the US-EPA Methodologies specified in the “Clean Air Act” (RA
8749).
Below are the DENR Standard Procedure that shall employed in stack
emission sampling.

Method 1 Determination of sampling location and traverse points

Method 2 Determination of stack gas velocity and volumetric flow


rate.

Method 3 Determination of excess air and dry molecular weight for


O2, CO2 and N2.

Method 4 Determination of moisture in stack gases.

Method 5 Determination of Particulate emissions (PM) from


stationary source.

Method 6/8 Determination of Sulfur Dioxide (SO2) emissions from


stationary sources and analysis;

Method 7 Determination of Nitrogen Oxide emissions from


stationary sources at three (3) samples per run for a
total of nine (9) samples/ stack

Method 10 Determination of Carbon Monoxide emissions from


stationary sources and analysis.

1.4 Take video recording during Emission Testing as necessary


Conditions of testing in compliance with the DENR-EMB
Mandatory requirements.

1.5 Preservation of samples and submission to laboratory for analysis;

1.6 Preparation of all documents such as sampling data and analytical


procedure, QA/QC Procedures, and tables as follows; summary &
calculations of test results, sampling field raw and data sheet,
monitoring logsheet, calibration data, analytical data, test report
certification and chain of custody ;

1.7 Submission of complete Reports.

2.0 OBLIGATIONS OF THE CLIENT

2.1 Assign plant representative (PCO) to coordinate the activities of


Aeronics Inc. at site to provide us information relevant to the
preparation of sampling report (stack);
2.2 Supply of electricity, 220 VAC, 15 Amp;

2.3 Installation of stack sampling test ports (3” to 4” Ø) in accordance with


the DENR Standard;

2.4 Install provision for safety sampling protection such as platflorm with
railings, ladder with cage, I-bolt for monorail carrying 20 - 25 kls of
equipments and clip in accordance with the DENR Standard;

2.5 The Client shall operate the Generator Set of atleast thirty (30%)
operating load capacity for standby generator set and ninety (90%) for
continuous operations as per DENR requirement during the
performance of air emission testing.

2.6 Submit test plan prepared by the 3rd party testing firm to DENR- EMB,
Region XI, fifteen (15) days advance prior to the schedule of on-site
testing.

2.7 Allow Aeronics Inc. to bring camera/mobile phone or any form of


media to record the Source Emission Testing under our scope of
works stated in 1.4.

3.0 PROJECT COST:

For and in consideration of the above scope of work, our service fee shall be
as follows:

Note: Testing will be Simultaneous to TADECO.
 Aeronics will charge the client an additional cost of TEN THOUSAND
PESOS (Php 10,000.00) ONLY per day for every day of delay.

 Note: as per EMB Memorandum Circular 2016-008, if the source


emission equipment has twin (2) smoke stacks/unit it will be tested
individually. Result of three (3) runs for each of the two (2) stack shall
be averaged and treated as single source. Please confirm with us the
number of smoke stack to be tested per unit of generator set

** Please disregard notations if single stack.

4.0 TERMS OF PAYMENT:


> OPTION 1
Down payment : Fifty Percent (50%), upon on-site testing.
Balance : Fifty Percent (50%), will be deposit to Aeronics Bank
Account

Submission of Reports: Upon confirmation of bank deposit, the


Complete emission reports will be send thru
LBC or TOGO.
> OPTION II
Full Payment Dated Check/Cash upon completion of Testing
Complete Report will be sent thru LBC or TOGO

5.0 PRICE VALIDITY: Price is valid until June 29, 2023.

 Price is subject for confirmation after the price validity period due to
unavailability of controlled chemicals.

Note: Increase in price of Emission Test is due to some government rules


and regulations for the purchase of controlled chemicals; also
additional requirements to secure/ procure hazardous/controlled
chemicals,( PDEA Permit & PNP Clearance), and payment for police
escort during delivery of chemical purchased at the same time to
provide the establishment applicant security and unexpected or
sudden increase in laboratory reagents and solutions
6.0 PROJECT COMPLETION

Submission of Test Plan - Fifteen (15) days advance filing To DENR


Travel Time - Two (2) days
Onsite Testing - Two (2) days
Laboratory Testing - Eleven (11) working days
Preparation of Reports - Ten (10) working days
