Open High School Program (OHSS)
Reference: Open High School System
(Bureau of Secondary Education)
‘’It is an alienable right of every individual to receive education which will enable him/her to become
productive citizen. The constitution, recognizing this right, explicitly mandates that every individual re-
gardless of age, sex, and race, political or socio-economic status must enjoy access to quality and relevant
basic education. To this end, the Bureau of Secondary Education has designed the Open High School Sys-
tem, as an alternative delivery mode of secondary education. Out-of-school youth of high school age now
have a greater chance of finishing their studies even outside of the formal school structure.’’
The program is open to Filipino learners of high school age who can demonstrate capacity for inde-
pendent learning and are willing to undertake self-directed learning. Learner applicants shall present any of the following require-
ments:
 High school report Card (in case of drop-out)
 Elementary Report Card (for high school entrants)
 PEPT qualifying certificate
An interview shall also be conducted with parent/guardian to give the school a complete profile of the learner’s socio-
economic, health, and psycho-social background.
For the first semester of the school year, the learner shall be expected to report to the teacher/adviser and the subject area teach-
ers on a weekly basis to establish learner’s readiness for independent study. This shall be subsequently reduced to a monthly consul-
tation during the second half of the school year when the learner has demonstrated capacity for self –directed learning. Whenever
possible, all learning resources other than modules and textbooks shall be made available to learner.
Toribio Minor National High School is now on its 8 th year of the implementation of the Open High School Program (OHSS) in
the locality. This program seeks to provide an alternative learning system to high school students who cannot go to school regularly.
Students who are working part time after school hours and most often tired to attend classes can grab this opportunity.” Education is
continuous process of acquiring skills, knowledge, habits, and attitudes of individuals.’ It does not end when we are old and get mar-
ried. Our young and teen-aged mothers who have the strong desire to finish their high school education are the first clients of the
modular study. There are a lot of opportunities in education that can help our out-of-school youth enhance their basic educational
skills. This school year 2014-2015, the school has identified six students (6) who will graduate this March 2015 under the Open
High School Program. Please now avail the alternative secondary education in Toribio Minor National High School by the Depart-
ment of Education. Educating the people is our foremost concern. Go! OHSS

K-12 Stairs to your dream or to dim?
Khristle Kaye P. Lanutan
K-12 is the new program for education. It means that “School” life in the Philip-
pines is now 12 years. “That’s so tiring!” a lot of teenagers said, but is K-12 really tiring or
just inspiring?
A lot of us find it tiring because of the two years added. But many also said that those
two years are MIRACLES! Because when students will just pass the exam that will be given by the TESDA,
there’s a possibility that they can go abroad immediately! That’s so AMAZING! Not only is the program new
but also the books and their thoughts. The academics are more advancing but easier! For geniuses, they said.
But many of us also, hate K-12 because aside from the two years added, THE PROJECTS! They are
worried because of the millions of projects, figuratively speaking. There are also teenagers that cannot do their
house chores, the reason why? It’s simply because they are very busy making their projects! They always
blame K-12 because of those things!
No! Please stop blaming K-12 because of those things. SOME OF THOSE projects are just given by
your teachers; there are some times that those are not even instructed in the book. They must learn how to di-
vide projects, activities, and assignments! For example, first day will be the first teacher; the next day will be
the second teacher. And they must stop giving projects during Fridays because weekends must be the days for
them, for us, to rest.
So, don’t blame K-12 but also blame your teachers, just share your side or suggestions to your teachers,
and if your teachers will be really out of control, learn to accept those activities, learn how to manage your
time, and instead of worrying about those things, just concentrate with your projects and don’t forget to thank
your teachers for the training.
K-12 will never put you in dim; it’s an adventure towards your dream! K-12 is not tiring, it’s just
INSPIRING!

K-12: More Job Opportunities

Charles Audrey B. Calacala

Why is there an urgent need to change our educational system?

Philippines is now in danger of losing neighbors in the ASEAN region like Thailand,
Malaysia and Indonesia as they are stepping up their K-12 English Curriculum.
K-12 Basic Education System globalizes our graduates. Though it’s expensive but the numerous failures
will far outweigh the cost of educating the children. A new K-12 Curriculum equips the students for more job
opportunities. Since most of the students graduating from high school does not step to college. They could not
also find a job because they are not well equipped and skilled. They end up jobless and add up to the millions
of unemployed waiting for organizational charity and support from the government. They are still supported
financially by non-government organization charities. So, it is more expensive to maintain and support the
jobless than adding two more school years.
We may not only wish for a miracle cure that will instantly heal the problems affecting basic education
because there is no single solution to improve the whole system.
We hope our government could use the budget properly so to produce the best teachers to improve the
quality of teaching and thereby hone the best students in the future.
Equality for the LGBT Community
Jehan Kayle T. Birin

In a chance confluence of issues and events, a Filipino transgender was killed allegedly by a United
States Marine in Olongapo City, just a Synod of bishops in the Vatican was moving towards a position of
greater compassion for transgender. Despite changes in attitude in many parts of the world towards
transgender or gay people, they continue to occupy a kind of limbo in the society. The Vatican led by Pope
Francis is seeking for greater openness and acceptance of homosexuals.
Now comes the killing of Jeffrey Laude, who went by the name of “Jennifer” as he lived his life as a
transgender in Olongapo City, a person with the basic physical attributes of a man but the sense and feelings
of a woman. He appeared to have been the victim of a hate crime. Police said he was found naked in the bath-
room of a hotel; his head had apparently been forced down into the toilet bowl and drowned.
The speculation is that the killer, who must have fancied himself a macho man, might have been driven
to such a degree of violence upon discovering that he had been taken in by a man he thought was a woman.
The suspect is an American Marine, a member of a military contingent who participated in a recent naval ex-
ercise with Filipino forces in Zambales.
There can, of course be no such “happy ending” for Jeffrey/Jennifer. But it is the side issue of homosex-
uality that makes this incident doubly unfortunate.
Transgender must be treated equally and fairly just like ordinary people. It is their right, not a privilege
that can be taken away from them anytime. We can only hope that the Vatican will help bring about greater
understanding and acceptance of transgender so that hate crimes like that which so brutally took the life of Jef-
frey/Jennifer in Olongapo City will one day be a thing of the past.

GLOBAL ALERT!
Rica C. Encallado

Climate change has been a never ending issue and it will not probably end if actions
are not taken around the globe as soon as possible. We might lose the world eventually.
The main reason of this phenomenon is the rapid growth of inventing things and technology. The con-
version of forests into subdivisions or malls is also one.
It is supposed to be improvement not destruction, but because of our laziness and that technology is over
-powering us we are destroying the world. The world God created for us.
Climate change is getting worst and worst. We now experience calamities such as drought, destructive
storms more than once a year, wildfires and rising of the sea level. That’s what we get for taking everything
for granted. We should not put this issue aside for we don’t know to what it may lead us. We should take ac-
tions before it’s too late.
With these happenings, we must change our point of views and style of living. Remember that careless
living does not lead you to anything.
