Sub: Week-Long Safety Drive for the month of May23

Ref: This office letter of even number dated 01.05.2023

There has been an increase in yard derailments recently. Hence, there is an urgent need
toenhance the levelof alertness in yard operations and closely monitor maintenance of
yard infrastructure. The practice of proper maintenance of Points and Crossings, roling
stock and ensuring precautions in shunting operation are vital to avoid such accidents.
In view of the above, further to this office letter dated 01.05.2023 referred above
regarding Week Long Safety Drive for one week starting from 08.05.2023, the following
items should be added to this drive:
ELECTRICAL CREW: Following applicable caution/ speed restrictions in yards
MECHANICAL Drive for thorough examination of Carriage and Wagons.
S&T Drive for joint inspection of Points &Crossings.
OPERATING Drive for safe shunting operation in yards
ENGINEERING Drive for joint inspection of Points &Crossings duly ensuring zero missing
fittings, picking up of slacks, maintenance of track parameters in Points &
Crossingsarea.

The entire list of items to be checked in this week- long drive from 08.05.2023 is
enclosed herewith.
These aspects are only indicative in nature. Zonal Railways should issue their own
comprehensive drive, including suitable checklist for inspecting officers/supervisors.
Officers of various departments from HQ should also be involved. Effective follow
up action should be taken on all deficiencies and irregularities noticed during the drive.
PCSOs/CSOs should be directed to criticaly analyse data to identify systemic deficiencies.
The results of the drive, bringing out systemic deficiencies and action taken/planned to be
taken with timeline, should be sent to Board by 19.05.2023.
Apart from sending hard copy, the report should invariably be uploaded on
SMDMS both in PDF and MS World document and may also be emailed at
EDEESAFETY@GMAIL.COM

 List of items to be checked during the safety drive for one week starting
from 08.05.2023

ELECTRICAL TRD: Drive for Bonding such as Open or loose bonds, Bond missing, etc.
CREW: Availability of safety equipment in locomotive.

Following applicable cautions /speed restrictions in yards

TRACTION: Above roof drive such as cleaning, joint with TRD staff etc.

MECHANICAL Drive on fire protection measures incoaches including workingof fire

detection system in ACcoaches, fire detection and suppression systems in
Pantry Cars and Power Cars
Availability, condition and cross-check of schedule overdue of portable
fire extinguishers provided in coaches.
Process audit of spring section in workshops.

Drive for thorough examination of Carriage & Wagons.

S&T AllVeeder Counters in Station should be cross checked with Register for
matching of number and proper reason.
Obstruction Test of Interlocked Point as per SEM to ensure their safe
Working.
Drive for joint inspection of Points &Crossings.
OPERATING Updating of SWR as per the physical condition of yard
SWR should be updated from time to time with the last date of
updation and if any further change has been made, the correction slip
issued after the last updation should be available.
The Station working diagram should be available and it should
conform to the existing layout of the station.
The Station Working Rule should be available with Station Master,
Cabin Incharge and Yard Master.

Drive for safe shunting operation in yards

ENGINEERING Drive for checking Hot Weather Patrolling of track.

Drive for joint inspection of Points &Crossings duly ensuring zero missing
fittings, picking up of slacks, maintenance of track parameter inPoints &
Crossing area.
