ANNEX 1: Definition of Terms

For the purpose of this Memorandum Circular, the following terminologies are used
and defined, unless otherwise stated:

1. Computer-Assisted Personal Interview (CAPI) Method - a face-to-face


research method wherein data are collected by a survey enumerator through a
physical meeting with the respondent.

2. Callback Method - a remote data collection procedure wherein the survey


would be accomplished by the target respondents and the project team would
conduct interviews via phone or online call to ensure the accuracy of
information received.

3. Field Office - refers to the DILG Field Office headed by the City/Municipal Local
Government Operations Officer (C/MLGOO).

4. In-city Resettlement – refers to a relocation site within the jurisdiction of a local


government unit (LGU) where informal settler families (ISFs) live.

5. Informal Settler Families (ISFs) – as per Republic Act. No. 11201, ISFs refer
to households living in a lot, whether private or public, without the consent of
the property owner; or those without legal claim over the property they are
occupying; or those living in danger areas such as esteros, railroad tracks,
garbage dumps, riverbanks, shorelines, and waterways.
a. The homeless and/or families staying in moveable settlements shall not
be counted as ISFs; and
b. ISFs shall be counted per household (family unit) regardless of the
number of households in one (1) structure.

6. Implementers - refer to the DILG Regional Offices (ROs) who would be given
funds to conduct the training for survey enumerators and the rollout of the
NALPSD.

7. Local Housing Board (LHB) - refers to a local special body created by cities
and municipalities outside of the Autonomous Region in Muslim Mindanao
(ARMM) pursuant to DILG Memorandum Circular (MC) No. 2008-143 and Joint
Memorandum Circular No. 1, s.2013 that is tasked to formulate, develop,
implement, and monitor policies on the provision of integrated sustainable
housing and resettlement areas, and on the observance of the right of the
underprivileged and homeless to a just and humane eviction and demolition.

8. Off-city Resettlement – refers to the development of a site outside the


jurisdiction of an LGU where the affected ISFs live.

9. On-site Development – refers to the process of upgrading and rehabilitation


of blighted slum urban areas with a view of minimizing displacement of dwellers
in said areas, and with provisions for basic services.
10. People’s Organization (PO)/ Community Organization (CO)/ Sectoral
Organization (SO) – refers to independent communities and/or groups of
women, youth, senior citizens, PWDs, and other vulnerable sectors organized
to protect and advance their common interests for adequate shelter and social
services, and are registered with any of the following: the Securities and
Exchange Commission (SEC), the Department of Labor and Employment
(DOLE), the Presidential Commission for the Urban Poor (PCUP) and/or duly
accredited by the barangay or LGU.

11. Receiving LGU – refers to an LGU, inside or outside Metro Manila, which
consented to the resettlement of ISFs to sites/areas under its jurisdiction. A
Memorandum of Agreement (MOA) with the sending LGU strengthens this
consent and includes provisions for basic welfare services and requests for
support from concerned national agencies whenever needed before
resettlement.

12. Respondents - refer to the persons giving reliable information and answers to
the questionnaire. Respondents can be either interviewed by a survey
enumerator or they could accomplish the tool on their own.

13. Sending LGU – refers to the LGU from where, in cases of evictions and
voluntary resettlement actions, the ISFs originate and sought to be resettled in
compliance with MC. No. 008-143, 2009-005, MC No. 2010-134, Section 27 of
RA 7279, Section 481 (4) of the Local Government Code, and Joint
Memorandum Circular No. 1, s. 2013.

14. Survey Enumerators - refer to the individuals who would conduct the interview
and assist the respondents in accomplishing the NALPSD. The survey
enumerators may be contractual workers engaged by the RO solely for the
purpose of the NALPSD or the designated focal or field officers determined by
the RO.

15. Field Supervisors - refer to the DILG Field Officers who would oversee,
monitor and ensure the timely and efficient execution of data collection by the
survey enumerators.
