Abstract – Urban planning considers one of science that gathers set of the fields in one point. Management, Art,
geography, ideology, psychology, Topography and more are collected in the same side because dealing with the
environment that contains human being, animals, land, weather and anything can be seen in this world is very
complicated, and it requires many attempts and huge data to get a typical solution. This paper will discuss the
relationship between the urban planning and others such as management, sociality, economy and environment, and
planners should know all these knowledge to be able to deal with different aspects of this environment. At the end
the paper is focusing on how to improve the system in the world in urban planning, and it approves the connection
between some fields and the opportunity of respecting to deal with several majors in the same time.
INTRODUCTION
Nowadays, we see increasing and creating new areas to be small cities or suburban around the big cities, so
the question is how to balance between different original areas services, “Urban-rural integrated planning is to
regard economic and social development in urban and rural areas as a whole for uniform planning from the
integrated situation of national economic and social development and make integrated research and integrated
solution to the existing problems and their interrelationship in urban and rural areas so as to change the urban-rural
dual structure gradually and establish an equal and harmonious urban-rural relationship under marketing
economy,(Yu, Zhang, Sun, & Huang, 2009).p. 269.” Also, Khakee and Stromberg mentioned although there is
associativity between the theory and practice of planning, both of them are suffering of being far away than each
other. More precisely, some of the plans still discuss outside the central authorities, (Khakee & Strömberg,
1993).p.214. Thus, many factors become more weakness than others “Consequently, strategic planning has diffused
widely in this industry over the last decade, and is an important component of hospital management, (Boyd &
Reuning-Elliott, 1998).p.184.” As example of being the management is the cure that helps to manage the plans such
as transportation management planning which is considering backbone in the cities or all communities. Ma and Liu
saw that “It was an important to improve urban transportation management level by carrying out urban
transportation management planning. According to the characteristics of urban transportation management planning,
the evaluation model of urban transportation management planning project was studied based on fuzzy theory. First,
the 14 evaluation index of urban transportation management planning project was constructed from three aspects,
which are safety, smooth and environment, (S. Ma, Ma, Shao, & Liu, 2010).p.190”.

To be evaluated, a system that should be able to figure out the difficulties that turning around some cities and
villages has to compare between the fundamentals that any region stands on them, and the risk the has been face if
did not do it. Stone mentioned that “When there are multiple scenarios, one must assign probabilities or credence’s
to each scenario. Since each scenario corresponds to a probability distribution, the resulting target location
distribution is a mixture, weighted by the scenario probabilities, of the scenarios (Stone, 1983).p.209.” In spite of
urban planning is multiple majors, using the management in creating advertisements that will be helpful in
recognizing the overall bases (Jie & Zhuojia, 2009). Also, treating all the problems inside the cities could be as
transportation, population, infrastructure and more, so it will be as be said in that by Ma, “Urban transportation
management planning is used to analyze and assess all objections of transportation management from aspects of
administrative and technical management (S. Ma, et al., 2010).p.190.”. Next, planners know that to begin
developing area or city, they have start to improve the human being how live in these areas. Shuwen and others see
that “Urbanization, a development of human society, is the inevitable result of rapid emergence worldwide (Lei,
Shuwen, Yunlong, & Xueping, 2011).”
3. Financial Justification.
As known in Architecture schools, there is rules and conditions that give each city more privacy. This privacy
consists of the density of people how live there and the level of their live. Newman and Hogan referred that “The
trend to lower urban density is fueled by the belief that high-density living is unhealthy and stressful (Newman &
Hogan, 1981).p.270.” Thus, making a benefit of using some of material that could be used in an area is one of the
financial support that assists the cities to be able to grow up normally.
For example, Li and Jin said that “At present, the employment situation is very austere in cities of China, and we
need to exploit a new way about employment. At the same time, there are 150 millions of residual labor forces from
countryside need to transfer (Li & Jin, 2008).p.1.” That means also labor power is very important to plan and
manage a cite to become in future a place has ability to receive people. As mentioned by Jie and Zhuojia “Even
though, the planning and management departments were aware of standardizing the examination and approval of
outdoor advertising, depending on public officers’ strict management is not enough.(Jie & Zhuojia, 2009)”. To
approve what has been seen in this field of building cities on high level of modernity there are some of instructions
that require to work on and gather them in one way to figure out the solutions that should be taken in this order,
where Rong and others said that “Modern urban infrastructure needs a comprehensive and integrated information
science and technology (Rong, Yufeng, Yan, & Xiangtong, 2009).p.536.”
Furthermore, one of the reasons that make planners working on transportation as a major part of whole project that
goes back to the significant this part instead of others, for example rush hour is difficult happen that planners and
governors are willing to solve these wasted time and energy in most of big and middle cities, so it considers as
central point must be taking care of it. According to many studies, the number of vehicles that are moving on the
roads increase sharply every year. Liang in his paper refers to this point as that “The new driver rapidly growth is
another major cause of traffic accidents frequency .The annual growth drivers is about five million. According
to statistics, more than 50% of the traffic accidents is the responsibilities of drivers with less than 5 driving years
(Liang, 2010)”
Based on what have been said about the majority of using the roads and how transportation is effect in the style and
economic of each country. Wenwu says in that “The transportation is the national economy basic industry, no matter
the past, the present or the future, the transportation industry will be the human society progressive important
material base (Wenwu, 2011).p.5845.”
On the other word, to approve collecting data of what turning around these cities, there must be system or
mechanism to introduce the variables that classified as important points in different areas, Wang said that “Urban
Planning and Management Information System (UPMIS) comes from west nation, took Maim Frame as hardware
terrace in the 1970's at the earliest stage, asked for help of transact information system software, the establishment
database in the city (Wang, 2009)”
In general, Urban planning is very complicated system, and it requires many sections to work in high level of
efficiency, Jinxing and others agree with this point, and they said that “Urban system is an enormous and
complicated system; various types of activities carried out in the urban system have complex relationship with the
population travel. Through GIS, traffic spatial analysis can be done by traffic survey with social attributes, spatial
attributes, and spatial behavior (Jinxing, Wenjing, Jun, & Xiaomin, 2009)”.
5. Research methodology
This paper tried to discuss many of ideas and values that could be lost in the past. “Value Sensitive Design is a
theoretically grounded approach to technology design that accounts for human values, such as privacy, fairness, and
democracy, throughout the design process. The method has three key features: an interactional perspective, attention
to indirect as well as direct stakeholders, and a tripartite methodology (Davis et al., 2006).p.67.” Also, it is necessary
to see the urban planning as a policy decision; especially, when the process requires some procedures that must be
done by politicians, so it has said in this case by Jiao that “The democracy in planning has been greatly promoted
(Jiao, 2011).
In order, discovering the sources that feed any of places that human being live in, it is supposed to take the water as
main source, so it must be at the top of the list when studying any project. Zhang and others referred to that “Urban
storm water, as an important water resource, has aroused the concern of many experts at home and abroad (W.
Zhang & Wang, 2011).p.2729.”
Actually, environmental science, planning sciences, geographical science and management science are the main
aspects in urban planning, so all these fields based on each other, and urban planning covers all of them (Shu &
Cheng, 2010).p.550.
After that, it can be said there are many links that connect between urban planning and management, all of them
reflect on people and computerized system, where overall the data that must be collected in several ways, it should
be by people and the used system. (G. Ma & Fan, 2009).p.1898. On the other hand, dealing with many sources that

one of them is transportation could be more affective when the planners know how to take it as important point,
Cannon mentioned that “Only when we learn to understand much better the dynamic interaction between new
transportation systems and the structure of our communities can we take full advantage of transportation’s potential
as a really effective tool in our quest for a finer quality of life for our citizens (Cannon, 1973).p.518. ”
6. Research finding.
This paper has reached to accepted level even it has been gotten on results that is not expected at first. The
results are to move from point to another because this case is not a simple study but it is a complicated one. Many
studies as this were in different regions, Radeloff sees that “Across the conterminous United States, the WUI covers
719 156 km2 (9.4% of the land area) and contains 44 348 628 housing units (38.5% of all housing units). All 48
states contain WUI areas, but the eastern United States has the greatest extent, especially in northern Florida, the
southern Appalachians, and coastal areas of the Northeast.(Radeloff et al., 2005).p.801.”
To complete the preceding one, the paper supports several points that are explained in many studies, for example
Don sees that “Greenways in urban areas have the potential to provide a unique combination of ecological and social
benefits to the metropolitan region. Ecological benefits may include stream quality and wetland protection, erosion
and flood protection, habitat and gene pools of native flora and fauna, and air quality and microclimatic
improvement (Don T. Luymes, 1995).p.391.”
Also, this study passed through how to measure some factors which are very important to make any project useful
for what has been done to, it is remote sensing technology that has great role in urban planning (Yinghui &
Qingming, 2009). Next, the paper considers the rate of traffic that moves on the roads in different regions depends
on the communities and how is built these cities. (Haixiang, Yang, Qingquan, & Yonghui, 2010).p.557.
Conclusion:
At the end, the paper turned around the core of urban planning, and how to be linked with different fields such
as Economy development, environment protection, social equity and management quality. Thus, the paper has
reached to main points that one of them it is still necessary to keep our system under control. It is more precisely
