Chapter 1

INTRODUCTION

Background of the Study

The election has been well-known as one of the most heated topics when it comes to

politics, and the Philippines' election in 2022 has been a major topic. The election candidates'

battle was torrid. A lot of issues keep on brewing when the election is being mentioned, and one

of it is the vote buying. Vote-buying becomes an issue during the election when the candidates

promise to return the favor to those who vote for them.

Scholars have discovered a strong correlation between a state's election to a rotational

seat on the United Nations Security Council (UNSC) and greater foreign assistance receipt,

particularly from the US. Most scholars believe this data demonstrates Washington's efforts to

bribe the votes of rotating UNSC members. If this is the case, the legitimacy of UNSC decisions

is seriously questioned. While existing statistical analyses reveal a link between US foreign aid

and holding one of the UNSC's rotating seats, they do not prove the underlying causal

mechanism (Alexander and Rooney 2019).

According to Hicken et. al., (2015) in Sorsogon City, where this study was conducted,

vote-buying is common. In Sorsogon City, the majority of vote-buying happens in the week

coming up to election day. Candidate representatives walk door to door, offering money or

products in return for votes. Payment amounts varied widely across races. Payments per voter for

mayoral campaigns ranged from 250 to 500 Philippine pesos (US$5.57-$11.14), while payments

for city council races ranged from 20 to 100 pesos (US$0.45-$2.23).

Followed by the study of Mendoza (2022) the Davao Police Regional Office (PRO)

announced on May 11 that during election day on May 9, 2022, they only got one report of vote-

buying in the area. On Wednesday, May 11, during an AFP-PNP press conference at the Royal

Mandaya Hotel, PRO-Davao spokeswoman PMaj. Atty. According to Eudisan Gultiano, the

vote-buying episode occurred in the Davao del Norte municipality of Talaingod. Other election

issues were reported to Ateneo de Davao (ADDU) Blue Vote, an election watchdog group

located in Davao City, on May 9 during polling day. There were ten incidences of sample ballot

distribution and five cases of unlawful campaigning, according to their aggregated election

incident report as of Tuesday, May 10.
