We gather as one NUEVA VIZCAYA ASSOCIATION OF SECONDARY SCHOOL PRINCIPALS or


NVASSP Family and friends to honor the life of our dear Governor of the Province of Nueva Vizcaya, our
dearest HON. CARLOS M. PADILLA. Now that he has gone from us, we come into the Lord’s presence to
remember and give thanks for the good things that the Lord has done in him and the richness that we have
received through his life. We give thanks for his life and ask God to bless him now that his time in this world
has come to an end. For our dearest HON. CARLOS M. PADILLA, the journey is now beginning. But for us,
there is loss, grief and pain. Every one of us here has been affected - perhaps in small ways, or perhaps in
transformative ones- by our dearest Governor. His life mattered to us all. It is important for us to collectively
acknowledge and accept that the world has fundamentally changed with his passing. We are all grieving. Life
will not be the same - nor should it be. Together, let us open our hearts and commemorate the impact our
dearest HON. CARLOS M. PADILLA had on us and entrust his soul to the tender mercy of God. May we
now begin this simple necrological service through our opening songs.

OPENING PRAYER

God of life and light and hope, with your whole Church in heaven and on earth we bring to you our
thanks, we offer to you our praise, for all that you have done for humankind through Jesus who is the Christ.
You showed your plan for the world and proved that your love has no limit, and on that first Easter when you
raised Jesus from the dead you promised that all humankind might share his resurrection.

For the hope of our faith, for the good news of your kingdom, and for all those whom you have
welcomed into your loving presence, we thank you, gracious God. But especially now, we thank you for the
life of our dearest HON. CARLOS M. PADILLA whom we loved and treasured so much. We thank you for
all the ways in which he became special and precious to each of us who knew him; for the values and standards
he set himself and lived by; for his sense of what was good and right and decent; for his warmth and humor
and sense of family; for every life that he enriched and all that he invested of himself in our lives; for the faith
by which he lived and in which he died.

We thank you for the glorious treasury of memories that are ours to keep, to hold on to and to enjoy –
the moments that were deep, special and personal, the times that rang with laughter and fun, and for the
ordinary days of discovering each other a little more, when affection and love, trust and respect, grew and
were deepened. We thank you for the courage shown, and for a life fulfilled, and for all that our dearest HON.
CARLOS M. PADILLA reflected of your goodness and love. And now we are glad that our dearest HON.
CARLOS M. PADILLA has found peace and will neither suffer nor mourn again. He has laid his burden down
before you and is with you, safe, happy, whole, and welcomed by those for whom he once mourned.

Help us to hold on to what we should and to let go what we must. Help us not to cling to the past
constantly brooding for what might have been, but rather to take forward what he gave us for the rest of our
lives’ journey. Help us to trust and to know that our dearest HON. CARLOS M. PADILLA will never be far
from us till that day when we all stand together in your presence.

We ask you to bless our program as we thank and glorify your name through the life of our dearest
HON. CARLOS M. PADILLA. Bless those who will stand and testify the good deeds of our dear Governor
and may the words we give and songs we sing comfort the bereaved family. With faith that you listen when
we call, we ask all these things through Jesus Christ our Lord and Savior, AMEN.

BIOGRAPHY OF THE LATE HON. CARLOS M. PADILLA

HONORABLE CARLOS M. PADILLA, is the incumbent Governor of the Province of Nueva


Vizcaya. Before he seated as the Chief Executive of the province, he spent his 29 years in the realm of
legislation as the Representative of the Lone District of Nueva Vizcaya including six years of stint in the
Batasang Pambansa.

While in Congress, he served as Deputy Speaker and a Minority Leader. He became a member of very
important congressional bodies such as Commission on Appointments and the House of Representative
Electoral Tribunal (HRET). He became the Co-chairperson of the congressional commission called the
EDCom with Senator Edgardo Angara as Chairperson, a body to assess Philippine education. The honorable
Padilla shall be remembered for the enactment of several landmark pieces of legislation such ad 1) RA 6655,
establishing and providing for Free Public Secondary Education in the Philippines; 2) RA 6728 establishing
the PESFA Scholarship, the Educational Service Contracting (ESC) Program for private schools, and other
programs. He likewise authored the creation of the NCCA and the Commission on Filipino Languages and
the establishment of about 45 high schools in the province of Nueva Vizcaya including the Philippine Science
High School, Cagayan Valley Campus in Bayombong. He was also responsible for the conversion of the then
NVSIT and NVSPC into a university now known as the Nueva Vizcaya State University (NVSU).

On several occasions, he represented Congress in several international conferences abroad, such as the
International Labor Organization Conference in Geneva, the Asia-Pacific Parliamentarians’ Union, the
ASEAN Inter-Parliamentary Organization Conference, and the UNESCO General Assembly in Paris among
others. Prior to his successful career as a veteran lawmaker, he served as a Local Chief Executive of the then
undivided municipality of Dupax, Nueva Vizcaya. History will remember him as the last Mayor to serve the
old Dupax and the first mayor to serve Dupax Del Norte. The old town of Dupax has been split into three
namely, Dupax del Norte, Dupax del Sur and Alfonso Castañeda.

Padilla was a recipient of the outstanding alumnus award at the Polytechnic University of the
Philippines (PUP), where he served as President of the Supreme Student Council and also received his
doctorate degree in Public Administration, honoris causa. He likewise received the same honorary degree in
Education, and in Humanities, from Philippine Normal University and Nueva Vizcaya State Institute of

Technology and the Nueva Vizcaya State Polytechnic College, now the Nueva Vizcaya State University
(NVSU) respectively.

Governor Carlos M. Padilla is happily married to Ruth Raña Padilla, who also served as provincial
governor of Nueva Vizcaya and PRC Commissioner and blessed with three children: Carlos “Jojo” II, Ruthie
Maye, and Carlo Paolo who are his number one supporters and the source of his strength to fulfill his oath to
the people of Nueva Vizcaya.

Gracious Father God, your love never ends and is always willing to comfort us. On this occasion grief
can threaten us and over-shadow our hope and optimism. Help us to remember with gratitude our dearest
HON. CARLOS M. PADILLA. May his influence remain with us because he was dear to us. May your
compassion lead us from the grief of separation to the hope of resurrection.

We thank you for the life which has passed; we give thanks because we have seen the leading of God
in our dearest HON. CARLOS M. PADILLA who has died. We give thanks because of the virtues, love and
activity which made him what he was. We thank you for his life with all its achievements and for the love
given and received by him among his family and friends. We are content that whatever suffering and pain,
sadness and sorrow there was in his life has now passed and ended and that he has entered into a life which is
eternal. We are grateful that he was such a person that our grief and sorrow is real and pray for your comfort
in healing the absence of his laughter and joy of life.

We pray that you will bring comfort to those who grieve. We pray particularly for parents, children,
relations and friends of our dearest HON. CARLOS M. PADILLA. Give them courage to adapt to living. May
grief and distress not overwhelm them so that in time the wounds left by this death may be healed. Give us
insight to believe that physical death is the gateway to a more complete and fulfilling life. So give us your
peace and light, comfort and compassion in the name and for the sake of Jesus Christ our Lord. AMEN.
