(Greetings)

It is hard to define the word MAN. Moreso, if the MAN you are describing is an
honorable man and man of substance. An American Philosopher named William James once said
and I quote, “The great use of life is to spend it into something that will outlast it.” Tested with
this standard, the man, whose life we are going to honor and celebrate today, is definitely a man
of substance, only because he has spent his life to something that will definitely outlast it
especially to the people of Nueva Vizcaya whom he has dearly served, loved and cherished. His
accomplishments will definitely stand amidst time and will definitely leave an indelible imprint
upon the sands of time.

Today, we are gathered as one Nueva Vizcaya Association of Secondary School

Principals (NVASSP) Family to pay tribute to the Legend of the North; the Father of Free Public
Secondary Education; our dear Governor of the Province of Nueva Vizcaya, HON. CARLOS M.
PADILLA. Today, we are going to celebrate his life which he has committed and dedicated to
public service and remember God’s goodness through his life. Today, we are going to honor his
accomplishments and legacies that made our lives more comfortable and made our schools more
responsive to the needs of our dear learners.

Today, we also come to give comfort to the bereaved family of the late HON. CARLOS
M. PADILLA. May the songs we will be singing and the messages we will be listening be a
source of comfort to them and may our presence be a source of strength to them, letting them
know that in these times of griefs and sorrows, they are not alone.

Hence, let us all take this moment to remember the Legend of the North and celebrate a
new life for our dear Governor, HON. CARLOS M. PADILLA – a new, peaceful and eternal life.
