INTRODUCTION

After completing the Introduction mission included in the RPG Core book, I've come up with a
continuation Mission called Operation: Safe House. The Joe's have a chance to interrogate Scar
Squad and learn of a Cobra Surveillance operation going on just outside of Fort Wadsworth, NY
(location of the original Pit). 2 SEIGEs (slang for Crimson Guardsmen) and a Cobra Drone Tech
live just off base and are spying on the base.

Going undercover the Joe team needs to locate and identify the Cobra Surveillance team, observe
their activities, and take them out quietly as possible once they have confirmed that they are
Cobra operatives. Daily ARBCO deliveries can lead the Joe's to another Cobra operation going
on at a warehouse on the pier. Following one of the SEIGEs to work leads the Joe's to Extensive
Enterprises.

If the Joe team pin point the Cobra Safe House and focuses their Surveillance efforts on just the
suspected Cobra operative's home, they will spot a Drone come and go thru the chimney and
conduct Surveillance of the base at night. Once the team confirms that they have located the
Cobra operatives they can make their move. They can take out the SEIGE Surveillance team and
even hit the dock warehouse where H.I.S.S. tanks and F.A.N.G. choppers are being assembled by
disguised cobra troopers.

OPERATION: SAFE HOUSE


Part 1: More Scars for Scar Squad

After the events of Welcome to the Pit the introductory mission found in the RPG Core book the
Scar Squad is handed over to the CIA and they are moved to a black site in the Caribbean. The
Joes are given first crack at interrogating the Cobra prisoners who attacked the Pit, but they can
morally object to doing so. This effects the overall amount of the XP earned at Mission's end by
the Joes. If the Joes choose to and succeed in interrogating the members of Scar squad, they earn
1/4 of a level earned at Mission's end. If they fail to get the intel from the Cobra prisoners or the
CIA gets that intel, the Joes earn nothing.

Faceless the ex-Cobra Officer knows the most details about the ongoing Cobra Surveillance
operation. While AWOL, QR, and Grease Wheel know partial details. Beef knows absolutely
nothing at all about the Cobra Operation.

Successfully interrogating Faceless the Joe's learn of a Cobra Surveillance team deployed to spy
on Fort Wadsworth in Staten Island NY. QR would willingly provide the intel if demands are
met any attempts to interrogate QR end with accusations of breach of the Geneva Convention
(However Cobra agents are labeled Enemy Combatants and not protected by Geneva Convention
and are legally subject to Enhanced Interrogation Techniques). Intel provided by QR, AWOL,
and Grease Wheel only add up to a Cobra Surveillance team spying on a military installation
somewhere in NY.

Once Scar Squad is interrogated by Joe's or the CIA, Hawk summons the Joe Team to the
Control room of the Pit for a Mission Briefing. If the Joe's only got half the intel Hawk
immediately guesses the target.

Once gathered in the Command Center the lights dim and a 3-D holo-map of Fort Wadsworth
and its adjacent town comes up. General Hawk leads the briefing of the Joes while Mainframe
operates the holo-display. Hawk goes on to inform the new Joe members that Fort Wadsworth is
the home of the original Pit and points to U.S. Army Chaplain's Assistants School motor pool.
The holo-map zooms in showing the motor pool close up and numerous subterranean levels
beneath it. Hawk goes on to inform the team that the Cobra Surveillance team is most likely
using a home along the main access road just outside the base's main gate to spy on the base and
is most likely with in the first block so as to track convoy movements. The holomap zooms out
to the street just outside Fort Wadsworth's main gate and showing a dozen or so homes on either
side of the street before and adjacent to first intersection all lit up in red with the rest of the
buildings in the area still in blue. Hawk points to the homes in red and tells the new Joe's that this
is our AO (Area of Operation). Hawk then points to a parking lot few blocks away from the
highlighted red area and a big green X pops up and Hawk tells the team that this is your Rally
Point.
Truth of the matter is the Cobra Surveillance team is not monitored Convoy movements on and
off base at all they are in fact using a Surveillance Drone to spy on the base at night. But the
Cobra Surveillance team is still holed up within the area designated by General Hawk on the
holomap.

Hawk informs the team that they are still new to the Joe team and that Cobra most likely does
not have dossiers on them yet so they are the best option to seek out, identify, and take out the
Cobra Surveillance team quickly and quietly.

The Joe's will go undercover as a mailman, electric/ power company workers, road crew,
pedestrians, etc. They will have access to a Surveillance vehicle disguised as electric/ power
company truck. They will be given uniforms to fit their assigned tasks. Also, they are to
requisition their standard kit, light armor worn under their disguises, a sniper rifle, and assault
rifles if they can. Explosives and other heavier weapons like a Machine Gun maybe requisitioned
for the Mission as well if the Joe's feel they need them and can succeed in requisitioning them.

The Joe's will also have a pickup truck and mail truck to move around inconspicuously. In
addition, should the need arise, the Joe's can head to the Chaplains Assistant Motor pool on base
and there prepped and ready for action are a Vamp mk1, 2 RAM cycles, and 2 Jump jetpacks.
The Joe's are ordered to communicate regular updates to Mainframe or Hawk himself. They are
not to move in on the Cobra Surveillance team until they confirm they are cobra agents and are
given the green light to do so from Hawk himself. Hawk will not give the green light to assault
until the Joe's provide enough solid evidence, they have in fact located and IDed the Cobra
Surveillance team. They must have 100% ID as circumstantial evidence will not cut it and must
prep as if they maybe on mission for several days. Hawk makes it perfectly clear that at any time
the Cobra operatives reveal themselves and become a threat to the civilian community the Joe's
are to act accordingly to prevent loss of civilian lives.

During requisition phase if a Joe is assigned to pedestrian undercover duty, they may be issued a
dog, not a pet, for the duration of the mission, the dog is only for cover and is not combat-trained
with a DIF 10 Animal Handling skill check is needed to control the untrained dog. During this
time if any Joe thinks to do research on recent purchases on the targeted area a successful DIF 15
Computers check reveals that 1 house recently was purchased and a critical success roll reveals it
was purchased by a shell company of Extensive Enterprises. If no Joe is skilled to make the
Computer skill check, they can ask Mainframe to do search he auto succeeds and an assist from
at least 1 Joe makes it an automatic critical success. While this bit of info narrows the search
down to one house this is still only circumstantial evidence and the Joe's must still get eyes on
and confirm the house is occupied by a Cobra Surveillance team.

At the GMs discretion the Joe's are not limited to the above-mentioned undercover personas the
Joe's have limitless choices as long as they work for the rest group and the GM with the
exception of posing as other Cobra Operatives the real Cobras will be suspicious right away and
will rabbit at first opportunity to do so safely as Cobra operatives use Challenge & Counter signs
to identify each other.

The Surveillance kit needed for this mission is automatically issued during the Requisition phase
and includes but not subject to binoculars, listening devices, hidden cameras, communication
interception equipment, night vision goggles for all members of the team, tracking devices, and a
Surveillance drone which can be controlled by the undercover Joe's on ground or by Mainframe
back at the Pit. The GM at their discretion may add additional equipment to the Surveillance kit
if fits the roll of Surveillance and is suitable for the undercover duties and roles of the Joe team.

Part 2: Counter Surveillance

The Joe's when they arrive assemble at a predesignated rally point outside the AO (Area of
Operation) not all the Joe's will be in the AO at the same time those not in the AO will be resting
here listening in on communications and will act as a QRF (Quick Reaction Force) should things
get out of hand from a blacked out suburban. The suburban must stay put for the QRF and at
least one Joe must be on QRF as long as Surveillance mission is ongoing. The only time the
Suburban is to leave the area is to provide QRF support to the Undercover Joe's monitoring the
neighborhood for the Cobra Surveillance team. The Suburban will not take part is following the
SEIGE to work see Sound Investments or the ARBCO delivery truck see A Pit of Vipers. Once
the green light is given by Hawk to take down the Cobra Operation the Joe's may use the
Suburban during operations to take down the Cobra operatives as they deem necessary in Part 3:
Take Down.
The Joes undercover as work force start early in the morning and work till evening. Undercover
Joe's as Pedestrians come and go throughout the day and night. At night the team can use the
darkness to hide and use an inconspicuous vehicle like the pickup truck or the Suburban to
observe the neighborhood at night. The Suburban may be redeployed here in place of the Work
Force vehicles at night as the work force vehicles are redeployed to the rally point just outside
the AO. At this point the Suburban becomes the Surveillance team and the Work force vehicles
become the QRF.

Joes in the AO get an Alertness check once per day plus checks during special events like when
the SEIGE leaves and returns from work (0800 and 1800 on the dot), when the ARBCO delivery
arrives everyday (1500), and when the Drone deploys and redeploys thru the chimney (2100-
0500). Observing the Drone, the Joe's notice it flying around the base stopping hovering in place
in what appears to be collecting data from around the base. The Joe's can on their own follow the
SEIGE to work go to Sound Investments and the ARBCO delivery drive go to A Pit of Vipers. If
by end of second day of the Joe's becoming suspicious of the SEIGEs activities they haven't
followed either Hawk will order the Joe's to split up and follow them indiscreetly and report back
to HQ their findings before taking any further actions.

At night during the witching hour any Pedestrian Undercover Joe's (Dog walker is best suited for
this a naturally when a dog needs to go its got to go no matter what time of day it is) out for a
walk after everyone in the neighborhood have gone to sleep is to make an Alertness check as
they walk near the SEIGE house. Coming from a room in the back of the house thru shades a low
glow emits while the rest of the house is pitched black. The lights in the room are off whatever is
emitting the low glow is mostly some kind of monitor or TV screen. Any attempts to open
window and climb in are blocked by bars on the single-story home's windows. While the
community is very low crime area a lot of the single and double story homes around the
neighborhood have security bars on their first-floor windows. Close inspection of windows
determine they are made of ballistic type armored glass and both front and back doors of this
particular home are made of reinforced steel. Close inspection reveals that this one-story home is
a fortress any attempt to breach may take time to do so. While the house has heightened security
to keep intruders out its just circumstantial evidence at best same goes for the dim glow. Any
attempts to inspect the house and look into the window require Infiltration check.
The Cobra Surveillance team is made up of 2 Crimson Guardsmen or SEIGEs who pose as
husband and wife and a Drone Tech posing as their preteen daughter. The male SEIGE is the one
observed going to and from work wearing a red pin striped suit and driving a red 4 door sedan
which he parks in the street not in his garage or in his drive way. The female SEIGE is only
observed answering the door for the ARBCO delivery man and can be seen handing off
something as she takes package from the driver.

If GMs are worried the Joe's will have to shoot a child rest assured that will not be the case and if
the Joe's are forced to do so their actions will be justified. The Drone Tech is in fact an adult
female suffering from Dwarfism which gives her the physical appearance of a preteen girl. A
through medical examination will determine the Drone Tech's real age and any actions used to
subdue her will be justified.

The Drone Tech stats are as followed: Strength 1 Brawn d2, Speed 3 Targeting d4 Launchers,
Smarts 8 Science d2 Technology d12 Drones, Social 4 Deception d6 Disguise. Gear: Drone Tech
has a Drone and Rocket launcher which can be used handheld or mounted onto the Drone. Drone
Tech uses Technology to operate the Drone and when mounted with the rocket launcher uses her
Targeting skill.

Just as the Joe's get to make daily Alertness checks so do the Cobra Surveillance team. Start of
the first day the Cobra operatives think they are in the clear but are still careful while so
predictable. The Cobra Operatives on the first day are comfortable with their surroundings and
do not think nothing out the ordinary as long as the Joe's stick to their cover and do nothing that
will call attention to themselves. However, on the start of the second day and the Joe's are still
working on the same electric pole or walking the dog at the exact time as the day before the
Cobra operatives get suspicious and get to roll Alertness checks once a day and again at special
event times. If the SEIGEs only pass Alertness check they are suspicious but do not feel their
cover is blown just yet. If they roll a critical success on their Alertness check they believe their
cover has been compromised and will follow Cobra protocol for a hasty ex-filtration.

If at any time the Cobra Surveillance team believes their cover has been compromised, they
immediately communicate back to Cobra HQ on Cobra Island using an encrypted radio hidden in
the basement of the 1 story home. Their Crimson Guard uniforms and weapons are hidden here
as well. They will notify Cobra HQ they believe their cover is blown and as long as the
Undercover Joe's aren't immediately attempting to breach the home. If this is the case, they will
be ordered to abandon their post with haste destroy evidence including radio, surveillance
equipment, and anything leading them back to Cobra including equipment in the garage. Then
they are to just casually get in their 4-door sedan and leave the area as if going for a family night
out but never return.

If Joe's are using listening devices and are tapped into communication networks, they have a
difficult time breaching the encryption communications between the SEIGEs and Cobra HQ. If
they succeed, they can hear them talk in code. A Critical Success the Joe's determine this is in
fact a Cobra Surveillance operation and Hawk gives green light to hit them now as they are
prepping to evacuate their Surveillance post.

If the Joe's attempt to breach at this time. The doors and windows as well as the walls have been
reinforced and will take explosives and time to breach giving the Cobras inside valuable time to
destroy data and evidence that lead back to Cobra. If the Cobra operatives can't slip away clean
then they will fight their way out. A Cobra Ferret and Trouble Bubble are hidden in the garage
under tarps the Cobra operatives will use these to blast their way thru the Joe's as they storm the
Surveillance house and make their way to safety.

If the undercover Joe's go unnoticed by the Cobra Surveillance team and focus the coming and
going of the house. Alertness checks pick up on the fact that the family's red 4 door sedan is
always parked on the street not in the garage and not in the driveway still circumstantial no proof
they are Cobra Operatives. Each morning at 0800 the male dressed in a red pin stripped suit n tie
leaves the house gets in car and leaves not returning home until 1800. He carries with him a brief
case. He enters the house and is never seen again until 0800. If Joe's choose to follow the male to
work go to Sound Investments.

At 1500 on the dot a ARBCO delivery truck arrives at the house. The driver in coveralls wearing
a mask to cover his nose and mouth (not enough proof he is Cobra operative as we are currently
living thru a global pandemic and many people protect their nose and mouth) with the logo
ARBCO in big letters on his back hands off a package to the woman of the house. An Alertness
check is needed to spot a handoff between the two as she passes data collected at night by the
Surveillance Drone to the Cobra Trooper disguised as a delivery man. A Critical success
determines its a data device. If Joe's choose to follow the ARBCO delivery man back to where he
came from go to A Pit of Vipers. Watching the delivery truck, the Joe's notice the truck only
comes and goes to this house in the neighborhood.

If at any time the Joe's hit the SEIGE or Cobra Trooper Delivery driver while enroute and they
do not make it to their destination on time the Cobra Operatives get suspicious that they have
been compromised and will begin ex-filtration procedures.

Deployment/ Redeployment of Surveillance Drone begins at 2100 and returns at 0500. It departs
n arrives back at the Surveillance teams house thru the chimney. If monitored closely the Joe's
have their own Drone as part of their Surveillance kit they follow it on base as it travels around
stopping hovering in place and using its cameras and on board sensors to collect data thru out the
night. While this action is evidence to prove there is a Surveillance team in the neighborhood this
still don't mean they are Cobra he will order the Joe's to get more proof if need ordered to do so
he will order them to tail from a safe distance where the husband goes to work every day see
Sound Investments and where the ARBCO delivery driver goes after his drop off see A Pit of
Vipers.

Once the Joe's have narrowed down the search for the location to the Safe House, they may want
to politely ask the neighbors about the couple that live there and about the house itself. The
neighbors tell Joe's questioning them that their new neighbors have shown odd behavior e1ver
since they moved in. Starting when the old lady who lived there her whole life sold it and within
hours moved out and supposedly moved to sunny Florida. In the middle of the night that same
day the old lady moved out a moving truck arrived and quickly unpacked. The couple and a
young girl arrived in the red sedan that followed the moving truck. The moving truck and the
movers were from ARBCO. The neighbors say they only really see the husband as he goes back
and forth to work always wearing a red pin striped suit and oddly always parks in the street in
front of the house never in the garage or in front of the garage in the house's drive way. They see
the wife only briefly each day when she accepts a delivery from ARBCO. They never see the
little girl and suspect she is home schooled as she never goes to school with any of the other
children in the neighborhood and she never comes out to play. They always go to bed early and
are up early. When any of neighbors around the couple try to be polite to them, they ignore them
and keep to themselves and go about their business. And this has been going on for couple
months now. They never go into garage for anything and this ARBCO company sends people to
maintain the lawn and make repairs to the house. The ARBCO company people always wear
masks covering their nose and mouth. Any answers given by the neighbors are still
circumstantial evidence and not proof they are spying on the base or Cobra operatives. The
neighbors do not know where the man works as he isn't talkative to the neighbors.

When the Joe's decide to follow either the SEIGE to his place of work (see Sound Investments)
or the ARBCO delivery driver to the ARBCO warehouse on the pier (see A Pit of Vipers) or
both the Joe's can follow behind at a distance using traffic to conceal that they are being followed
in one of the inconspicuous Undercover Vehicles not including the armored QRF Suburban
which stays behind at the Rally Point or they can choose safety and caution and opt to use the
Drone they were issued as part of their Mission's Surveillance kit to follow the suspected Cobra
operatives instead.

Sound Investments (Joe's follow SEIGE to work)

Joe's have no trouble following the red colored sedan as the male SEIGE leaves for work at the
same time every day and travels the same route this enables the Joe's to wait further down the
road to pick up on his tail and follow him from a safe distance in a inconspicuous vehicle. The
red 4 door sedan makes its way into the inner city where traffic is bumper to bumper allowing
the Joe’s tailing him to do so indiscriminately.

Safer options would be to follow the car with their Surveillance Drone or even sneak up at night
and plant a tracking device on the SEIGEs sedan as it sits on the side of the road throughout the
night. A tracking device might not be the best option as it can easily be detected with electronic
detection devices which the Cobra Surveillance team surely has.

If the Joe's choose the more direct approach the driver can use Driving skill check to hang back
and keep from being noticed by the SEIGE. Just before 0900 the red sedan turns into a secured
parking garage the garage belongs to Extensive Enterprises.

At this point the Joe team following the SEIGE should make an update with Joe HQ about their
current location. If the Joes do as per their protocol General Hawk will immediately get on the
line and warns the Joes off from taking any further action to follow the SEIGE. He fills the Joes
in that Extensive Enterprises is suspected of laundering money for Cobra and all previous
attempts to take the company down have ended in lawsuits and courts dropping charges against
the company. The Joes are ordered to stand down stay clear of Extensive Enterprises they can
either return back to the AO or stay on station and wait for the male SEIGE to leave and continue
tailing him. This evidence is only circumstantial and still doesn't prove he is spying on Fort
Wadsworth for Cobra.

If the Joe's that tailed the male SEIGE to Extensive Enterprises tower fail to check in with Joe
HQ and give them an update on the SEIGEs location or they choose to disobey General Hawk's
orders to stay away and act on their own the Joe's will find security is very tight in and around
the Extensive Enterprises tower. Everything from video cameras both interior and exterior with
facial recognition software to biometric scanners, voice analyzers, and retinal scanners prevent
illegal intrusion into the tower. The tower has teams or security guards on every floor if someone
manages to defeat the anti-intrusion safeguards. There is also a SWAT trained QRF that can
respond within moments if Security fails to stop the intruders. The QRF team is heavily armed
and armored and are authorized to use any force up to lethal force to stop intruders. Should Joe
team choose to infiltrate Extensive Enterprises tower they must first defeat the anti-intrusion
safeguards DIF 20. Should they enter the building GM should throw wave after wave of security
guard teams at them for first few rounds then bring in the big guns of the QRF. The Joe's are
never meant to enter Extensive Enterprises tower and are not to get too far in should they. Keep
throwing waves of Security guards at them until they are all defeated. The security guards detain
the Joe's and keep them locked up a security guard will have questions for them when they come
too.

The Extensive Enterprises Security Guards are same stats as Cobra Troopers but have the
following equipment: Pistol, Bludgeon Stick, Light Armor. The Extensive Enterprises Tactical/
QRF Officers have the same stats and equipment as a Cobra Viper. The civilian employees of
Extensive Enterprises are all undercover Crimson Guardsmen/women who under no
circumstances will break their cover. The Crimson Commander twins Tomax and Xamot will not
engage the Joe intruders and break their cover either.

Once captured the Joe's will be held long enough for the Surveillance team and Cobra warehouse
to destroy sensitive data and any proof they were ever in those locations. By the time Joe's are
released by Extensive Enterprises custody the Cobra operatives would have fled and the mission
would be a bust. The Joe's would be uncuffed and led out to the main lobby where a pair of
identical twins in matching business suits stand before General Hawk threatening legal action.
They return the captured Joe operatives to the General of GI Joe keeping the Joe's weapons,
surveillance equipment, comms equipment and anything else used to bypass Extensive
Enterprises anti intrusion devices and security detail.

If the Joe's retreat from Extensive Enterprises before they can be captured the Security guards
and the QRF team will not follow. The Joe's might be able to salvage the Fort Wadsworth
operation, however their cover is blown and now Cobra will have dossiers of the new Joes.

Once out of the building Hawk will reprimand the Joe's and tells them the mission is a complete
failure. The Cobra Operatives fled and a ARBCO warehouse on the pier was set ablaze all
evidence and traces that Cobra was ever there are now gone. The Joe's are ordered to retrieve
their gear left at the AO and return to the Pit. If the Joe's disobeyed General Hawk's direct orders
not to go after Extensive Enterprises there will be a court martial awaiting them upon their return
to the Pit and there is a good chance the Joe's will end up dismissed from the GI Joe team all
together.

The failed Assault on Extensive Enterprises ends in complete and total mission failure no
experience will be rewarded at mission’s end. Some Joe's may even face being kicked off the GI
Joe team pending a Court Martial upon their return to the Pit. And if Cobra didn't have the new
Joe's dossiers yet they sure do now.

A Pit of Vipers (Joe's follow the ARBCO Delivery Driver)

The Joe team can opt to follow the ARBCO delivery truck after it leaves the suspected Cobra
Surveillance house. Just like the SEIGE the Cobra Trooper who is disguised as a ARBCO
delivery driver is always predictable as he is on time and always follows the same route. Being
predictable allows the Joe team to lay in wait and follow from a safe distance. While it’s easy to
plant a tracking device on the SEIGE's car as it sits out front of the house all night the ARBCO
truck is only there long enough for the female SEIGE to come out and make the swap.

The Joe's while the van is parked maybe able to sneak up and quietly sneak into the back of the
van or climb onto it but this option is very risky. The Joe's can also use the Surveillance Drone
they requisitioned as part of their Surveillance kit at the beginning of the mission. This is the
safest method to follow the big delivery truck and not be detected.
The Joes need to use an inconspicuous vehicle to follow the delivery truck and not be spotted.
The Joe's follow the ARBCO Delivery truck to the main road that runs along the waterfront. The
street has heavy traffic during this time of day so blending in is very easy. The big ARBCO truck
sticks out in the heavy traffic. The Joe driving can use Driving skill to stay out of sight of the
ARBCO delivery driver.

The Joes follow the ARBCO delivery truck for several miles down the busy waterfront lined
with hundreds of shops and vendors and the sidewalk is packed with pedestrians shopping. The
ARBCO delivery truck makes a right and turns towards a gate heading to a pier. The Joe's watch
a ARBCO Security guard stop the truck check out the driver before opening the gate and letting
the ARBCO delivery truck thru then closing the gate behind the truck. Before reaching his guard
shack the guard uses his radio to contact someone most likely to notify someone on the inside
that the ARBCO delivery truck has arrived.

The Joes will have to find a spot in which to watch the pier. They watch the ARBCO delivery
truck pull up to a massive warehouse as the end of the pier. Two massive doors open slightly
then swallow the ARBCO delivery truck whole. The warehouse is the only structure on the pier
on its massive roof is the ARBCO logo.

At this time the Joe's should contact Joe HQ and update them on what they uncovered. Hawk
will get on and notify the Joe team that ARBCO is a front for Cobra operations and tells the Joe's
they need to find out what is going on inside the massive warehouse the Joe's need to do so
quietly Cobra can't be made aware that the Joe's are on to them. The Joe's will have to find a way
to get to the warehouse on the pier without being caught.

If the Joes take a moment to scan the warehouse as they decide on anything they can make an
Awareness check and spot rows of skylines running across both sides of the roof. If the Joe's can
quietly get up on the roof of the ARBCO warehouse they should be able to see what’s going on
inside.

The Joes can go in the hard way manage to sneak past the ARBCO Security guard and either
climb up on roof or try to slip in thru a door. Or they can try an easier route they can go back to
the Motor pool on Fort Wadsworth and get the two JUMP jetpacks the roar of the ocean around
the pier should disguise the roar of the jetpack engines. They can also take control of the
Surveillance Drone and use it to peer into the Warehouse thru the skylines on the roof of the
warehouse.

No matter what option they choose this part of the mission isn't time sensitive but they do need
to take care and be stealthy see but not be seen. Once the Joe's can see what is going on inside
the warehouse an Alertness check can be made to observe what's really going on.

The warehouse is split down the center by stacks of wooden crates marked with the ARBCO
logo on them. Towards the front of warehouse just inside the big bay doors is the ARBCO
delivery truck and its driver still with his mask covering his nose and mouth. Not far from where
the delivery driver and truck are along the wall is a series of prefab rooms and offices. A office
closest to the delivery driver at floor level appears to be full of computer banks that are buzzing
with electrical life. And appears the room is occupied by someone.

Next to the computer filled office is a gap between it and the next set of prefab rooms. In the gap
is a set of steel stairs winding up to a second story where a massive Supervisor's office with huge
slanted glass windows overlooks the warehouse floor. A supervisor in dress pants, shirt, and tie
and like the delivery driver is wearing a mask covering his nose and mouth sits at his desk
working on his computer.

In the warehouse below in bays on either side of the row of stacked of crates are 4 warehouse
workers dressed in coveralls like the delivery driver with the ARBCO logo on the back. They too
are wearing masks covering nose and mouth. The 4 warehouse workers are split into 2 pairs 1
pair per bay. In the two bays the warehouse workers can be seen assembling somethings. An
Alertness check determines in one bay the pair of warehouse workers are busy assembling
H.I.S.S. tanks while the other pair in the other bay are assembling F.A.N.G. helicopters. This is
the proof General Hawk is looking for.

As long as the Joes are quiet and not seen by the Cobra operatives disguised as a warehouse crew
the Joe's can report back to General Hawk and he will green light the operation to take down the
Surveillance team. He will even authorize a strike on the ARBCO warehouse if the Joes can
come up with a plan to deal with them both.

If the Cobra operatives are alerted to the presence of Joe intruders they will act quickly. On the
pier at this time there are 6 total Cobra Troopers all unarmed except the Security guard at the
gate. Their assault rifles are hidden amount the crates even the security guard has an assault rifle
hidden in his guard shack. The Cobra Troopers will spend their first round of Movement and
Action drawing their Assault rifles from their hidden locations throughout the warehouse.

In the lower office is a Tele-viper who will spend his first 3 actions destroying sensitive data and
any proof that Cobra was ever there. In the Supervisor's office is a Cobra Officer, who like the
Tele-viper spends first 3 rounds destroying data. The 6 Cobra Troopers will fend off the intruders
for first 3 rounds. Once the Tele-viper and Cobra Officer are done destroying data, they make a
break for a trapdoor under the staircase leading to the Supervisor's office. The trapdoor leads to a
Moray hidden under the pier. The Moray is there for an emergency getaway and is always
manned by a Cobra Eel once the shooting starts, the Eel powers up the Moray and waits 5 rounds
for the Cobra Officer and Tele-viper to make their way down to the Moray through the trapdoor.
Once they reach the Moray, the Eel smashes through the wooden planks keeping the Moray
concealed from prying eyes and off to Cobra Island they go.

Once the Cobra Officer and the Tele-viper are safely clear of the warehouse, the remaining
Cobra Troopers will break open 4 crates each taking 1 round to destroy. This reveals Cobra
getaway vehicles: 2 Cobra Ferrets and 2 Cobra Trouble Bubbles. The Cobra Troopers will blast
their way out of the warehouse to safety.

If any Cobra operatives from the Cobra warehouse manage to escape, Cobra HQ is immediately
alerted and the Cobra Surveillance team will be notified about the attack on the warehouse and
will be ordered to hastily begin exfiltration procedures.

If the Joe team is able to quietly gather the intel General Hawk wanted and go undetected till
they can exfiltrate from the warehouse and rendezvous with the rest of their team begin Chapter
3: Take Down. From here General Hawk will give the Green Light to hit both locations if they
can. If they can't priority is to hit the Cobra Surveillance team's safe house. The Joes need to plan
carefully.

Cobra Callsigns

If Joes can eavesdrop or plant listening devices the Cobra Operatives speak in code using
Callsigns to ID each of the key operatives taking part in the Surveillance operation:
 Safe House is the name given to ID the house used by the SEIGE Surveillance team as
well as refer to the 3 operatives as a group without having to name all 3
 Fred is used to ID the male SEIGE
 Wilma is used to ID the female SEIGE
 Pebbles is used to ID the Cobra Drone Tech
 Pigeon is used to ID the Cobra Trooper disguised as ARBCO delivery driver who
delivers supplies to the Safe House and delivers the data collected there of the base
directly to the Tele-viper
 Boss Man is used to ID the Cobra Officer at the warehouse and in charge of the whole
operation
 Micro is used to ID the Tele-viper analyzing the data Surveillance data collected by the
Drone Tech's Drone at night and is there to receive status updates from Sentry and Sea
Legs
 Sentry is used to ID the Cobra Trooper disguised as ARBCO Security that mans the gate
house that gives access to the pier leading up to the dock warehouse. Routinely
communicates to the Tele-viper in warehouse frequent status reports over an encrypted
radio. He also radios the arrival and the departure of the Delivery Driver
 Sea Legs is used to ID the Cobra Eel manning the hidden Moray under the warehouse
dock posted and ready to make a quick getaway. Like Sentry regularly checks in with the
Tele-viper
 Brothers Grim is the ID name when referring to Tomax and Xamot while themselves
having no hand in the operation directly the twin brothers are the ones loaning out the
Crimson Guardsmen Surveillance team
 Snake Master is the ID name for the King Snake himself, Cobra Commander. Like the
twins Cobra Commander has no hands on the operation itself but when making reference
of him they use this callsign

The 4 remaining Cobra Troopers working disguised as warehouse workers on assembling


H.I.S.S. tanks and F.A.N.G. choppers are not important enough to warrant their own callsigns
but if GM feels the need for callsigns for then then the GM can do so at their discretion.
Part 3: Take Down

Once General Hawk gives the green light to take down the Cobra cells after the Joe team
provides 100% identification the Joe's can use The Silent Option or the Fast & Furious option
to take down the SEIGE Surveillance team and the Cobra warehouse. Depending on the size of
the Joe team The Silent Option will work for any size team while Fast & Furious is more
suited for larger teams of 6 or more Joe's. Using the Fast & Furious option with a smaller Joe
team will surely lead to casualties, Cobra operatives escaping, and valuable Intel on Cobra
operations being destroyed.

The Joe team needs to take the time to plan the attacks out. Both locations have abundance of
locations that an Overwatch/Sniper can take up position and provide covering fire from. At both
locations the streets can be blocked off with vehicles to prevent the Cobra Operatives from
escaping via ground but does little to prevent air and sea escape. Attacking the Warehouse is less
likely to cause civilian casualties unless it manages to leak off the pier and into the busy
waterfront streets. The Safe House unfortunately is very difficult to prevent civilian casualties if
the raid turns into a prolonged firefight.

During this phase of the mission the Joes can access the Chaplains Assistant School's Motor pool
on base and utilize the VAMP Mk 1, the 2 RAM cycles, and the 2 JUMP jetpacks located there.
They can be utilized during either Take Down options but are much harder to conceal during the
Silent Option. The Joe's can even utilize a mixture of Joe Vehicles and the Undercover Vehicles
as they see fit to include the QRF Suburban. While the QRF Suburban has no weapons it does
have an armored cab and has footing and handrails for up to 4 Joe's to hold on to from the
outside for tactical deployment. A mounted weapon can also be mounted inside the back of the
QRF Suburban giving up the backseat for passengers. Doing so the weapon faces the rear of the
armored SUV and the rear hatch must be opened in order to be deployed meaning the rear of the
armored SUV must be facing the enemy.

The armored Suburban has same stats as the VAMP Mk1 except it has Armored Cab, 1 driver, 4
internal passengers plus 4 external passengers, and no weapons. The armored Suburban can be
modified with a rear firing mounted weapon but in doing so gives up 2 internal passenger spots.
The 4 external passengers may use Sidearms or Medium weapons with a Sling upgrade while
holding on to the handrails. These medium weapons used must not have the reload trait unless
the medium weapon with Reload trait has the Ammo belt upgrade. It only costs 5 Movement to
mount and dismount from the armored Suburban's external side mounts.

The Silent Option

Choosing to be cautious the Joe team can pick off individuals and surprise the bigger groups with
little to no resistance. The Joe team can pick off the ARBCO delivery driver enroute to the Cobra
Surveillance team's safe house. Then use the ARBCO delivery truck to sneak up and take out the
occupants of the Cobra safe house and again to launch a surprise attack on the Cobra warehouse.
The Joe team can then pick up the last SEIGE on his way home from work or hide and ambush
him as he comes home. This way minimizes the number of Cobra operatives in any given area
and catches them by surprise.

If the Joe's hit the SEIGE enroute to or from work he has a submachine gun in his brief case and
takes a move action to draw before he can use it.

Same goes for the ARBCO delivery truck driver who has submachine gun hidden in his truck's
cab. As long as the Undercover cobra trooper is inside the truck, he can access his submachine
gun as a Move action.

Hitting the safe house, the female SEIGE can easily get to hand guns hidden thru out house if she
sees the Joe's coming with a Move action. If a Joe disguises themselves as the male SEIGE he
can enter house without detection and surprise the female cobra operatives occupying the safe
house. The Joe's can also take the guise as the ARBCO delivery driver to lure the female SEIGE
out of the house. If the Joe's don’t get to the Drone Tech right away she has access to her rocket
launcher a Move action and will not hesitate to use it if done quickly and quietly this can be
avoided. If caught by surprise by the Joe's the Drone Tech will surrender without a fight.

In order to keep civilians from getting hurt the Joe's prior to the assault on the safe house they
can casually go door to door and warn the neighbors to lock their doors and stay inside their
homes and to stay away from doors and windows. As long as the Cobra operatives inside are
unaware of the Joe team's presence this can be done and the intersection down the street can also
be blocked off by vehicles preventing a ground escape without the occupants of the safe house
any wiser.
Attacking the warehouse without alerting their presence can be difficult. More Cobras there the
greater the chance the alarm will go out. A Cobra Eel is manning a Moray for a quick getaway
concealed beneath the warehouse if he hears commotion in the warehouse he will flee. As long
as the Cobra operatives are unaware of the oncoming attack, they will be busy assembling HISS
tanks n FANG choppers and are unarmed. They do have assault rifles hidden among the crates
and will lose their whole turn getting to them. Only Cobra Trooper armed in the security guard a
silent attack can take him out with ease and without alerting Cobras inside the Warehouse.

If Joe's choose to try to get as many civilians away from the pier, they will find it is a little
impossible to do so as the road along the waterfront is a major venue for hundreds of vendors
and storefronts. Trying to get that many people out of the area and block off a busy street this
busy will prove to be an impossible task to do and might draw the wrong kind of attention or
even alert the Cobra operatives inside the Warehouse about the impending attack giving them
valuable time to prepare for their ex-fil. The stores and vendors close down at night and there
less traffic on the waterfront road in the evening if the Joe's want to hit the ARBCO warehouse at
night.

If at any time the delivery driver does not make it back to the warehouse on time or notifies that
he didn't make the drop off and pick up at the safe house with the SEIGE that is supposed to be
there the Cobra operatives at the ARBCO warehouse will follow exfiltration protocols destroying
all evidence that they were ever there and leave via hidden Moray under the pier. Also, if the
Security guard manning the gate doesn't check in at regular intervals with the Tele-viper or
announce the arrival of the Delivery Driver the Cobra operatives inside the Warehouse will
suspect something is up and prepare for an attack k.

The Joe's can use Infiltration and take out individual troopers thru out the warehouse. Two
troopers are assembling H.I.S.S. tanks and 2 are assembling the F.A.N.G. choppers these two
groups are separate from each other, but both Troopers must be taken out together. The Cobra
Trooper disguised as the Delivery Driver hangs out not far from his delivery truck just inside the
Warehouse bay door. The Tele-viper is in a office off to the side inside of the warehouse not far
from where the delivery truck is parked. With computer banks in the Tele-viper's office buzzing
and the Tele-viper distracted by his task of analyzing the data recorded by the Surveillance
Drone makes sneaking up on him an easy task. However, the Cobra Officer is in the Supervisor's
office overlooking the warehouse may prove difficult to sneak up on. An Alertness check reveals
the trapdoor under the staircase leading up to the Supervisor's offices. The trapdoor leads down
to the Moray and if the Eel hasn't been alerted yet of the Joe's presence the Eel can also be snuck
up easily and taken out with sneak attack as he is bored and distracted as he is reading a Cobra
Life magazine. Beneath the Supervisor's office are a bathroom, locker room, and a break room.
There are cots here so the Cobra operatives can rotate sleep at night while continuing 24/7
assembly operations. The security guard and delivery driver switch out rolls every 12 hours. If
the Joe's choose to attack late at night 3 of the Cobra Troopers will be asleep while other 3 Cobra
Troopers stay at their posts. The Tele-viper and the Cobra Officer have cots in their offices and
maybe asleep when the Joe's make their late-night raid.

Taking the warehouse and safe house by surprise rewards the Joe team loads of valuable intel on
future Cobra operations.

Fast & Furious

When hitting the Cobra warehouse using the Fast & Furious option the Cobra Officer and Tele-
viper will use their first 3 rounds of actions to destroy Intel and on the fourth round move to the
trapdoor and make a break for the awaiting Moray that will be prepped and ready to go. The
Moray will give the Tele-viper and the Cobra Officer 5 rounds if they have not come down the
trapdoor by then he leaves. The 6 Cobra Troopers will fight to protect the Officer and Tele-viper
and cover their escape. Their first round will be moving to draw their assault rifles from hidden
locations throughout the warehouse and guard shack. They will work their way to 4 crates once
the Cobra Officer and Tele-viper are clear and made their escape via the hidden Moray. Here
hidden in the 4 crates the Cobra Troopers have 2 Ferrets and 2 Trouble Bubbles prepped to make
their escape. It takes 1 round to destroy the crates around the 4 vehicles. The H.I.S.S. tanks n
F.A.N.G. choppers are not completely assembled and are inoperable so the Cobra Troopers
cannot use them to aid in fending off the Joe attack or aid in their escape.

Upon attacking the Safe house, the Joes will find they must blast doors open with explosives or
two shots from shotguns targeting the door’s hinges as the doors are made of reinforced steel.
This gives Cobra operatives time to destroy data, get to concealed guns throughout the house, get
to the radio and contact cobra Island. Once radio and data are both destroyed the Cobra
operatives will make their way to garage where they have a Ferret and a Trouble Bubble to help
blast their way out of the Safe house and make their escape.

The Reward

If the Joe's preformed the interrogation of Scar Squad and at least got half the Intel from one of
them, located the safe house undetected, located the warehouse undetected, hit both locations and
succeed in capturing the Intel at both locations then the Joe's are rewarded 1 full level of
experience. If Joe's hit only 1 location they only earn 1/4 level of experience or 1/2 level after
successfully gathering intel from the sight and successful interrogating Scar squad in part 1. If
they hit both locations they earn 1 full level of experience, but if they failed to gather the intel
from both or any one of the sights and failed to interrogate Scar Squad in part 1 they do not get
awarded a full level of experience and only earn 1/2 a level instead. If the Joe's go after
Extensive Enterprises after doing Sound Investments and end up caught by Extensive Enterprises
security their cover is blown and the Cobra operatives at both locations rabbit from the area
destroying any proof they were ever there before the Joe's are released from custody and the
team earns no experience for the complete failure of the Mission.
