MANAGEMENT ACT OF 2000 AT MUNICIPAL LEVEL: RESPONSES FROM
MUNICIPALITIES IN THE THIRD DISTRICT OF BATANGAS

Research Problem, Rationale, and Background:

The definition of waste has changed over the course of history because of changing scenarios
and changes in human behaviors impacted by technological developments. Therefore, the perception
of what is waste is behavioral. There is no residual material from general human activity that cannot be
reused, recycled, or reduced for energy generation at the level of technological development today.

The only issue that may hinder the adoption of any procedure at any time or place may be the economy
of scale. But if all of us work together, waste disposal can be avoided completely. (Agwouke,2017)

This thesis aims to evaluate the effectiveness of the implementation of the Ecological Solid
Waste Management Act of 2000 at the municipal level in the Third District of Batangas, Philippines.
The study examines the responses of municipalities to the law and identifies the factors that contribute
to the success or failure of the implementation. The research intends to provide insights and
recommendations to improve the implementation of the law and promote a sustainable solid waste
management system at the municipal level.
Municipal Solid Waste Management has emerged as a significant environmental concern. Changes in
Municipal waste management systems have been motivated by the prospect of global climate change
as one option to lower greenhouse gas emissions. As a result, a modernization movement is growing in
developing countries' metropolitan areas, adopting the knowledge of rich nations and their integrated
solid waste management systems as universally recognized best practices.

Just try to imagine a world without waste disposal. Every single house would generate a
substantial amount of waste. Some people could try to reduce the impact of the waste and garbage on
themselves, but doing so consistently only increases localized pollution and environmental problems.

Some people would try to burn their garbage, which would produce smoke and pollutants. This
would eventually cause severe weather effects as well as the re-emergence of smog, both of which
would have an influence on respiratory health. The improper burning of waste would have an impact
on buildings and the environment, with smoke staining buildings black like they did in the late 19th
century. (Shergold,2009)

The implementation of a circular economy needs the ecological sustainability of household


solid waste. However, in many developing nations, household solid waste sorting is still in its
development. By focusing on the management role of policy and the sorting habits of citizens,
sustainable waste management can be achieved. This study intends to investigate the key factors that

influence residents' household solid waste sorting behavior and how policy in particular affects it. A
conceptual framework is evaluated using structural equation modeling analysis on a sample of Chinese
residents in Shanghai, drawing on the idea of planned behavior and taking experiences into account.

Solid waste management is regarded as one of the most important environmental problems. In
2010, it was anticipated that 10 million tons of garbage were produced annually, and by 2020, that
number is predicted to increase by 40%. The Republic Act (RA) 9003, also known as the Ecological
Solid Waste Management Act of 2000, gives local government units the required institutional
framework, regulatory framework, and mandate to achieve waste reduction through the establishment
of integrated solid waste management programs.

The LGUs can make the national mandate's impacts a reality if they demonstrate a high level of
political commitment, collaborate to develop effective local strategies, build partnerships with other
stakeholders, build capacity, provide adequate funding and incentives, and closely monitor and
evaluate performance.

For sound environmental development, sustainable use of the environment's resources and
services is crucial. Due to their high consumption practices, which are accelerating at the same time as
economic progress, humans' way of life has put a lot of strain on the environment. As a result,
development professionals, policy makers, and international organizations are now more aware of the
need for harmonious coexistence between human society, development, and the environment in order
to ensure sustainable development. Sustainable development integrates the natural world and the
human social world towards future prosperity. (Malik & Grohmann 2011, p. 500)

Theoretical Framework:
This research is based on the theory of political participation, which focuses on political
changes that shape the stability of political systems, where modernization is the opening of political
participation. According to this theory, societies tend to become unwieldy and chaotic as they become

more modern. If the system of social modernization that caused the turmoil is not intertwined with the
political and institutional system modernization; the result is violence.

In addition, the Act, also known as the Republic Act (R.A. 9003) or the Ecological Solid Waste
Management Act of 2000, requires both governments and non-governmental organizations to be
responsible for information dissemination campaigns and implementation of the Act. obliged. Chapter
II Section X of R.A. No. 9003 mandated the role of local governments in solid waste disposal. 7160,
also known as the Local Government Act, LGUs are primarily responsible for enforcing and enforcing
the provisions of this Act in their respective jurisdictions. " Therefore, the role of local governments,
especially barangays, in collaboration with others should be seen as critical.
Agencies/sectors that limit what people can do.

Statement of the Problem:

This study aims to assess the implementation of the Ecological Solid Waste Management Act
of 2000 at the municipal level, particularly in the municipalities of Batangas Third District.
Specifically, the study seeks answers for the following questions:

1. What is the profile of the municipalities in the Third District of Batangas in terms of:
1.1. Population;
1.2. Income Classification; and
1.3. Number of Barangays?
2. What is the profile of the respondents in terms of:
2.1. Age;
2.2. Sex; and
2.3. Sector in Society?
3. What is the level of the implementation of the Ecological Solid Waste Management Act of
2000 at the municipal level with regard to:
3.1. Institutional Mechanism;

Proposed Study Area and Respondents:

This study aims to revisit the implementation of the ecological solid waste management act of
2000 under the third district of Batangas Province, with the exception to the following cities and/or
municipalities; Tanauan and Santo Tomas. Along with the government employees that works in the
municipalities, especially those who handles the waste management system and improvements of their
area.
