The Refugee Law Project (RLP) is an outreach project of the School of Law, Makerere University.
Our Mission is to empower asylum seekers, refugees, deportees, IDPs and host communities to
enjoy their human rights and lead dignified lives. The Refugee Law Project has a wide physical
presence with offices in the districts of Kampala, Hoima, Mbarara, Gulu, Kitgum, Kiryandongo,

a. ENGLISH FOR ADULT TEAM LEADER

Position: English for Adult Team Leader


Reporting Relationship: Field Office Coordinator
Position Locations: Kiryandongo

Job Summary:
The English for Adult Team Leader is responsible for rolling out RLP’s Speak Your Rights
curriculum to non-English speaking refugees, hosts, and other victims of forced migration to
enable them to advocate for their rights and access services and manage the learner’s social
enterprise projects and vocational trainings. Besides direct teaching, the EFA Team Leader shall
work with responsible staff to advance the livelihood and SRHR activities of RLP, specifically at
their respective project districts.

Key Performance Areas

KPA1: Facilitation Coordination


1. Support in the recruitment/registration of refugees to the EFA Programme in the specific
area of operation.
2. Coordinate and guide the development and preparation of lesson plans assigned to fit
within the specified study period and relevant learning protocols and guidelines.

3. Ensure timely and smooth English for Adult Learners orientation is conducted.
4. Oversee the teaching of adult learners functional English, SRHR, Mental Health,
Livelihoods, Transitional Justice, numerical and practical skills to help them in running
their day-to-day affairs
5. Facilitate classes for designated EFA level assigned by Field Office Coordinator through
the Project Manager
6. Hold monthly meetings with class leaders in respective classes to check on the lessons
extended to learners and ensure that classes are run in a systematic manner and order
7. Oversee the organisation of English for Adults class and inter-Centre debates for the
learners to develop confidence in the language taught through educational arguments;
8. Oversee the enrolment of EFA learners for further vocational trainings
9. Oversee the coordination and mobilisation of communities for community dialogue
meetings

KPA2: Assessment
10. Guide the Facilitators on executing assignments to learners in time and making sure that
the given assignments are marked and results handed over to the learners on time
11. Review the assessment results and advise on appropriate strategies for various
performance and oversee the organisation of graduation events for the final level
12. Organise annual poetry, writing and painting competitions on key social problems
13. In consultation with the Livelihood Officer, facilitate English for Adult learner’s social
enterprise projects

KPA3: Documentation and Reporting


14. Ensure that EFA registers are up to date with all adjustments in specific periods
15. Develop training curricula, instructor manuals, learner guides, and other materials and/or
utilise purchased training programs that meet identified learning goals
16. Coordinate with fellow EFA Team Leaders in other project sites on curriculum
development, analysis, review, and reporting.
17. Manage the arrangement and organisation of materials for community dialogue and
trainings.
18. Ensure that all EFA materials are filed in a way that can make them easily accessible to
users
19. Complete all online and offline data-capturing tools and ensure that they are up-to-date
at all times
20. Ensure that all information disseminated to learners is given in the proper manner and in
the languages understood by the learners
21. Conduct quarterly outcome mapping exercises for current and former EFA learners
22. Attend in-house and office-of-office meetings/workshops whenever requested
23. Participate in district sector meetings on education, and provide timely reports and key
emerging issues therein.
24. Produce quarterly statistical and analytical narrative reports on the state of adult learning
of RLP and the district

KPA 6: Administrative/Managerial

25. Provide direct line management to EFA Facilitators
26. Lead the EFA team in the preparation of work plans
27. Consolidate individual reports into a joint report for the EFA team and share
them with the Field Office Coordinator
28. Compile and submit sector reports to FOC on quarterly, bi-annual and annual
reports
29. Ensure appropriate workload for the team
30. Liaise with the Human Resources unit in conducting performance appraisals and ensure
competency and training gaps are addressed
31. Support the Human Resources unit in ensuring that all institutional policies are adhered
to and that any anomalies are reported timely and professionally

Job Requirements
• Bachelor’s degree in Adult and Community Education, Education (Secondary)
• Minimum of three years’ experience in facilitating professional adult learning
• Possession of a valid driving permit (Class A) is a MUST
• Demonstrated experience managing other facilitators
• Strong classroom management skills
• Excellent written and spoken English
• Knowledge of adult learners and alternative educational methods and ability to apply
these methods for adult, at-risk teens and multi-cultural forced migrants
• Ability to facilitate classes of diverse abilities and backgrounds and overcome barriers to
success in a multi-level class
• Ability to build a classroom environment that is conducive to learning and appropriate to
the maturity and interests of students
• Ability to relate well to different groups of learners of different ages and ability levels.
• Must be computer literate and able to use a variety of audio-visual equipment
• Ability to communicate effectively both orally and through correct written grammar and

b. GENDER AND SEXUAL REPRODUCTIVE HEALTH RIGHTS ASSISTANT

Position: Gender & SRHR Assistant


Reporting Relationship: Gender & SRHR Officer
Position Locations: Adjumani and Gulu

Position Summary
The Gender and SRHR Assistant will be required to work with individuals, couples and households
experiencing personal difficulties, particularly due to experiences of violence, to help them access
appropriate support needed to overcome their problems.

Key Performance Areas


KPA1: Direct client support
1. Carry out screening/profiling of forced migrants and first-instance referrals for
necessary support
2. Explain to clients the relevant internal procedures as well as client obligations regarding;
the nature and scope of specific interventions, benefits of disclosure of information
necessary to determine the intervention, etc
3. Collect additional client data through interviews, case history, psychological tests,
and/or observational techniques; evaluate data to identify causes of problems and
determine the proper therapeutic approach or referral to other specialists.
4. Provide counselling and psychosocial support to clients
5. Provide support during proactive community-based screening/profiling for experiences
of violence amongst refugees in the settlement.
6. Assist during individual & Household preparatory counselling & follow-up visits before
and after the repair is conducted
7. Assist in the provision of post-rehabilitation support, documentation and profiling of
rehabilitated victims
8. Make internal referrals within RLP for any refugee clients within the settlement with
cases in court requiring representation and follow-ups at police posts and other issues
9. Assist during Mediations in which the Refugee Law Project is involved in the settlement
10. Assist in the monitoring of detention palaces in which refugees from the settlement are
held
11. Assist in the training of paralegals and community interpreters
12. Assist in supporting internship students assigned to the settlement on Experiential
Learning
KPA2: Documentation and Records management
13. Ensure that all clients’ data, as well as records of any subsequent assessments and
support offered, is captured in a manner that ensures full confidentiality and allows the
compilation of accurate records of issues encountered and support offered.
14. Document the client’s testimonies and submit them to the Gender and SRHR Officer

KPA3: Reporting

15. Prepare timely intervention reports, including maintaining and updating the database of
all managed clients.
16. Share monthly reports with your supervisor for monthly upload

KPA4: Capacity Building


17. Provide support during capacity building of Police officers, Prisons Officers, UPDF
officers placed in or providing security to the settlements, local leaders and Refugee
Welfare councils
18. Assist in the distribution of a User guide on Refugee rights and protection for field
officers
KPA5: Awareness Raising
19. Community mobilisation for participation in screening/profiling processes and any other
RLP activities
20. Support the Gender and SRHR Officer in carrying out regular community dialogues for
the refugees in the settlement and host communities around the settlement
21. Assist in the training of Community Interpreters
22. Support in commemoration of major international days
KPA6: Empowerment
23. Assist in carrying out awareness-raising sessions as planned
24. Assist in mentorship and capacity Building of Support Groups in the settlement
25. Assist in supporting RLP’s participation in the commemoration of International Events in
the settlement
26. Assist in carrying out dissemination of IEC Materials
Job Requirements
• A diploma in Social Work and Social Administration, Social Sciences, Community
Psychology or any related field.
• Minimum of one year of professional experience in providing counselling support to the
disadvantaged
• Strong written and spoken English
• Comfortable working in environments with little basic infrastructure
• Strong listening skills
• Sensitivity and empathy

c. LEGAL ASSISTANT

Position: Legal Assistant


Reporting Relationship: Legal Officer
Position Location: Adjumani, Kiryandongo, Lamwo

Position Summary
The Legal Assistant will support in the provision of direct legal support to forced migrants and
carry out policy advocacy.

Key Performance Areas

KPA1: Legal aid


1. Support in the provision of legal advice to forced migrants
2. Participate in the identification and in making referrals for the resettlement of clients as
per established procedure
3. Facilitate Alternative Dispute Resolution among conflicting parties
4. Participate in Legal aid clinics by providing on-spot legal aid services
5. Support and report on court watch briefs in collaboration with ODPP
KPA2: Research and Advocacy
6. Actively participate in research, documentation, and publication on issues of Access to
Justice as they relate to forced migrants and forced migration
7. Support in the preparation of legal opinions and advice on general issues of forced
migration that may arise from time to time
8. Participate in conducting trainings for government duty bearers and forced migrants
9. Participate in the development of information, education and communication materials
relating to access to justice matters
KPA3: Networking
10. Organize and facilitate information sessions and dialogues with forced migrants and
other stakeholders
11. Support in coordinating networking with other stakeholders in the provision of legal aid,
including but not limited to Government institutions, UNCHR, among others
12. Support in initiation, review and advice on MOUs between RLP and other partner
organisations.
KPA4: Fundraising and donor relations support
13. Support the Programme Manager in developing technical narratives for purposes of
fundraising, as required
14. Participate in identifying new lines of intervention that facilitate fundraising.
15. Submit reports and accountability within the stipulated time frame

KPA5: Documentation
1. Update all online and offline data-capturing tools
2. Maintain up-to-date databases of partner’s profiles
3. Draft activity progress, monthly, quarterly and annual reports in the agreed timeframe.
Job Requirements
• Bachelor’s Degree in Law from a recognised university
• Experience in representing clients before any quasi-judicial or other governing bodies
• Experience in engaging with key partners on legal-related issues
• Knowledge of Kiswahili and/or any other language spoken in refugee communities will
be an added advantage
• Ability to operationalise legal assignments;
• Ability to give timely reports on activities undertaken;
• Ability to work under pressure with minimum supervision;
• Creative and innovative skills;
• Great interpersonal skills and high level of self-motivation;
• Excellent skills in MS Office applications and good communication and presentation
skills;
• Possession of a Post Graduate Diploma in Legal Practice will be an added advantage

d. MENTAL HEALTH AND PSYCHOSOCIAL ASSISTANTS

Position: Mental Health and Psychosocial Assistant


Reporting Relationship: Mental Health and Psychosocial Supervisor
Position Locations: Adjumani, Kiryandongo, Lamwo

Position Summary
The Mental Health and Psychosocial Assistants will be directly responsible for the routine
provision of counselling and psychosocial support to individual clients and their households
(where applicable) undergoing physical and psychological rehabilitation – with an average day
centred on routine counselling in and out of RLP’s offices.

Key Performance Areas

KPA 1: Direct Client Support


1. Provide counselling and psychosocial support to clients (individual and household
preparatory and post-rehabilitation psychosocial support), including direct
administration of specialised therapies

2. In liaison with the Senior MHPSS Supervisor, Gender & SRHR Officer, Social Worker,
Natural Resources and Livelihood Officer, Documentation Assistants, and as necessary,
provide and/or arrange for therapeutic interventions as appropriate
3. Accompany clients to major rehabilitation centres
4. Provide direct mental health and psychosocial support during detention monitoring
(specifically prisons in the project areas)
5. Consult with the MHPSS supervisor, other therapists and related professional and
paraprofessional staff, as appropriate, in performing therapeutic and/or casework; refer
clients to appropriate service agencies as required.
6. Conduct home visits to follow up and conduct family or/ and household counselling to
clients presenting with mental and psychosocial needs or as when assigned.

KPA 2: Documentation and Archival


7. Keeping an Updated Client database (both online and offline)
8. Support data collection from clients through interviews, case history, psychological tests,
and/or observational techniques; evaluate data, identify causes of problems and
determine the proper therapeutic approach or referral to other specialists.
9. Record clients’ testimonies and success stories
10. Conduct a general assessment of all clients on matters relating to complaints and other
issues that may arise regarding their stay in the community(s).
11. Prepare timely intervention reports, including maintaining and updating the database of
all managed clients
12. Work with the Supervisor to ensure that all online and offline data-capturing tools are up-
to-date.

KPA 3: Community-related Engagements


13. Work with the various Refugee Support Groups in providing individual and group therapy
14. Lead or participate in training and mentorship programmes in and around the project
area
15. Participate in the community-facilitated film screening exercises and follow-up on clients
requiring mental and psychosocial support arising from those screenings
16. Participate in community information, awareness raising, and community policing
sessions to support and identify clients with MHPSS conditions
17. Participate in all initiatives of the project
18. Participate in the review of psychosocial conditions, tools and program policies and
procedures
19. Participate in training sessions and workshops to enhance the psychosocial skills of staff
and/or client groups

Job Requirements
• Bachelor’s degree in any of the following fields; Counselling, Psychology, Mental Health.
• At least three years of experience working in the field of forced migration and other
vulnerable groups, as well as hands-on counselling experience with populations that
have experienced conflict-related violence and trauma.
• Affiliation to a professional body like the Uganda Counselling Association, Association of
Clinical Psychologists of Uganda and Uganda Association of Social Workers is an added
advantage
• Ability to work with key recommended therapeutic models, including Cognitive
Behavioural therapy, experiential therapies, Family systems therapy and Interpersonal
Therapy for Groups
• Working knowledge on the use of psychological and other assessment tools
• Ability to adapt to different environments and people from different backgrounds
• Good listening and analytical skills
• Good understanding of the ethical dynamics of working with clients in counselling and
other helping relationships

e. DOCUMENTATION ASSISTANT

Position: Documentation Assistant


Reporting Relationship: Field Office Coordinator
Position Location: Kitgum

Position Summary
The Documentation Assistant is responsible for organising data for providing direct support to
clients undergoing physical and psychological rehabilitation. Specifically, s/he will manage the
data related to all stages of client interventions in line with the Screen-Refer-Support-Document
methodology to maximise the usage of data collected for project monitoring purposes and wider
research purposes.

Key Performance Areas

KPA 1: Documentation and Archival


1. Assist in updating online databases related to screening, profiling and testimony
documentation
2. Store, catalogue and retrieve documents related to the SRSD process
3. Support in the process of analysing of screening database
4. Participate and engage in data collection through interviews, case history, psychological
tests, and/or observational techniques; evaluate data, identify causes of problems and
to determine proper response approaches
5. Record clients’ testimonies and success stories

6. Update clients’ databases on existing online and offline tools

KPA2: Project and Programme Support and Administration


7. Keep track of the stationery and materials necessary to support the documentation
process
8. Participate in research projects and programmes and context/situational analysis

KPA3: Capacity Building and Mentorship


9. Support in organising periodic training on data management for staff and support
groups
10. Participate in training and mentorship programmes in and around the project area
11. Support in organising special sessions on documentation during induction of new staff

KPA4: Dissemination

Job Requirement
• Strong analytical skills with the ability to collect, organise and disseminate significant
amounts of information with attention to detail and accuracy
• Demonstrated experience in social research field-work involving a range of data-

f. FIELD FINANCE AND ADMINISTRATIVE ASSISTANT

Position: Field Finance and Administrative Assistant


Reporting Relationship: Field Office Coordinator/ Finance Manager
Position Locations: Lamwo

Position Summary
The Field Finance and Administrative Assistant is responsible for all field financial administrative
and office support activities, implementing administrative systems, procedures, and policies,
carrying out receptionist services and facilitating correspondence to ensure effective and
efficient operations.

Key Performance Areas

KPA 1: Administration
1. The Administrative Assistant will produce and distribute correspondence memos,
letters, faxes and forms as required;
2. Develop and maintain the contact list for your respective Office(s);
3. Maintain office supplies by regularly checking stock to determine inventory levels;
anticipating requirements; placing and expediting orders; verifying receipts; stocking
items; delivering supplies to workstations.
4. Ensure that the office premises – inside and outside are always kept clean
5. Ensure that RLP facilities, equipment and utensils are always safe, clean, and usable.
Ensure security to the kitchen by ensuring that non-staff don’t access it without his/her
permission.
6. Assist in asset management by conducting quarterly Physical asset verification and
preparing verification reports. Manage general Assets and ensure that Staff sign for
them when going to the field and return them in the same condition.
7. Ensure Office utility bills for Electricity and Water are picked and sent to Kampala for
processing regularly
8. Ensure that documentation for all bills, e.g. Security, Internet, etc., are regularly sent to
Kampala for payment.
9. Maintain a register for hired security companies and send it to Kampala on a monthly
basis for reconciliation.
10. Collect properly filled-in Timesheets for all staff, review and send them to the Human R
for payroll processing.
11. Supervise the Office cleaner and Security guards.

KPA 2: Reception
12. Answer and direct phone calls to the concerned staff in and out of the office

13. Receive, direct and provide general support to visitors, including responding to inquiries
and ensuring that all incoming and outgoing mails/parcels/correspondences are
registered;

KPA 3: Finance
14. Generate and submit requisitions to finance for Office consumables and general office
running.
15. Disburse funds as approved and reconcile expense reports.
16. Pick receipts from suppliers and send them to Kampala for all direct payments.
17. Review all accountabilities to ensure accuracy and proper supporting documents.
18. Regularly pick statements from suppliers of Refreshments and reconcile them with
internal records before sending them to Kampala for payment processing.
19. Support the FOC in reviewing all activity requisitions, ensuring that the funds requested
are within budget, the requisition form is accurate and properly filled in, and the
relevant support documents are attached.
20. Scan and maintain soft copies of all accountabilities before sending the hard copies to
Kampala.

KPA 4: Documentation and Archiving


21. Maintain a filing system and securely archive all the administrative outputs in all forms
and also assist other field staff with overflow work, including data entry and being a
rapporteur as required
22. Prepare and disseminate reports on Finance and Administrative issues periodically.
23. Ensure all staff use the correct forms while implementing activities

KPA 5: Procurement and Logistics


24. Maintain equipment by conducting preventive maintenance and troubleshooting
failures and coordinate repairs to office equipment as required;
25. Manage the Fuel Voucher book, prepare vehicle/ Motorcycle Fuel log sheets, reconcile
Mileage, and send them to Kampala with fuel statements every two weeks.
26. Ensure there are running contracts with all service providers.
27. Source quotations when procuring conference venues for all activities in consultation
with FOCs and project staff.
28. Oversee the fuelling and Servicing of Office Vehicles and Motorcycles.
29. Generate and submit quarterly requisition notes for procurement of Office stationery
and send them to the procurement unit for processing
30. Procure office consumables/ other Items for field activities for the respective office and
manage office running funds.
31. Ensure that all approved suppliers are fully registered with valid Operating licences and
are in a position to generate E- receipts / Invoices.
32. In consultation with the FOC and project staff, prepare quarterly procurement plans and
submit them to the procurement unit by the 5th of every Quarter.
33. Organise and minute Field Office procurement meetings to procure goods and services
of value under UGX 5m.

Job Requirements
• A Bachelors Degree in Commerce, Finance or Accounting
• Minimum of 3 years work experience in related duties.
• Flexible with good communication, feedback skills, assertive and able to question
unclear transactions.
• Able to work under pressure with competing deadlines.
• Working knowledge of computerized accounting and other computer application
packages is mandatory.
• Must be a person whose integrity is unquestionable.
• Sufficient knowledge in bookkeeping is mandatory.
• High level of integrity to be able to handle assets, cash, and cash related
transactions.
