Pursuant to Republic Act No. 9155 the Governance of Basic Education Act of 2001,
the Department of Education issued the DepEd Order No. 026, s. 2022 (Implementing
Guidelines on The Establishment of School Governance Council) which translate the
Principle of Republic Act 9155 (Shared Governance). The goal of this policy is to Strengthen
the role of the Stakeholders and Local Government Unit as the partner in providing the
learners accessible and quality education. Some of the many functions of School
Governance Council are; to serve as Feedback Mechanism at school level, to serve as
Structure for Shared Governance, and to improve and supports School Based-Management.
The nature of School Governance Council focus on being a communal and advice-
giving body for school plans, programs, activities and strategic directions, being an overall
managing body that will synergize, blend, and put together the work of the different school
committees, being a platform to foster the spirit of bayanihan among stakeholders to
support the school, helping the school expand and maintain its feedback scheme,
supporting the school in guaranteeing transparency in its procedures & performance, and
indorsing ways of refining the quality of basic education services.
In line with this, the Department of Education at a school level must strengthen the
promotion of crucial role among the key stakeholders specially with parents and/or
guardians. In order to cultivate an SGC environment with shared decision making, shared
accountability & transparency and collaboration the School Head together with the faculty
and staff must be; good role model when it comes to involvement for the school
improvement and convince the key stakeholders to take part in and do the same as well.
The success of School Governance Council Policy at a school level lies with the ability
of the SGC to bring together the diverse perspective of the members, cultivate
collaborations, and enhance the quality of education services within the school community,
in order to create and deliver a conducive and inclusive learning environment for each of
the learners. Kudos to those brilliant minds who crafted this policy to improve the quality of
education in our country in order for us to keep up with the global educational trend and
meet the UNESCO’s number 4 (Quality Education) Sustainable Development Goals.
