PREFACE

Belgaum City is one of the oldest part of Karnataka with vivid Historical
and cultural development that has taken place over several centuries. Belgaum
City Corporation is having a population of 3,99,600 as per 2001 Census and an
area of 94.08 Sq. Kms. (as per Belgaum City Corporation record). Belgaum city
is 5th largest city in Karnataka State. It is a Divisional Head Quarter of Belgaum
Division comprising Belgaum, Gadag, Bagalkot, Haveri, Uttar Kannada,
Dharwad and Bijapur Districts and also District Head Quarter.

In the past, attempts were made towards the planning of the city. The
existing pattern of Shahapur area, built by Mohammden king “Sherkhan” in the
year 1519 presents a picture of planned development with Grid Iron pattern of
roads.

In the year 1913-16, the Tilakwadi extension Scheme was planned by the
consulting Surveyor to the Government of Bombay, with Grid Iron road pattern,
regular size plots and Civic amenities. In the year 1940, the Belgaum
Manufacturer’s Co-operative Society selected a site on Belgaum - Khanapur
Road, for Industrial Development and the consulting Surveyor to the Govt. of
Bombay prepared a plan for the same area measuring about 200 Hectares.
During the year 1950-51, Angol A, B, C Schemes were prepared by the
consulting Surveyor to the Govt. of Bombay. In the year 1956, the consulting
Surveyor to the Govt. of Bombay prepared a Master Plan for the thickly built up
Central Business area and Shahapur.

With a view to plan the city, the office of the Assistant Director
of Town Planning was established by Govt. of Karnataka under

G.O.No. PLM.22.MNP.61, dated: 06.12.1961. The Town Planning Department


prepared an Outline Development Plan for Belgaum City in July 1963.

In order to provide an overall plan and its enforcement, the Govt. of


Karnataka promulgated the Karnataka Town and Country Planning Act, 1961
with effect from 15.01.1965. In accordance with the provision of the Act,
Belgaum Local Planning Area was declared under G.O.No. PLN/127/MNP/65,
dated: 26/29 November 1965 and the Planning Authority was constituted under
the Chairmanship of the Divisional Commissioner, vide G.O.No. PLN. 159(2).
MNP.65, dated: 25.11.1967.

As per Section 12 and 13 of Town and Country Planning Act, the


Planning Authority prepared Outline Development Plan for Belgaum Local
Planning Area and the Plan was finally approved by Government on
06.06.1972. Under Section 19 of the Town and Country Planning Act,

Comprehensive Development Plan showing detailed Land Use proposals was


prepared and submitted to Govt. for approval.

The Comprehensive Development Plan of Belgaum City was


provisionally approved by Govt. vide Govt. Order No .HUD.199.TTP.79,
dated: 22.12.1979 and the Govt. accorded the final approval for Comprehensive
Development Plan for the Belgaum City vide Govt. Order No.
HUD.724.TTP.85, dated: 14.10.1985.

Belgaum Urban Development Authority has come into existence from


27.05.1988 under Karnataka Urban Development Authorities Act, 1987. The
Planning functions of Planning Authority and development work of the
Improvement Board are vested with the Urban Development Authority. The
U.D.A. is an apex body to coordinate the development programmes within the
Local Planning Area of Belgaum City.

Section 13(D) of the K.T.C.P. Act,1961 provides for revision of


Comprehensive Development Plan once in 10 years. Revised Comprehensive
Development Plan was prepared by the authority for the plan period of
2011 A.D. and it was provisionally approved vide Govt. Order
No.HUD.343.TTP.89, dated. 04.07.1991.

The plan was prepared for a projected population of 9 Lakhs for city area
and 45,000 for 10 villages included in conurbation area. 120 persons per
Hectare population density was taken and 7,840 Hectares of land was reserved
as conurbation area for the planning purpose.

The earlier Comprehensive Development Plan prepared in 1985 had


4,458 Hectares. During revision of C.D.P., additional area of 3,382 Hectares
was included by adding some villages, which were outside the approved
conurbation limit in 1985.

The revised C.D.P. was finally approved by the Govt. by imposing


certain conditions vide its Govt. order No.183.TTP.93., dated: 18.11.1993. The
conditions were attended and once again it was approved by the Govt. vide
G.O.No.183.TTP.93., Bangalore dt. 17.04.1996. It was published in the official
Gazette on January 13, 1994 and also published in the local newspapers.

BROAD OUTLINE OF MASTER PLAN- REVISION- 2

As per the provision made under Section 13 (D) of the KTCP Act - 1961
Revision of Master Plan for the Belgaum Local Planning Area was taken up by
the Authority in 2003.

Development Authority has decided to revise the Master Plan by using


modern technology such as Satellite imagery. Accordingly the whole project
was entrusted to the private consultant M/s Vision Solutions, Hubli. Through
N.R.S.A. Hyderabad, the quick bird Satellite imagery (with 0.06 mtrs.
resolution) of Belgaum City was procured. The Satellite image was digitized
and Base map was prepared by incorporating all layouts.

The layouts were incorporated in Base map and then using Satellite
imagery, all existing developments in city, road alignment and other details
were incorporated along with manual existing land use and thus the existing
land use map was prepared.

The population as per 2001 census for the Urban Agglomeration is


4,75,000 excluding cantonment population. The projection of population was
done by using 4 methods and finally 8 lakh population was taken as projected
population (average of 4 methods) for the year 2021. Considering a density of
98 Persons per Hectare, area required to accommodate the 8 lakh population for
the plan period of 2021 works out to 8212.06 Hectares.
While fixing the Conurbation boundary, the existing defence land
including the Rifle range area about 12 sq. km. is excluded from the total
Conurbation area.
As far as circulation pattern for the city, in the Revised Master Plan-2,
proposals were made for widening of narrow roads, missing link roads were
suitably linked, and new roads were proposed for the extended areas. Building
lines were proposed in major commercial area and in congested area also where
the density is normally high. Some of the roads proposed in Revised C.D.P. of
1993 were altered by reducing the width due to unauthorized developments
taken in some parts of the City. All National/State Highways were interlinked
suitably and proposed as per PWD norms. Two Truck terminals at Kakati and
Peeranwadi were proposed near to Ring Road.
Ring road which was proposed in Revised CDP of 1993 is widened to 30
mtrs. in some areas and new ring road is proposed along the periphery of the
conurbation area.
For detail study of each area, the concept of modular Grid Pattern is
followed. Accordingly proposed landuse map is divided into 16 planning
sheets with a scale of 1:5000.
In Master Plan Revision-2, nine villages which are near to the city
namely , 1) Mache 2) Peeranwadi 3) Kudachi 4) Alarwad 5) Halga
6) Savagaon 7) Benkanhalli 8) Balagamatti & Hunchanatti 9) Mandoli., a

separate existing and proposed landuse analysis is worked out to control the
future development. For all other villages with a radius of 300 mtrs. from the
Gramthana area is proposed to give building permissions as the development
take place by following the Zoning Regulations..

The Govt. has accorded the provisional approval to the master plan
(Revision II) vide order No. NaAE/440/be.ma pra:2006 Bangalore
dated 30-12-2006. The same has been published under section 13(1) in the
Karnataka gazette dated 1-3-2007, calling for public objection and suggestions
from the general public. For wide publication the matter was published in local
news papers vide order No. be.na.pra./yojane/maha yojane/p-(2)/5365 dated 26-
2-2007.
The authority received 82 objection from general public within stipulated
period and also Belgaum municipal corporation has given suggestions. For
Taking decision on general public objection and suggestion, the authority
formulated a subcommittee. The objections are finalized in subcommittee
meeting conveyed on 17-2-2012. And further the authority decided to send the
MASTER PLAN -2021 (Revision-II) Final to Govt. for Final approval through
Director of Town Planning with certain changes dissucussed in meeting held on
26-11-2012.
