Background:
Sibalom Livestock and Poultry Raisers Association, Inc. (SILPRA INC.) was organized in
August 02, 2018 with the purpose of solving the very low live weight price of hogs in the
livestock market (75-80 pesos/kilo). The production of Silpra feeds is a response to the need of
the association and its farmer members to continuously develop and grow their existing
agricultural commodities, increase production, engage in livestock selling and come up with a
profitable share for the organization and its members. A village type feed mill was constructed
through the National Livestock Program of the Department of Agriculture (DA). However, due
to the increase of farm inputs and recent calamities in our locality, farmers suffered great losses
in potential produce and harvest. Thus, this project under the Department of Labor and
Employment (DOLE) is timely and relevant to ensure that the farmers can sell their livestock at
a competitive price with less production cost or expense. To date, the Sibalom Livestock and
Poultry Raisers Association (SILPRA) is active in Hog Trading, Feed Formulation and Meat Shop
business.
Proposed Businesses/Projects
The Association has 570 members who are engaged in farming and livestock raising.
Among these members, a total of 51 members were identified as direct beneficiaries. These
beneficiaries are corn planters and livestock raisers whose products are bought by the
Association to be used as the primary raw materials for feeds. The Association produces its
own formulation of feeds for hog fattening and raising. After harvest, the members sell their
livestock to the Association, which in turn, sells it at live weight and as meat products at the
public market, talipapa and to other meat suppliers.
At present, the Association is able to produce around 450 bags/sacks of feeds, equivalent
to about Php787,500.00 monthly income. The 450 bags of feeds are being consumed only by
about 5% of the members. Through the Kabuhayan Program of DOLE, the Association can
increase production output to about 80% and can increase feeds usage to about 10% of the
Association members.
Out of the NET INCOME, the Profit-sharing scheme will be the following:
Marketing Aspect
SILPRA aims at becoming the trusted brand in the hog industry in the Province of
Antique. The feeds are formulated by an expert in animal nutrition thereby maintaining the
good health of the livestock, maximizing livestock productivity and enhancing meat quality. The
Association uses good quality raw materials in order to produce good quality of feeds. Raw
materials are bought direct from the farmers thus selling prices remain competitive.
Feeds are primarily sold to the members of the Association. It is displayed and stored at
the Association-owned store located just across the public market. The store operates daily
from 8:00AM to 5:00PM. Feeds are picked up from the store. Payment is cash basis.
The Association maintains good working relationship and linkages with other
government and non-government organizations to promote their brand and enhance product
usage. Also, it shall coordinate with MAO, DA and DTI in the conduct of project-related training
on effective marketing strategies, create market opportunities and to strengthen its financial
management.

As a counterpart to the project, the Association shall procure the corresponding micro
raw materials and ingredients, sacks/bags and plastic sacks.
Management Aspect
A project management team was created to take charge of the over-all operation of the
project. It will be managed and supervised by the Manager, whose direct reports are
designated with functions and responsibilities. The project management team is composed of
10 members who shall create policies to enhance production and marketing initiatives.
