II. Executive Summary

Marketing Aspect

The proposed livelihood project of the target beneficiaries of barangay


Centro Weste and members of the PGBI Libertad Antique Municipal
Chapter focuses on rice and feeds retailing.

The Philippines is a rice-eating country, and the demand for rice is


constantly growing. This presents a great opportunity for us
entrepreneurs to start a rice retailing business. Looking forward that
our members can benefit on this projects and bringing progress on the
part of the organization.

For retailing projects specifically of Rice and Feeds, the potential


clients are the locals of barangay Centro Weste and the members of
the organizations from other barangays.

Business Description

The business will sell rice in bulk and in small quantities. The target
market will be the locals of barangay Centro Weste, 205 member
households from other bannngays, restaurants, and other businesses
that need to buy rice. The business will source its rice from local
farmers and wholesalers. The business will be located within the
organization’s headquarter because it is a strategic location.

The beneficiaries proposed to operate 6 days in a week. They will also


ensure that the products they sell is new and safe for public and
humanitarian consumption. As well there will be people in-charge in
the finance committee, procurement committee, marketing committee,
Inventory, and Audit committee to ensure profitable business
operations

Management Aspect

The proposed project shall be under the supervision of the Municipal


Chairman with the assistance of the officers of the organization.
Procurement/replenishment stocks will be done by a committee in-
charge.

The project will be monitored by the Finance committee to make sure


that proper financial and administrative management will be practiced
and filed for the organization guidance, accountability and
transparency.

The organization will seek assistance from other agencies such as DTI,
to train the beneficiaries with simple bookkeeping. The organization
will also create committees to ensure that each task will be delivered
accordingly. There will also be a monthly meeting and a quarterly
reporting of the physical and financial status.

Financial Aspect

The PBGI Libertad Antique Municipal Chapter is proposing to request


fund amounting to Three Hundred Thousand (Php 300,000.00) pesos
for the rice retailing project.

The said amount will be utilized according to types of expenses.

Collaboration of Stakeholder’s Commitments

The project will be a collaborative effort of the PGBI Libertad Antique


Municipal Chapter with the assistance of the LGU thru the office of
Department of Labor and Employment. The project was proposed to
provide income-generating opportunities to the identified group
beneficiaries of the LGU through livelihood based projects.

III. Proponent Overview

History, structure and organization

The Philippine Guardians Brotherhood, Inc. (PGBI) is a socio-civic service


fraternity in the Philippines. It was founded in 1976 as the Diablo Squad
(DS) organization by Sgt. Leborio "ABRAHAM" Jangao, Jr., a detachment
commander in Sitio Kidama, Parang, Maguindanao. The DS was originally
comprised of 11 members who were all soldiers.

In 1979, the DS was renamed to Crime Busters (CБ) to reflect its expanded
scope of activities. The CБ became involved in community service and crime
prevention initiatives. In 1984, the CБ was disbanded by the Armed Forces
of the Philippines (AFP). However, a group of former CБ members led by
Jangao decided to continue the organization under the name Philippine
Guardians Brotherhood, Inc.

The PGBI was registered with the Securities and Exchange Commission
(SEC) on December 10, 1984. The organization's mission is to "teach and
preach the true spirit of Brotherhood: Peace, Unity and Prosperity, to all the
members and the public at large." The PGBI also has a vision of "achieving a
sustainable development for our communities, as a non-governmental
organization for peace."

The PGBI has grown rapidly since its founding. It now has over 100,000
members nationwide. The organization's membership is drawn from a variety
of professions, including the military, police, government, law, judiciary, and
security sector.

The PGBI is active in a variety of community service initiatives. It has


provided relief to victims of natural disasters, supported education and
health programs, and promoted environmental protection. The organization
has also been involved in crime prevention and peacebuilding initiatives.

The PGBI is a respected organization in the Philippines. It has been


recognized by the AFP, the Philippine National Police (PNP), and the
Department of the Interior and Local Government (DILG) for its contributions
to peace and development.

Philippine Guardians Brotherhood, Inc. (PGBI) Libertad Antique Municipal


Chapter was organized on May 2021 and was recognized by the Local
Government Unit as one of the Civil Society Organizations of the
municipality of Libertad. The organization’s Headquarter is located at Centro
Weste, Libertad, Antique with 224 members. The organization is active in
conducting community services and an active partner of the Local
government unit in the implementation of the government’s programs and
projects.

Strategic Direction

organization believes that these three values are essential for the
development of a strong and vibrant community. The PGBI's vision is to
achieve sustainable development for its communities through its work in
peacebuilding, crime prevention, and community service.

The PGBI believes that sustainable development is essential for the long-
term well-being of its communities. The organization is committed to
working with its members and partners to achieve sustainable development.

The PGBI's vision is to achieve sustainable development for its communities


through its work in peacebuilding, crime prevention, and community service.
The organization is committed to making a positive difference in the lives of
its members and the communities it serves.

IV. SUSTAINABILITY PLAN

The Rice Retailing Project will be taken care of by the assigned staffs and
committees of the Philippine Guardian Brotherhood, Inc. to ensure high
percentage of returns. Regular monthly meeting will be conducted to ensure
safety, accountability and transparency. Reports shall be prepared indicating
the findings, observations, including recommendations to improve the
operation of the project.
