English language. A public competition is announced, based on qualifications and interview, open to Italian and foreign citizens, for admission to
the aforementioned Research Doctorate Courses – XXXIX cycle.
The places with scholarship indicated in the following art. 2 for each Doctoral Course may be increased as a result of funding obtained from public
or private entities, which are still available after the issuance of this announcement, without prejudice to the deadline set in the introduction, and
without prejudice to maintaining the number of places without scholarship.
The PhD courses will be activated "sub condicione" of accreditation envisaged by Ministerial Decree 226/2021.
This announcement has the value of notification. Communications to candidates relating to this announcement will be sent by e-mail. For this
purpose, the e-mail address indicated by the candidate in the application form will be used.

international standards on the recognition of qualifications for the continuation of studies. In particular, for the purposes of this recognition,
candidates must attach to the online application any documentation deemed useful for the purposes of assessing suitability. Filling out the
application online involves the implicit request for verification
of the suitability of the qualification obtained abroad.
Evaluation of the title will be possible only if all the information can be deduced from the documents produced
necessary containing the minimum elements for evaluation (type of qualification; normal duration of the course; official name of the academic
institution issuing the title; date of graduation; grade/judgment of
achievement compared to the scale adopted in the reference higher education system).
All candidates are conditionally admitted until the verification of the prescribed requirements that the Polytechnic of Bari can
carry out at any time and even after the start of the courses, pursuant to article 43 of the TU
n.445/2000. Exclusion can be ordered at any time with a justified measure.

take place starting from 13.06.2023, 09:00, and by 17.07.2023, 13:00 (peremptory deadline), using only the appropriate IT procedure on the PICA
portal (Integrated Platform for University Competitions) available at the following link https ://pica.cineca.it/poliba/dottorato39.
Access to the procedure takes place on the PICA portal which can be accessed after registration or with SPID credentials, as indicated in the
Guidelines (link to the manual). In case of technical problems before and during the enrollment procedure, it is possible to contact the dedicated
technical support, at the link present in the application compilation interface (PICA HelpDesk active from Monday to Friday, from 9:00 to 17:00).

In the online procedure, candidates with disabilities (pursuant to law 5 February 1992, n. 104 and integrated by law 28 January

Within the deadline set for the deadline and in any case until the definitive confirmation of the same, the modification, deletion or
insertion of data and attachments is permitted. After confirmation, within the deadline, it will be possible to withdraw the application
and submit a new one.
After the deadline and/or after sending the application via PICA, additions and changes are not allowed.
The verification of the validity of the applications, including the completeness and regularity of the self-certifications provided, will be
carried out by the Administration after the expiry of the tender.

Art. 5: DOCUMENTATION TO BE ENCLOSED WITH THE ADMISSION FORM
When completing the application for admission (art. 4), the following mandatory documentation must be uploaded (under
penalty of exclusion from the competition procedure): ÿ
Curriculum vitae et studiorum according to the model prepared by the University, available at the link
https://www.poliba.it/it/dottorati-di-ricerca.
ÿ Valid identification document. It is specified that they will be accepted, under penalty of exclusion i
following identification documents:
• identity card (only if issued by an EU Member State);
• driving license (only if issued by an EU Member State);
• passport in all other cases (including citizens of non-EU countries).
ÿ Bachelor's and specialist/master's degree (or five-year) qualifications held. Candidates with an admission qualification
obtained in Italy must attach the form prepared by the University (available at the link https://www.poliba.it/it/
dottorati-di-ricerca) specifying the following information:
• degree grades;
• list of exams taken in the two courses of study (or in the five-year course);
• relative vote.
Candidates with qualifications obtained under foreign regulations must attach, instead of self-declarations, the
following documents1 drawn up by the academic institution that issued them: • degree certificate/
diploma with relative mark;
• official transcript of the exams taken during the entire university career with relative marks; • any other document
considered useful for the purpose of declaring the suitability of the qualifications with those envisaged in this
announcement (Diploma Supplement, declaration of local value).
ÿ Research Proposal which is intended to be developed in the PhD Course and which reports the scientific starting
point of the proposal, the research objectives, the methodologies to be adopted. The proposal must be freely
inspired by the issues banned (art. 2) and will be examined exclusively for admission purposes; it does not
necessarily prefigure the research activity that the PhD student will have to carry out during his/her training, given
that it will be the subject of an agreement between the PhD student and the Supervisor and formally assigned by
the Academic Board.
ATTENTION: write the research proposal on the appropriate format attached to the call ("Annex_Format"). For the
National Doctoral Program in "Autonomous Systems" use the specific format ("Annex_Format_DAUSY").
ÿ Only for candidates who choose the PhD course in Heritage Project: Knowledge, Tradition and Innovation -
Motivation letter (max. 3000 characters) from which the research interests of the candidate can be deduced,
connected to the choice of the Curriculum, in possibly indicating the research project to be proposed in the doctoral
course and the reference Curriculum.

Art. 6: CAUSES FOR EXCLUSION
The following constitute grounds for exclusion from the insolvency procedure:
a) the submission of the application for admission outside the procedures set out in art. 4 of the present
trying;
b) the absence of one or more mandatory documents for the application for admission, as provided for by art. 5, relating to
individual doctoral courses;
c) making a false statement about status/facts/quality;
d) failure to pay the enrollment fee within the terms indicated in this announcement (art. 4).
The exclusion will be automatically communicated by the Post-Graduate Office to the candidate at the e-mail address
personnel indicated during registration on the PICA portal, therefore please check that the e-mail address on the aforementioned portal is
correct and up-to-date. Other email addresses will not be considered
otherwise communicated.
Art. 7: COMPETITION TESTS
Admission to the course takes place through a selective procedure aimed at ascertaining the preparation in the general theme of the course
and the aptitude for scientific research of the candidate and aimed at ensuring an appropriate comparative evaluation of the candidates.
The Examining Commission will draw up a list of candidates admitted to take the oral exam, according to the criteria set out in art. 8. Before
taking the oral exam, candidates will be notified of the score achieved by publication on the university website.
At the end of the oral exams, the Examining Commissions will draw up the lists of candidates examined with the indication of the mark
obtained by each one, which will be published on the web page dedicated to the Research Doctorates of the Polytechnic of Bari.
Evaluation of qualifications and oral exams will take place from 20 July and will end by 1 August 2023.
The interviews will be held electronically, according to the operational indications provided to candidates in the vicinity of the test through a
public notice in the section dedicated to PhD programs on the Bari Polytechnic website (www.poliba.it) . The unavailability of the candidate on
the day established for the interview or the lack of identification are grounds for exclusion from the competition procedure.
The candidate must also demonstrate good knowledge of at least the English language. The latter can be certified
possibly with certificates issued by recognized certifying bodies, which certify level B2 knowledge
identified by the Common European Framework of Reference for Languages, in the absence of certification, knowledge of the English
language will be ascertained during the oral exam.
The tests may be taken in Italian or possibly in English.
Any changes relating to the day and time of the aforementioned test will be announced on the University website with value
of official notification.
Therefore, no further communications relating to the date of the oral exam will be sent to candidates.
Art. 8: EVALUATION OF QUALIFICATIONS AND INTERVIEW
The Commission has a total of 100 points for the evaluation of qualifications and for the exams of each candidate.

At the end of the exams, the Commission proceeds with the overall evaluation and compiles the merit ranking on the basis of the scores obtained
by the candidates in the individual tests. The criteria for evaluating the qualifications will be established by the individual Commissions.
Art 9. SELECTION COMMITTEES AND GRANT ASSIGNMENT
The Rector appoints the Examination Commissions with his own decree pursuant to art. 15 of the PhD Program Regulations of the Polytechnic of
Bari (available on the Polytechnic of Bari website).

The members of the Selection Boards provide for the production of self-certification declarations, pursuant to art. 46 of Presidential
Decree 445/2000, ensuring that:
- undertake to report, in relation to the procedure, any situation of conflict of interest, even potential, and/or reasons for abstention
and/or incompatibility that may arise in relation to the assumption of the office;
- not having reported criminal convictions that have become final for crimes involving disqualification from public office, for crimes
that affect professional morality and for the crimes referred to in Legislative Decree no. 231/2001;
- not be aware of being subjected to criminal proceedings;
- undertake to operate with impartiality and to carry out one's task with rigor, confidentiality, in compliance with current legislation,
with the fundamental principles on the subject of the Code of Ethics and Conduct of the Polytechnic University of Bari.
The Commission draws up a report of the tests and sends it to the Post-Graduate Office for the formation of the ranking
final for each PhD course.
The assignment of the types of scholarships will be carried out by the Academic Board of each Doctoral Programme.
Art. 10: GENERAL RANKING OF MERIT AND ADMISSION TO THE COURSES
The Rector, with his own decree, ascertains the regularity of the documents, approving the general ranking of merit, and declares
the names of the winners, with indication of the scholarships (Decree approving documents and Granting Scholarships).
Candidates are admitted to the courses according to the ranking order up to the number of positions with scholarship
available for each course.
In the event of equal scores, gender balance is taken into account, i.e. the gender which among the candidates placed in a higher
position in the same ranking is the minority prevails. In the event of a further tie, the candidate of prevails
minor seniority.
The general merit ranking will be published in the online Register of the Polytechnic of Bari and will have the value of official
notification, and will also be available on the page dedicated to Research Doctorates on the website www.poliba.it .
Art. 11: ENROLLMENT
Candidates admitted to PhD courses must proceed with enrollment in the manner and terms that will be communicated through a
specific Notice published on the online Register of the Polytechnic of Bari, with the value of official notification, as well as on the
University website, www.poliba. it in the section dedicated to PhDs. Said Notice will be attached to the Decree of Approval of the
documents.
Failure to enroll within the terms prescribed by the Notice for the enrollment of successful candidates will be considered renunciation
of the status of successful candidate and this renunciation will also be effective for subsequent ranking scrolling and questions that
may become necessary.
The Notice attached to the Decree approving the deeds will also contain the terms and procedures for subsequent scrolling and
interpellations.
It is hereby specified that candidates will be provided with a peremptory deadline for carrying out the aforementioned procedures,

after which the lack of response/non-compliance will be considered a waiver of permanence in the ranking.
In case of withdrawal and/or forfeiture of those entitled before the start of the course, the replacement will take place in accordance with the order of the
ranking. In case of useful placement in several rankings, the candidate will have to exercise the option for
only one course.
Withdrawal from the PhD course after completion of the enrollment procedure will result in the obligation to pay the stamp duty of €16.00.
Art. 12: DUTIES AND RIGHTS OF DOCTOR STUDENTS
Admission to the research doctorate involves an exclusive and full-time commitment, without prejudice to the possibility of a specific discipline in relation
to the provisions of art. 10 of the Regulations for PhD courses

of the Polytechnic of Bari, issued DR n. 288 of 11.03.2022.
It is recalled that PhD students are required to comply with:
-
of the obligations and constraints established by the Regulations of the Research Doctorate courses of the Polytechnic of Bari, issued DR
n. 288 of 03.11.2022;
-
of the Code of Ethics and Conduct of the Polytechnic of Bari, issued with DR 582 of 09.28.2018;
-
of all applicable rules and regulations of the Polytechnic of Bari, including the discipline in
fee subject established by the Polytechnic.
Doctoral students who will be beneficiaries of PNRR scholarships, both from Extended Partnerships (PE), National Centers (CN),
that on the DD.MM. 117 and 118 of 2023, will have specific reporting obligations and will have to comply with the respective
guidelines that will be provided to candidate beneficiaries.
Art. 13: SCHOLARSHIPS
The annual amount of the scholarship, to be paid in monthly installments, gross of social security contributions to be paid by the recipient, is determined
in article 2, in the table relating to each PhD programme.
The scholarships are renewed annually on the condition that the PhD student has completed the program of activities planned for the previous year and
obtains admission to the course year following a resolution by the Academic Board.

Within the financial resources existing in the Politecnico budget, all enrolled doctoral students are guaranteed:
- the fund for research activity in Italy and abroad equal to 10% of the amount of the scholarship, increased to 20% only in the case of the Doctorate of
national interest in Autonomous Systems, called the research budget; the use of funds from the research budget follows the reference Circular

- the elevation for the period abroad, in the amount of 50% of the monthly amount of the scholarship, to be paid monthly, if the PhD student is authorized
by the Coordinator to carry out research abroad. The elevation will be paid for a maximum period of 12 months, extended up to an
overall maximum of 18 months for doctorates in co-tutorship with foreign subjects or activated pursuant to the PhD Program Regulations of
the
Polytechnic of Bari.
It should be noted that the limit on the amount of personal annual income established by the Polytechnic of Bari is compatible with the

use of the scholarship is equal to the gross value of the scholarship recipient defined in Article 2 for each Course and that the determination of

Art. 14: TAXES AND CONTRIBUTIONS
The Regulations on student fees and contributions in force at the time of enrollment in the doctoral course and published on the University website
on the dedicated page apply to PhD students.
All PhD students admitted to the courses are exempt from paying the all-inclusive fee, as they are only required to pay the virtual stamp duty and
the tax for the right to study (ADISU) and comply with the rules
contained in the Tax Regulations of the Polytechnic of Bari.
The matriculation fee is equal to €136 and includes the stamp duty (€16 equal to the legal value) and the first installment
of the regional tax (€ 120).
The amount of the fee for the right to study is divided into 3 bands linked to income, respectively of 120, 140, and 160
euro, therefore, based on the value of the aforementioned ISEE Attestation, the additional contribution will be invoiced in the area
reserved for each doctoral student.
The aforementioned payments must be made via the PagoPA system. Payments made in this way will be automatically acquired on the Esse3
system.
The Polytechnic of Bari automatically acquires the ISEE certificates for subsidized services for the right to university study from INPS for the
purposes of determining the total amount of the ADISU regional tax.
The declarations must be present in their correct and definitive form on the INPS portal by 31.12
of the calendar year of enrollment or enrollment (by 31 December of the calendar year to which the academic year pertains, e.g. for the 2023/2024
academic year, 31 December 2023). In the absence, after this deadline, it will be applied
the maximum rate automatically.
The regularity of the doctoral students' contributions is an indispensable condition for access to the services of the
Polytechnic and for the maintenance of the status.
Art. 15: TREATMENT OF PERSONAL DATA
For the purposes of Law no. 675/96, the confidential nature of the information provided by each candidate will be respected.
All the data provided will be processed for the purposes connected and instrumental to the competition; for winners, for purposes related to
doctoral activities; for those who obtain the title of doctor, at the end of the course, the data provided will be processed for purposes related to
their introduction into the world of work. Data processing will take place in compliance with the provisions in force referred to in the EU 2016/679
GDPR Regulation.
Candidates are entitled to the rights referred to in art. 15-18 of the aforementioned Regulation, in particular, the right to access one's personal
data, to request rectification, integration and cancellation, as well as to obtain the limitation of processing, by addressing requests to the
Polytechnic University of Bari via email at address: rpd@poliba.it.
In any case, participation in the competition involves, in compliance with the principles set out in the aforementioned law, the expression of tacit
consent to the personal data of the candidates and those relating to the competition tests being published on the University website/portal.
Pursuant to the Law of 7 August 1990, n. 241 and of the Presidential Decree April 12, 2006, n. 184 and subsequent amendments is guaranteed to anyone with a

legally relevant interest the right of access to bankruptcy documents, to be exercised within the terms of the law, e
therefore the competition documentation presented may be subject to access to the documents by others
candidates.
