EXITED AND WAS DETAINED DUE TO SPEED AND EXITING VEH ON OWN ACCORD. DRIVER
ID'D BY MARYLAND DL VALID. DRIVER STATED HIS DOG WAS HAVING AN EMERGENCY AT
HIS RESIDENCE AND THAT WAS THE REASON FOR HIS SPEED.
