Collin County Junior Livestock Show Association Bylaws

Article I NAME AND ORGANIZATION


Section 1: The name of the organization shall be the Collin County Junior Livestock Show Association
(CCJLA)

Section 2: This shall be a non-profit organization for the purpose of providing the qualified youth of
Collin County (as defined in the exhibitor handbook) an opportunity to exhibit their projects in divisions
and participate in activities of the CCJLA Youth Show. A 501-C(3) will be on file according to law.
A. The date for the CCJLA Show shall be set each year by the membership of this organization
during the May meeting.

Article II MEMBERSHIP
Section 1: Membership in the CCJLA shall consist of Agriculture Teachers in Collin County, and
Advisory Committee members which shall consist of five members elected at-large, seven members
representing the 4-H clubs, five members representing the Ag Science departments, the elected
officers of this organization, and division superintendents. These individuals and only these individuals
shall make motions, second motions, make nominations, and cast a vote on any item of business.

A. Providing the above criteria are met, membership is open to


people of all ages regardless of socioeconomic level, race, color, sex, religion, disability or
national origin.
B. A membership card shall be issued to all voting delegates allowing for one vote on items of
business.
C. Matters pertaining to the CCJLA Livestock Show shall be determined by the Ag teachers,
and the seventeen advisory committee members elected officers and division superintendents."
D. Members of this association are entitled to discussion of any item on the agenda in a closed
meeting. The association will conduct a closed meeting in accordance with the Texas Open
Meeting Act, Texas Governor Code, Chapter 551, Subchapters D and E.
E. Elected membership is open to only one representative per family residing in Collin County. A
family shall be deemed as father, mother, brother, sister, and sibling. Exception to this rule
would be in the case of a husband and wife teaching in the county or a husband and wife
serving as an elected officer or superintendent.

Section 2: In compliance with Texas Education Association Policy regarding volunteers and their
involvement with students. All members shall be subject to undergo a background check.

Article III OFFICERS AND ELECTIONS


Section 1: The officers of this organization shall be the General Superintendent, Assistant
Superintendent, Treasurer, Secretary, and Show Secretary.

Section 2: The Division Superintendents shall be: Concession Stand, Goat, Heifer, Horticulture,
Poultry, Rabbit, Sale Day, Sheep, Shop, Steer, and Swine.

Section 3: The following positions shall be paid positions: Concession Stand Superintendent, Sale Day
Superintendent and Show Secretary. Compensation shall be determined by a majority vote of the
membership.
Section 4: Officers and Superintendents shall be elected annually at the May meeting and shall serve a
term of one year.

Section 5: Any officer, superintendent, or member convicted of a felony shall be immediately relieved
of their responsibilities.

Article IV DUTIES OF OFFICERS


Section 1: Duties of the General Superintendent
A. To preside at all meetings, enforce the by-laws and exercise supervision over the affairs of the
committee.
B. To appoint special committees.
C. Report to the Meyers Event Center board and director over the Meyers Event Center. D. Has the
authority to enforce all rules and regulations of the CCJLA Youth Show. This officer's decision(s) are
final and no protest will be allowed.
E. Has voting rights only in the event of a tie-breaking vote. The General Superintendent may designate
a voting delegate to represent his/her school or organization provided that without such an appointment
the said club/organization would have no representation.

Section 2: Duties of the Assistant Superintendent-1


A. Serves as Director of Swine, goats, sheep, heifer, and steer shows as well as the auction
B. Presides over meeting in absence of General Superintendent

Section 3: Duties of the Assistant Superintendent-2


A. Serves as Director of Rabbit, poultry, horticulture and shop show as well as the concession
B. Presides over meeting in absence of General Superintendent and Assistant General Superintendent

Section 4: Duties of the Secretary


A. To keep a full and accurate record of all proceedings
B. To keep a roll of the membership
C. To read the minutes of the previous meeting at each monthly meeting
D. Provide the membership with a copy of the minutes via electronic mail prior to the monthly meeting
in which they will be read.

Section 5: Duties of the Treasurer


A. To receive, hold, and pay out all monies of the organization as designated by the membership in a
timely fashion. All bills should be paid out within a period of 30-45 days of receipt.
B. To keep an accurate record of the receipts and expenditures of all funds
C. To give a financial report at each meeting
D. To present a financial statement of this organization within 30 days of notification by the General
Superintendent.
E. To secure an annual audit of the financial records of the Collin County Junior Livestock Show
Association after the completion of the Collin County Junior Livestock Show and before the September
meeting.
Section 6: Duties of the Show Secretary
A. Collect entries
B. Provide Show Superintendent with a list of each division's entries.
C. Collect all late entries and update all show records.
D. Keep a record of all official placings
E. Provide the Sale Order

Article V MEETINGS
Section 1: Regular meetings of the organization shall be held on Monday in the second week of the
following months: August, September, October, November, December, March, April, and May.
A. Unless 40% of the voting members are present, no action can be taken on any item of
business. Recommendations may be made at any meeting.
B. A roll of members will be taken at each meeting by the Secretary before any business items
may be discussed.
C. Members must attend at least fifty percent of the regular meetings per year in order for their
votes to be counted. Votes will be counted by the showing of each member's membership card.
D. The physical year will begin in September and end in May each year.
E. Special meetings may be called at any time if a majority of the elected officers feel it is
necessary.
F. The order of business for regular meetings or special called meetings shall be as follows:
1. Welcome
2. Minutes from previous meeting(s)
3. Treasurer report
4. Old business
5. New business
6. Adjourn

Article VI AMENDMENTS
These by-laws may be amended at any regular meeting by a 2/3 vote of members present, provided
that the proposed amendment has been presented to the organization 30 days prior to that meeting in
writing and is filed with the secretary. If no previous notice is given then a 100% vote of the members
present is required.

Article VII ORGANIZATION DISSOLUTION


Section 1: Upon the disbanding of the Collin County Junior Livestock Show Association, all physical
assets shall become property of the Meyers Event Center. All monies shall be divided equally and
donated to the Texas 4-H Foundation and the Texas FFA Foundation
