FUNCTIONS
. Staff/Program and Premises Safety/Security:
· Secures Care premises and personnel by monitoring security guards; oversee the patrolling property ,
monitoring surveillance equipment, inspecting office compound, equipment, and access points and entry gates

· Ensure CARE compound (office and Guesthouses) are safe and secure, fences and gates are strong enough
and maintained to prevent unauthorized entries;

· Take appropriate security/safety measurements to limit and mitigate the security/safety risk and damages of
CARE premises;

· Ensure CARE work locations and well equipped with fire extinguishers, first aid kits and emergency contact list;
regular inspections to be carried out.

· Ensure security guards have access to basic security equipment's (torch, mobile phone + charger and credit and
CARE emergency contact list.

· Ensure there is safe area for fleet parking, drivers alerted for any evacuation in an immediate notice;

· Ensure all vehicles equipped with updated fire extinguishers, first aid kits and CARE emergency number, if not,
immediately report to CSM to proceed with logistic team;

(with support of CSM) to be organized;

· Responsible for tracking and controlling the reporting schedule of CARE staff when travelling or working outside
Duhok City limits
II. Distribution safety/Security:

· Conduct security assessment of CARE distribution points at least one day before any distribution;

· Assist CSM to provide further security measurements for distribution points and coordinate with police and
Asayish to provide security back up in case of any request;

· Identify alternative exit routes for all distribution points, arrange transportation and safety measurements to
evacuate staff – in case the distribution turn to violence or in case of emergency.
III. Communication/Reporting:

· Communication is the main pillar of security; ensure always to maintain a solid communication with staff,
security organization and other stakeholders within the camp and value any information, even based on rumors
and pass to direct supervisor (CSM);

· Ensure that communication tools and equipment’s are functioning well and in working condition;

· Never relay on single communication network, always have 2 nd or even 3rd means of communication,

· Coordinate with Local security organization in CARE area of operation (Police and Asayish)

· Participate in security, FLATS meetings and staff briefings

· Preparation of weekly summary reports, including security incident reports


· Training of CARE field teams in SOPs and contingency plans
• Proactively report any staff misconduct or irregularities to CSM

• Train key staffs on security protocol, reporting and information flow procedures, and contribute to the production of accurate security

Principal responsibilities:
❑ Security assessment and Risk analysis
o Collect, update and communicate information regarding security situation in the country, especially
those which are directly connected with current and planned activities by PWJ.
o Maintain good communication with various security information sources including INSO, other NGOs,
medias, government and various forces (ISF, Police, Asaysh and other para-militia forces influencing
the area);
o Conduct security assessment of PWJ compound (offices, sub-offices, guesthouses and related parking
areas)
o Compile this information as weekly report. Facilitate/ coordinate to organize the weekly security-
briefing meeting.
❑ Security and Safety Monitoring in the field
o Develop format of SIR(Security Information Request) and other related format
o Visit the current/planned activity locations to conduct necessary assessment and monitoring
o Monitor staff’s movement in the field, with special attention to the routes and the checkpoints between
Duhok/ Erbil office to the project locations in Ninewa. Manage the map with checkpoints locations and
maintain the reporting system for ensure safety and security.
o Monitor fleet arrangements
o Draft incident reports, when any incidents occurred.
❑ Field Security Plan and SOPs
o Develop, improve and maintain the field security plan and security management SOPs.
❑ Briefing and Training
o Provide security briefing to all PWJ staff when entering the country for the first time and newly hired
staff.
o Provide training to the drivers.
o Take active roles in internal security training when it is organized
❑ Security Related Property Management
o Manage the use of the satellite phones, including regular testing.
o Ensure all offices and vehicles are equipped with necessary security/safety tools
